Mayor Langenbeck called the regular adjourned meeting
of the City Council to order at 7:30 o'clock P.M.
Councilmen present: Greer, Talbert, Seabridge, Langenbeck
Councilmen absent: LeBard
Business On motion by Talbert seconded by Greer that the appli-

cations for license to conduct business in the City of Hunting-
ton Beach were granted as follows:
W. J. Vaughn, 1629 E. lllth Street, Los Angeles, to pick up
scrap from oil fields.
Mrs. Stella Draper,'2151 Main Street, the business of hotel at
2151 Main Street, transfer from Mrs. R. A. Brown.
Quality Col -Pak, 450 Fernando Court, Glendale 4, to deliver
frozen foods.

Russell Ellis on On motion by Greer seconded by Seabridge that th-e re -
monthly payroll quest of Harry A. Overmyer, City Engineer, to place Russell W.
as laborer
Ellis,.Laborer, in the Street Department, on the regular monthly
payroll effective as of March 1, 1952, in the salary classifi-

$211.00 per month, was approved.

the D-4 Tractor, Series 4G144 belonging to the City and not now in
use, and said offer in the amount of $175.00 die rejected, fas ap-
proved.
On motion by Seabridge seconded by Talbert that the re-
quest of the Orange County Society for Cripplgd Children and Adults
for permission to sell paper 'Easter lilies in the' streets of
Huntington Beach on the 29th day of March, ,1952, was granted.
On motion by Talbert seconded by Seabridge that the com-
mencing date of Fammuary 1, 1952, in the agreement between the City
of Huntington Beach and Gerald G. Lance and Vivian R. fiance cover-
ing lease of the building located on the easterly portion of the
Huntington Beach Municipal Beach opposite Section "F" of the Hunt-
ington Beach Municipal Trailer Park, be changed to read April if
1952, and that the Mayor and City Clerk be authorized to execute the
change, was approved.
The City Clerk gave Ordinance No. 582, an Ordinance of
the City of Huntington Beach amending Ordinance No 4960 entitled
"An Ordinance of the City of Huntington Beach,. Qalifornia, regu-
lat-ing its traffic .and regul9ting the use of public streets in the
City of Huntington Beach, California, defining and establishing a
parking meter zone and regulating and controlling and providing
for inspection of the time parking of vehicles tImrein by the
use of parking meters; prescribing limits of .,time for parking in
parking meter zone; and providing for enforcement of this ordinance
and punishment for its violation", its second and final. reading by
title reference.
On motion by Seabridge seconded by Greer Ordinance No. 582,
was passed and adopted by the following roll call vote:
AYES: Councilmen: Greer, Talbert, Seabridge, Langenbeck.
NOES: Councilmen: None,
ABSENT: Councilmen: LeBard.
'eso.#1168, The City Clerk read Resolution No. 1168, a resolution of
1 hr. parking.
the City Council of the City of Huntington. Beach, California, desig-
nating a one -hour parking limit within the parking meter zone and
ijastructing the. Chief of Police to erect signs designating the pro-
visions of this resolution.
On motion by Greer seconded by Seabridge Resolution No. 1168 `
was passed and adopted by the following roll call vote:

On motion by Greer seconded by Talbert that the Hartford
Accident and Indemnity Company, clean-up bond No. 2587246 covering the
.Larsen #1 well, located on the East 60 acres of the Ni. of the NE-1-of
Section 14, Township 6, Range 11 West, be terminated ,and L.Dean Gardiner
"Company of 115 Pine Avenue, Long Beach, be so informed;. was approved.
The Clerk read a letter received from 13M. L. Simmons of.Whittier"
Cal if6rnia, enclos-ing a check in the sum -of $750.00 covering the 10% of
his offer on L.ots.20, 22, 24, 26 & 28, in Block 107, corner of 8th and
Walnut Streets-an4nown as the old City Library property and that said
deposit.is to apply on the purchase price of $7,500.00 and the balance
to be 'paid when City is ready tomake an appointment for an Escrow.
Said property is o show title in me free and clear of all incumberancea
.subject to usual restrictions, reservations and restrictions and in the
event you do not accept my proposition you are to return my check.
On motion by `Greer seconded by Seabridge that the City 'Clerk be
instructed to forward a letter to Yam. L. Simmons acknowledging receipt
of his offer -to purchase the old City Library building_property in the
amount of $7,50q.00 and request that he give permission to hold over his
offer „until thenext regular meeting of the City Council to be held .on
March 17, 1.952, as a full Council was not present at the meeting of
March 10, 1952, to consider his offer, was approved.
Sealed bids- Mayor L'angenbeck reported that this was the hour and date set
resurfacing
Walnut,'et al. for the opening of sealed bids in accordance with the notice inviting
sealed bids published in the Huntington Beach News February 21 and
February 28, 1952, for the resurfacing of portions of Alabama Avenue,,
Palm Avenue, and Walnut Avenue, in accordance with the plans and

'specifications and special provisions oh file in the office of the City
Clerk and the City Engineer of said City .and each bid to be submitted
in accordance with specifications therefor.
Mayor Langenbeck requested the City Clerk to proceed to open
and read the sealed bids that had been received.
The City Clerk opened and read the bids, received from Cox Bros.
Construction Company, R. J. Noble Company, and Sully -Miller Contracting
gompany as follows;

On motion by Talbert seconded by Greer that the sealed
'�'bids as read by the City Clerk and submitted by Cox Bros. Con-
struction Company, R. J. Noble Company and Sully -Miller Con-
tracting Company be referred to the City Engineer for analysis
and report, was approved.

On motion by Talbert seconded by Greer that the City
Attorney be instructed to amend the Racing Ordinance No. 500
to delete the 1% percentage fee and to make it an annual license
fee of $100.00 per year, was approved.
On motion by Greer seconded by Seabridge that in accord-
ance with the recommendations of the Building Committee that the
City Clerk be authorized to issue a purchase order to Dewey
Callahan of Tustin, California, to furnish all materials and labor
for the refinishing of floors in Memorial Hall in accordance with
details of the informal bid submitted in the amount of $485.00
was approved.
City Engineer Overmyer reported that he had examined the
bids of the Sully -Miller Contracting Company, R. J. Noble Company
and Cox Bros. Construction Company for the resurfacing of Walnut
Avenue from 14th Street to 17th Street; Olive Avenue from 17th
Street to 23rd Street; Palm Avenue from Main Street to 17th Street;
Alabama Avenue from Atlanta Avenue to Indianapolis Street, all in
the City of Huntington Beach, California, and found that the bid
of Sully -Miller Contracting Company to be the lowest and most
responsible bid and recommended that the bid of- Sully -Miller Con-
tracting Company be accepted and awarded, as it was to the best
interests of the City of Huntington Beach.
On motion by Seabridge seconded by Greer that the con-
tract for the resurfacing of Walnut Avenue from 14th Street to
17th Street; Olive Avenue, from 17th Street to 23rd Street;
Palm Avenue from Main Street to 17th Street; Alabama Avenue from
Atlanta Avenue to Indianapolis Street all in the City of Hunt-
ington Beach, as recommended by the. City Engineer to be the low-
est and most responsible bid and to the best interests of the
City, be awarded to the Sully -Miller Contracting Company of
Long Beach and that all other bids received be rejected and bid
bonds be returned, was approved.

On motion by Greer seconded by Talbert that the City
Engineer be instructed to order the Sully -Miller Contracting
Company to proceed with the paving in the Trailer Park in
accordance with the recommendation of the Beach and Pier Com-
mittee, was approved.
On motion by Greer seconded by Seabridge the
regularly adjourned meeting of the City Council of the City
of Huntington Beach adjourned.
