MINUTES Council Chamber, City Hall Huntington Beach, California Monday, April 14, 1952 Pursuant to adjournment of April 7, 1952, the City Council met and was called to order at 7:30 o'clock P.M. by Mayor Langenbeck. Councilmen present: Greer,. Talbert, Seabridge, 'LeBard, Langenbeck `~ Councilmen absent: None Demands On motion by Talbert seconded by LeBard that.the demands as approved by the Finance Committee be paid was approved. Wood resignation from Plan. tendering his resignation as a member of the Planning Commis - Commission sion of the City of Huntington Beach in which he stated that it had been a great honor to serve and work with the present members of the Planning Commission and also thanked the ad- visory members, City Engineer Harry Overmyer, C. A. Bauer, City Attorney', and John Henricksen, City Clerk, and G. Millard Parks, Planning Consultant for the time and the effort and the �w guidance that they had given the:Planning Commission. J.C.Ducommun The Clerk read a communication from Jack C. 'Ducommun thanking the City Council for their action in amending the contract with the State Employees' Retirement System which increased- his pension as 'a retired member. J.G.Garrish, The Clerk read a request from John G. Garrish submitting sub -lease to • N.NWildman to the City Council a sub -lease between Georgianna W. Garrish axid N.- M. Wildman to permit N. M., Wildman to engage in the business of -dealing in used airplanes and automobiles and parts a Page #2. Minutes - April 14, 1952 J of same in an area 1001 by 751 and said area to be enclosed by an eight foot high fence and the rental to be $25.00 per month.` The request of John G..Garrish to sub -lease certain area to N. M. Wildman was tabled until a committee has been appointed to review the request, and be.,taken up at a later meeting of the City Council. Reso. #1174. The Clerk read Resolution No'. 1174, a resolution of Naming Fifth St. Ext. the City Council of the City of Huntington Beach, California, establishing the name of a street, whereas it was resolved by the City Council of the City of Huntington Beach, California, that that certain street commonly known as the Fifth Street extension from Main Street to Alabama Avenue be hereafter known as Fifth Street. On motion by Seabridge seconded by LeBard Resolution No. 1174 was passed and.adopted by the following roll call vote: AYES: Councilmen: Greer, Talbert, LeBard, Seabridge, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: None Canvassing of X This being the date set for canvassing ballots cast at votes - Elec. Apr. 8, 1952 the General Municipal Election, Tuesday, April 8, 1952, and for canvassing absentee ballots, the Clerk presented the ballots. The first order of business was the canvassing of absentee ballots'. r It was determined that there were 43 absentee ballots cast for the following officers: Harry R. LeBard Councilman 36 Roy Seabridge Councilman 27 Roy D. Bryant Councilman 23 Herbert A. Wood Councilman 31 John L. Henricksen City Clerk 37 W. M. Clegg City Treasurer 33 Arch F. Lockett City Treasurer 9 The City Council then proceeded to canvass and check the ballots cast at the General Municipal Election April 8, 1952. There being no errors, the Clerk presented and read Reso- lution No. 1173, declaring the results of said above named General Municipal Election, and on motion by Greer seconded by Talbert .Resolution No. 1173 was passed and adopted by the following roll call -vote: AYES: Councilmen: Greer, Talbert, LeBard, Seabridge, L.angenb eck NOES: Councilmen: None ABSENT: Councilmen: None The statement of result of election is as follows: i� 206 Page #3 . Clegg, City Treasurer Immediately following the canvassing of the election the Clerk administered the oaths of office to the newly elected offi- cers as follows: Harry R . LeBard, Councilman Roy Seabridge, Councilman Herbert A. Wood, Councilman Wm. M. Clegg, City Treasurer Mayor Langenbeck administered the oath of office to John L. Henricksen, City -Clerk. The Clerk issued the Certificate of Election to each of the elected officers in accordance with provisions of the elec- tion laws of the State of California. Councilman Greer addressed the City Council and the aud- ience present and thanked each and every members of the City Coun- cil and department heads for the wonderful cooperation that he had been given during his term as City Councilman and stated that he would in the future cooperate with the citizens and the City Council in all matters pertaining to civic affairs, and thanked the people of Huntington Beach for the opportunity to have served them. On motion by Seabridge seconded by LeBard the City Council of the City of Huntington Beach adjourned. Whereupon, Councilman Langenbeck moved that Roy Sea - bridge be.nominated for the position of Mayor. The motion was seconded by Councilman Talbert. There being no further nomi- nations, the motion of Councilman Langenbeck seconded by Coun- cilman Talbert was carried by a unanimous vote and Roy Seabridge was elected Mayor for the ensuing two year term. Col. Greer Mayor Seabridge paid tribute to ,the retiring Councilman Colonel Jack Greer for the splendid service that he had rendered the City and the cooperation that he had given the'Council mem- bers during his term of office. Colonel Greer responded and thanked the Council most heartedly for their expressions and wished the incumbents all the success in the world. Mayor Seabridge reported to the Council members that a Repr.& Alt. named for vacancy now exists on the Orange County Sanitation Board District` the Or.Co. San.Bd. 11 due to the retirement of Colonel Greer from the City Council, Dist.#ll .and recommended that Councilman Langenbeck be named as the rep- resentative of the City of Huntington Beach to serve on the Orange County Sanitation Board District 11 and Councilman LeBard to serve as an alternate. On motion by Langenbeck seconded by Wood that the rec- ommendations of Mayor Seabridge to appoint Councilman Langenbeck as the City of Huntington Beach representative to District 11 of the Orange County Joint. Outfall Sanitation Board and Council- man LeBard to serve as an alternate, was approved. On motion by Wood seconded by Talbert the meeting of the City Council of.the City of Huntington Beach adjourned.
