Mayor Seabridge called the regular meeting of the City
Council to order at 7:30 o'clock P.M.

A. J. Dillon, 8212 So. Main, Los Angeles, the business of sign

Golden Eagle Motel, 1st and Atlanta, the business of motel and
trailer park at 1st and Atlanta.
Stand.Oil Co.- On motion by Wood seconded by Talbert the application

for oil well permit of Standard Oil Company of California to
drill a new well D-10 was granted.
LaBrea Oil Co.- On. motion by Talbert seconded by Wood that the appli-

On motion by LeBard seconded by Talbert that the appli-

Beach covering permission to use
the Huntington Beach Union High School District School's Track
Field for the purpose of conducting two track meets during the
month of April, 1952.
On motion by Langenbeck seconded by LeBard that the'agree-
ment between the Huntington Beach Union'High School District and
the Recreation Commission of the City of Huntington Beach giving
the Recreation Department permission to use the school's track
field for the purpose of conducting two track meets during the
month of April, 1952, be ratified and the City Clerk certify said
ratification, was approved.
Water leak- The Clerk read a communication from the Huntington Beach
age outside public Library informing the City Council that rain storms during

new Library the winter caused water leakage under the outside doors and into
the patio and the door into the lecture room on Main Street and
findings were that it was due to lack of weather stripping the
doors and that they had called Buttress McClellan Construction
Company who informed the Library Board that all construction of
doors were according to specifications and that any additional
expense must be paid by the City. In March the Library Board met
and it was moved and carried to have the repairs, done and to take
the matter before the City Council and the Library Board to be
informed .of the City Council's action.
Mayor Seabridge referred the request of the Huntington
Beach Public Library relative to the water seepage under the out-

side doors of the Library to the Building Committee and the
City Engineer for study and report.
Jobs Daughters On motion by LeBard , seconded by Wood that the request
to sell Cokes
4th of July of Jobs Daughters of Bethel #120 of Huntington Beqch to permit
the selling of Coca Cola and Cracker Jacks at the Fourth of
July celebration -instead of selling ice cream and Coca Cola,
was approved.
Demands On motion by LeBard seconded by Talbert that the demands
as approved'by the Finance Committee be ordered paid, was ap-
proved.

tion Districts of Orange County of California informing the City
Council that it was necessary to have a certified copy of the
resolution or minute order confirming the appointment of the Mayor
for the official record of the Board of Directors of County Sani-
tation District No. 11.
On motion by Langenbeck seconded by Wood that the appoint-
ment of Mayor Seabridge as representative on the Board_of Directors
of County Sanitation District No. 11 be ratified, was approved.
Mayor Seabridge asked the members of the City Council for
permission to leave the State of California. during the week -end
of May 3rd and 4th, 1952.

Claim for
The Clerk read claim for damages filed by John G. Koscelnik,
damages -

for damages suffered to personal property because of the dangerous,
defective condition made by the City of Huntington Beach in allow-
ing drains at the corner of 13th Street and Orange Avenue in said
City and at the corner of 13th Street and Magnolia Avenue in said
City to become covered with paper box tops, leaves and other debris
that kept water from draining therein and said damages in the,total
of $800.00, which the claimant demands of said City of Huntington
Beach.
The Clerk reported that he had mgiled copies of the claim
for damages filed by John G. Koscelnik to all members of the City
Council, the City Attorney, and two copies to the Insurance
carriers.
Mayor Seabridge referred the claim for damages to the City
Attorney..

Claim - City Attorney�Bauer recommended to the City Council that

the claim for damages as filed by John G. Koscelnik be disallowed
or denied.
On motion by Langenbeck seconded by Wood the claim for
damages filed by John G. Koscelnik as read by the City Clerk,
be denied, was approved.
Paydays on
The Clerk requested permission from the City Council to
5th & 20th make the paydays starting in July, 1952, covering the semi-monthly
payrolls that close• on the last day of each month and the 15th
day of each month to be paid not later than the 5th and the 20th,
respectively, of each month.
On motion by Wood seconded -by Talbert that the City Clerk
be given permission to make the semi-monthly payrolls of the City
of Huntington Beach payable not later than the 5th and the 20th,
f respectively, of each month and said change to be -effective July,
1952, was -approved.
Paul Davis Mayor Seabridge presented to the City Council and recom-
appt. to mended that Paul Davis be appointed to the Planning Commission
Plann. Comm.
of the City of Huntington Beach to replace the unexpired term of
Herbert A. Wood.
On motion by Talbert seconded by Langenbeck that the rec-
ommendation of Mayor Seabridge to appoint Paul Davis to the City
of Huntington,Beach Planning Commission to fill the unexpired
term of Herbert A. Wood, on the Planning Commission of the City
of Huntington Beach, was approved.
C.Knisley- Mr. Clyde Knisley appeared before the City Council and

regulations informally related the leasing activity for oil drilling that is
on east side going on at the east side of the City ,south of Quincy Street and
asked tY,e City Council if it would be possible to put in some oil
drilling regulations in order to have control drilling on the
east side and to avoid the pitfalls that occurred in the old
town lot section of the City and such proposed drilling regula-
tions be made to the extent that only one well could be drilled
in each acre or each City block and that such regulations would
be a benefit to all property owners and -everyone would receive
some degree of remuneration should the oil program continue.
City Attorney Bauer gave his informal opinion on the
request of Mr. Knisley regarding controlled .oil well drilling
in the east side of the City.
Pedestrian On motion by LeBard seconded by Langenbeck that the

Utilities Commmission of California for pedestrian crossings at
6th, 7th and' $th Streets on the ocean side of Ocean Avenue in
the City, was approved.
Parking on Councilman Wood reported to the City Council that there

exists now in the first two blocks of Fifth Street from Ocean
Avenue a one -hour parking regulation on the west side of the
street and on the east side it is free and thought that some
equitable regulation should be considered.
Mayor Seabridge referred the request of Councilman Wood
to the Police and Fire Committee for study and report.
National Mayor Seabrid ge read a letter received from the Hoag
Hospital Week
Presbyterian -Memorial Hospital in which it was pointed out that
every citizen in Orange County is interested in hospitals and that
the . hospital now building at Newport Beach for all of Orange County
is well along towards completion and every one is anxious that all
Orange County should take part in the National Hospital Week which
is scheduled for the week beginning Sunday May 11, 1952, and sug-
gested that it would add materially to the success of the Hospital
Week if the Mayor of each City in the County would recognize the
importance of the occasion and issue a proclamation in his City
and declaring the week May llth to 18th, 1952, Hospital Week in
his City and urging all citizens to take an active part in recog-
nizing the National Hospital program and suggested that the procla-
mation be issued on or about April 23, 1952.
On motion by Langenbeck seconded by Talbert that the
Mayor be authorized to declare Sunday, May llth, 1952, Hospital
Week and that the City issue a proclamation in the City column
in the Huntington Beach News and said proclamation be published
on or about April 23rd, 1952, was approved.
Walter Mott,
City Collector, Ben Dulaney, reported to the City Council
damages to
light pole
that he had exhausted his efforts to collect from Mr. Walter Mott,
damages in the amount of $234.74 for damages to light pole knocked
down on Eighth Street some months ago, and has received no
response from the many requests for payment.
On motion by Langenbeck seconded by LeBard that the City
Attorney be instructed to exhaust all legal efforts to collect.

with Cleveland Smith who is doing the dodification for the City
and pointed out that it is evident that as suggested by Cleveland
Smith that it will be necessary to either repeal or amend certain
ordinances, pointing out in effect as one example the old dance
ordinance of the City. Attorney Bauer also discussed the traffic
ordinance and said that the trend now is towards State control of
traffic where in the past it was always considered a,eity affair
and suggested that Ordinance No. 322 be amended to bring its.reg-
ulations in accord with the State Codes which now have superseded
many of the regulations that are embodied in present City ordi-
nances on traffic control.
Ord.#586, The City Clerk gave Ordinance No. 584, an ordinance of

322 of said City entitled "An Ordinance of the City Council of
the City of Huntington Beach relating to and regulating traffic
upon the public streets of the City of Huntington Beach and re-
pealing all ordinances inconsistent herewith", as amended, its
first reading.
On motion by Langenbeck seconded by Wood the regular
meeting of the City Council of the City of Huntington Beach ad-
journed until 7:30 o'clock P.M., April 28, 1952.
