HomeMy WebLinkAbout1952-04-28MINUTES Ile Council Chamber, City Hall Huntington Beach, California Monday, April 28, 1952 Pursuant to adjournment of the regular meeting of the City Council of April 21, 1952, the Clerk called the adjourned meeting to order at 7:30 o'clock P.M. and recessed the meeting until a quorum of the City Council was present. Mayor Seabridge, Councilmen Langenbeck, Wood, LeBard and ' Talbert arrived at 7:34 P.M. Mayor Seabridge immediately called the City Council to order and requested the Clerk to proceed with the business on hand. Business On motion by Wood seconded by Talbert the following appli- Applications cations for license to conduct business in the City of Huntington Beach were granted as follows: Moore Construction Company of Santa Ana, the business of general contractor. Irving Rosenblum, dba Milady's Shoppe, 113 Main Street, the busi- ness of ladies' ready to wear. Jack & Joel On motion by Langenbeck seconded by Wood that the appli- Chop Suey- neon sign cation for building permit of Jack and Joe's Chop Suey at'310 Ocean Avenue, Huntington Beach, for permit;bion to erect a neon sign 9 feet by 17 inches and 12 feet over sidewalk, was granted. Insurance on The Clerk read the survey made by Huston, Suter and Huston, windows at Library Inc. covering insurance on the windows and glass showcases in Library building. Mayor Seabridge referred the insurance survey .of Huston, Suter and Huston Inc. to the Building and Insurance Committee for study and report. Minutes On motion by Langenbeck seconded by Wood that the minutes Amended ' for the meeting -of April 21, 1952, be amended as follows: Mayor Seabridge appointed Councilman Langenbeck and Councilman LeBard to the Building and Insurance Committee. The request of Mayor Seabridge for leave of absence should read the year 1952 instead of 1950, motion carried. LeBard excused Councilman LeBard at this time asked to be excused from from meeting the meeting and was granted permission. Ord.#586 The Clerk gave Ordinance No. 586, an ordinance of the Salary Ord. City of Huntington Beach amending Ordinance No. 535 entitled "An Ordinance of the City Council of the City of Huntington Beach creating various classes of positions and providing for the rate of compensation of positions in each Blass and repealing da 1 1 *• 1 Page #2. Meeting- The Clerk read a communication from the Huntington Beach C. of C. , G.Whitnall Chamber of Commerce inviting the members of the City Council, the City Engineer, the City Clerk, City Attorney, Policq Chief, and the Fire Chief, to attend the meeting on Friday evening, May 2, 1952, at 7:30 o'clock P.M. in the Chamber of Commerce office to listen to Mr. Gordon Whitnall of Los Angeles who is a. consultant in planning and development. Ord. #584, The Clerk gave Ordinance No. 584,' an ordinance of the Traffic City of Huntington Beach amending Ordinance No. 322, of said City entitled "An Ordinance of the City Council of said City of Huntington Beach relating to and regulating traffic upon the public streets of the City of. -Huntington Beach and repeal- ing all ordinances inconsistent herewith", as amended, its second and final reading -by title reference. On motion by Langenbeck% seconded by Wood Ordinance No. 584 was passed and adopted by the following roll call vote: AYES: Councilmen: Wood, Talbert, Langenbeck, Seabridge NOES: Councilmen: None ABSENT: Councilmen: LeBard Ord. #585, The Clerk gave Ordinance No. 585, an ordinance of the _ Taxation City of Huntington Beach amending Ordinance.No. 425, entitled "An Ordinance providing a system for the raising of revenue by taxation for the City of Huntington Beach", as amended, its first reading. Fire Chief, Bud Higgins, Fire Chief, appeared before the -City Fire pre- vention code Council and presented a pamphlet on fire prevention code and an agenda covering items required to complete in order to elim- inate many of the deficiency points listed by the fire rating bureau. The Fire Chief went over in detail as to what makes up a fire rating for a City and presented a proposed fire pre- vention code and discussed structural conditions in fire zones in the City. The discussion of the Fire Chief covering a pro- gram to eliminate deficiency points against the City as reported by the Fire Rating Bureau was recorded on the Soundscriber.
