Mayor Seabridge called the regular meeting of the City
Council to order at 7:30 o'clock P.M.
Councilmen present: Wood, Talbert, Langenbeck, LeBard, Seabridge
Councilmen absent: None
Minutes On motion by Langenbeck seconded by.Wood that the min-
utes of the City Council fnr the month of April, 1952, as tram-.
scribed and mailed by the.City Clerk were approved.
Reports On motion by Talbert seconded by Wood that the reports
for the month of April, 1952, as read by the City Clerk, of the
City Treasurer and City Clerk, City Engineer, Manager of the
Municipal Trailer Park, City Judge, Chief of Police, and the
Fire Chief, be accepted and ordered filed, was approved.

The Clerk gave Ordinance No. 585, an ordinance ,of the
taxation.

Huntington Beach amending Ordinance No. 425 entitled
"An Ordinance providing a system for the raising of revenue
by taxation for the City of Huntington Beach, California", as
amended,
its second and final reading by title reference.
On motion by Langenbeck seconded by Wood Ordinance
No. 585,
was passed and adopted by the following roll call
vote:

The Clerk gave Ordinance No. 586, an ordinance of the

Huntington Beach amending Ordinance No. 535, entitled
"An Ordinance of. the City Council of the City of Huntington
Beach creating various classes of positions and providing for
the rate of compensation of positions in each class and re-
pealing all ordinances or parts of ordinances in conflict
therewith", as amended, its second and final reading by title
reference.
On motion by Talbert seconded by Wood that Ordinance
No. 586 was passed and adopted by the following roll call
vote:

Petiti6n - The Clerk read a petition to the City of Huntington
removal of
1 EucalyptusBeach. signed by the owners of property at 611 Geneva Street
tree
and immediate neighbors requesting the City to remove one
Eucalyptus tree standing on the parkway at 611 Geneva Street.
Mayor Seabridge referred the request of the property
owners at 611 Geneva Street to 'the Streets and Parks Committee
for study and.report. .
J. Moder - A request of Jack Moder of 221 - 9th Street,. Hunting-
Pavalon for
skating rinkton Beach, requesting a two or three year lease on the Pavalon
and to operate on a percentage basis, for a skating rink, was
referred by Mayor Seabridge to the Beach and Pier Committee
for study and report.
F. Green - The request of Frank W. Green to lease the Huntington
Pavalon for
skating rink Beach Pavalon for a period of five years with option of re-
-newal for the purpose of conducting the business.of a skating
rink was referred by Mayor Seabridge -to the Beach and Pier
Committee for study and report.

V.F.Rosenow, The request of Verl F. Rosenow for a renewal of the lease
renewal of

December 31, 1952, and said extension to be for a period of• three
years at the expiration of the present lease was referred by
Mayor Seabridge to the Beach and Pier Committee fDr study and

dances-Pavalon ing the Jim Dandy Square Dance Club for a lowering of the rate on
the Pavalon on Saturday nights from $25.00 to $15.00 was referred
by. Mayor Seabridge to the Beach and Pier Committee for study and
report.
I.Parnakian, The request of Isaac Parnakian of 312 Chicago for permis-
cut curb s ion to cut the curbway required for driveway to the garage and
said curb to be cut at 314 and 316 Chicago where a duplex with
double garage is now under construction was referred by Mayor
Seabridge to the Streets and Parks Committee for study and report.
Mayors & The Clerk read a notice received from the League of Cali -
Councilmen's
Inst.Meeting fornia Cities informing the members of the City Council that the
Mayors and C'ouncilmen's Institute will be held on June 12th and
13th, 1952, at Fresno, California, and urged all those that could
attend to do so as the program outlined would be of interest to
all legislative officers.
Hearing - Mayor Seabridge announced that the hour of 8:00 o'clock
removal of
weeds P.M. on this 5th day of May, 1952, was the hour and date set to
hear any objections from property owners relative to the removal
of obnoxious weeds, refuse and dirt as contained in the notice to
destroy weeds, refuse and dirt.
The City Clerk read the affidavit of posting notices to
destroy weeds sworn to before the City Clerk by Harry A. Overmyer,
Street Superintendent, wherein the Street Superintendent did post
notices as outlined in a resolution of intention No. 1169 passed
by the City Council on the 7th day of April, 1952, declaring that
obnoxious or dangerous weeds are growing upon or in front of prop-
erty as described in said resolution of intention No.. 1169.
Mayor Seabridge asked if there was anyone in the audience
having any objections to the removal of weeds, refuse and dirt as
required by notice posted under the direction of the Street Super-
intendent, and please make their objections at this time.
Howard O'Brien, Elmer Medearis and E. E. Fairbanks, inde-
pendent oil operators addressed the City Council and requested more

information as to how far the stated removal as contained in the
notice would go.
H. Overmyer Harry Overmyer, Street Superintendent, gave his inter-
pretation of what constitutes obnoxious or dangerous weeds grow -
and rubbish, refuse aiid dirt,

Att'y Bauer City Attorney Bauer explained that certain wording in
the notice to destroy weeds and removal of rubbish, refuse and
dirt have been added to the statutes, and that it was more or
less a matter, of'local interpretation as to what constitutes
rubbish, refuse and dirt that would be.required to be removed.
Attorney Bauer pointed out that the wording in the notice posted
to abate obnoxious or dangerous weeds, rubbish refuse and dirt
was in accordance with the requirements of the present statutes
of the State of California.
Hearing There being no further discussion or objections lodged
closed.

Expenses - On motion by Langenbeck seconded by Wood that the City
Mayors and
Councilmenls Council permit any Councilmen who so desire to attend the
Instit.Mtg.
Mayors and Councilmen's Institute Meeting to be held at Fresno
on June 12th and 13th, 1952, and to allow expenses for attending
the meeting, was approved.
J.G.Brown - On motion by Lengenbeck seconded by LeBard that the

Ord. #587- The Clerk gave Ordinance No. 587, an ordinance of the City
Dance halls
of Huntington Beach amending Ordinance No.'230, entitled "An Ord-
inance regulating dance halls, dancing pavilions, and places
where dances are regularly conducted and carried on in the City
of Huntington. Beach, California, its first reading.
Demands On motion by LeBard.seconded by Langenbeck that the
demands as presented and approved by the Finance Committee be
ordered paid, was approved.
Impr.of City Engineer Overmyer reported to the City Council that

Ave. - he had analyzed the bids for the resurfacing and improvement of
awarded to
R .J .Noble Delaware Avenue from 14emphis Street to 17th Street in the City of
C ompa ny
Huntington Beach, California, and found that the bid of R. J.
Noble of Orange, California, to be the lowest responsible bid,
and that the bid was $31.00 under the estimate of the City Engi-
neer and recommended that the work be awarded to R. J. Noble
Company of Orange, California.
On motion by Langenbeck seconded by Talbert that the con-
tract for the resurfacing and improvement of Delaware Avenue from
w
Memphis Street to 17th Street in the City of Huntington. Beach in
accordance with the recommendation of the City Engineer be awarded
to R. J. Noble Company of Orange, California, and that all other
bids be rejected, was approved.
Self- Councilman Langenbeck requested that the City Attorney
Insurance
Law instruct the City Council, after study has been made on the new
law in the State of California covering self insurance and the
meaning of the law as related to municipalities.
Leave of City Attorney Bauer reported to the City Council that he
�.•r absence -
Public had looked into the matter of leave of absence of public officials -
Officials
from the State and stated that the statutes provide that not more
than sixty days may be allowed, but may be extended provided there
are reasonable grounds in so doing.
On motion by Langenbeck seconded by Wood the regular meet-
ing of the City Council -of the City of Huntington Beach adjourned.
