Monday July 14, 1952
Pursuant to adjournment of the regular meeting of the
City Council of July 7, 1952 Mayor Seabridge called the
regular adjourned meeting of the City Council to order at
7.30 otclock P. M.
Councilmen present; Wood, Langenbeck, LeBard, Seabridge,
Councilman Talbert arriving at 7:50
o'clock P.M.
Councilmen absent:; None.
Public Mayor Seabridge announced that this was the date and hour
hearing-
;,1952-53 set for the public hearing on the 1952-1953 City of Huntington
Budget.
Beach Budget as per legal notice published in the-Hunti-ngton
Beach News.
Mayor Seabridge asked if anyone in the audience wished
to make any statements in regards to the budget as prepared
by the City Clerk.
J. Sherman Denny, of the Huntington Beach Company, stateddl,
that he thought that the budget was a good one due to the fact
that it was only $323,00 over and above the previous year's
budget.
There being no further statements or discussions forth-
coming on the 1952-1953 City of Huntington Beach Budget Mayor
Seabridge declared the hearing closed.
On motion by Langenbeck seconded by Wood that the 1952-
1953 budget of the City of Huntington Beach be adopted as
presented by the City Clerk was approved by the following
roll call vote$
AYES: Councilmen: Wood, Lan gazbeck, LeBard, Seabridge.
NOES: Councilmen:. None.
ABSENT:Councilmen: Talbert
Demands Onmotion by LeBard seconded by Wood that the demands
as approved by the Finance Committee be ordered paid, was
approved.
Business On motion by Langenbeck seconded by Wood the following

Huntington Beach were granted:

Berta Tovatt, The Clerk read a request from the Huntington Beach
re-appt. to
Library Bd. Public Library, Board of Trustees, informing the Council that
the term on the Library Board of Mrs. Berta Tovatt had ex-
pired and the Board of Trustees had voted favorably to re-
commend to the City Council the re -appointment to the Board
of Mrs. Berta Tovatt, the term to expire June 30, 1955-
Mayor Seabridge recommended that Mrs. Berta Tovatt be
re -appointed to the Library Board of Trustees as requested
by the Library Board of Trustees, _and the term to expire
June 30, 1955.

On motion by Wood seconded by LeBard that the recommenda-
tion of Mayor Seabridge to re -appoint Mrs. Berta Tovatt to the
Huntington Beach Public Library Board and term to expirep June
30,'1955 be approved. Motion carried unanimously.
City Engineer, Harry A. Overmyer, presented to the City
Council for their consideration and approval a map showing the
recommended layout for the sale now pending of the approxirnat•
five acres of land located in the southeasterlyo 1 corner f the
City -owned 52 acres at the intersection of Ocean Avenue and
Hampshire Avenue and stated that in his opinion it was the
most satisfactory layout in accordance with good engineering
f
practices and will be beneficial to all parties concerned.
On motion by Langenbeck seconded by LeBard that the City
Attorney be instructed to draw up a deed to the M. M. McCallen
Realty Syndicate for the property in accordance vd th the

The Clerk read two requests received from property
owners living on the 1100 and 1200 Blocks on Pine Street in
the Wesley Park Tract requesting the City of Huntington
Beach to install sidewalks on both sides of the 1100 Block
onPine Street and both sides and corners of the 1200 Block
on Pine Street and that the cost of the improvement will be

On motion by Langenbeck seconded by Talbert that the
request of the property owners on the 1100 and 1200 Blo cks
on Pine Street for installation of sidewalks by the City of
Huntington Beach be referred to the City Engineer for proc-
essing in accordance with practices set up in the prevailing
Streets and Highways Code of the State of California, was
approved.
Purchase of On motion by Langenbeck seconded by Wood that the City

Clerk be authorized to purchasefor the City of Huntington
Beach three directories published by the Southern Orange
County Cities Directory, was approved. w
Purchase of On motion by Langenbeck seconded by Talbert. that in
binoculars for
lifegd. dept. accordance with the recommendations of the Beach and Pier,
Committee the City Clerk be authorized to purchase a pair
of binoculars as requested by the Chief Lifeguard and said
purchase not to exceed $75,00, was approved.

Informal bids, On motion by Langenbeck seconded by LeBard that the City

replace police Clerk be authorized to receive informal bids for a Ford V-8�
car.
Stock car, four -door, or its equal, on a trade-in of the
Police Car #451, and said informal bids to be examined, by the
City Council at the regular meeting of the City Council on
July 21, 1952, was approved.
Or.Co. Councilman Langenbeck discussed with the City Council the
Water Distr.
gentlemen's agreement that was arrived at between the Orange
County Farm Bureau and members of the Committee during the
organization of the Orange County Water District.

hired as Fireman Engineer to replace Cecil ®owty during the
period of Cecil Dowtyts illness.
On motion by Wood seconded by LeBard that the Fire Chief
be authorized to employ Angelo Mollica as Fireman -Engineer
for the period of Cecil Dowty's illness, was approved.
Signal Oil & ty Attorney Bauer reported thatthe Signal Oil ,and Gas
Sowest protest
taxes 52-53. Company, and the Southwest Exploration Company, had protested
taxes for the year 1952-1953 and will have a hearing before
the County Board of Supervisors at 1:30 o'clock P.M. July 15,-

Chamber of Mayor Seabridge eypressed his appreciation to the Chamber.
Comm er ce,
of Commerce and the Chamber of Commerce Board and those who
were associated with the July 4th celebration for, the excellent
job they did in presenting the celebration.
Wm.Gallienne Secretary -Manager, William Gallienne, responded to the
expression of Mayor Seabridge by' commending all of the City
departments for their splendid cooperation in carrying out
the July 4th celebration.
On motion by Langenbeck semonded by LeBard the regular
adjourned meeting of the City Council of the City of Hunt!:a.gtq.n
Beach adjourned.
