MINUTES Council Chamber, City Hall Huntington Beach, California Monday, July 21, 1952 Mayor Seabridge called the regular meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. Councilmen present: Wood, Talbert, Langenbeck, Seabridge. Councilmen absent: LeBard. Councilman Wood reported for the Police and Fire Committee that two bids had been received to replace the Police Car No. 451, a 1951 Ford, and said bids were received as follows: Williams Chevrolet Co., 1 - 1952 Chevrolet Skyline Special 4-Door Sedan, full standard factory equipment, plus heavy duty plastid seat covers including California State Sales Tax and ex- empt the Federal Excise Tax and allovL ng $1,1136.90 for 1951 Ford, No. 451, with a bid of a net difference of Roy D. Bryant Motor Co., 1 - 1952 Dodge 4-Door Sedan, with standard transmission allowing $900,00 for Police car 1951 Ford, No 451, with a bid of a net difference of ............... ..... $1,616.00 Councilman Wood stated those were the only two bids received, and recommended that the Williams Chevrolet Company be awarded.'the bid. On motion by Langenbeck seconded by Wood that the City purchase from the Williams Chevrolet Company the 1952 Chevrolet Skyline Special 4-Door Sedan, full standard factory equipment, as per bid submitted, and that all others bids be rejected, was approved. Purchase new On motion by Langenbeck seconded by Talbert that adding machine, Engr1s. Office. the request of Harry A. Overmyer, City'Engineer, to purchase a new adding machine"to.replace the one now in use in the Engineer's Office, and said machine to be 1 purchased to be a Monroe Machine, Model 410-11-011, and that the net cost to be $315.18, and that the present old adding machine in the City Engineer's Office be transferred to the Fire Department, was approved. Purchase The Clerk read a quotation.submitted by the City 27 light standards. Engineer, Harry A, Overmyer, from the A. T. McKash b Company for the furnishing of twenty-seven Marbelite centrifugally spun reinforced light standards design b r No. 317K3, together with the necessary lighting units, to replace the obsolete poles on Third Street, between Ocean Avenue,and Lake Avenue, and the total cost as n quoted for the project would be $3,964.68 plus California State Sales Tax which price includes delivery and erection as set forth in the quotation from the A. T. b McKash Company, and that all necessary wiring to be done by the City forces. On motion by Wood seconded by Langenbeck that the Administrative. Officer. be instructed to purchase the o n twenty-seven Marbelite centrifugally spun reinforced light standards as per.quotation received from the A. T. Eight standard man -holes @ $185.00-each, total.of $1480.00 Five drop man -holes @ $285.00 each, total of $1425.00 One lamp hole 2450.00, total of 50.00, making a grand total of $11,287.50, and that the total includes engineering costs. City Engineer Ov-ermyer informed the City Council that in his opinion -the wages prescribed in the Re- solution No. 1176 as read by the City Clerk are the general prevailing rate of wages for this area. On motion.by Talbert seconded by -Wood ,.Re.solution No. 1176 was passed and adopted by the following roll call votes: AYES: Councilmen: Wood, Talbert, Langenbeck, Seabridge. NOTES: Councilmen:, None. ABSENT: Councilmen: LeBard. Advertise for On motion by Langenbeck seconded by Wood that the bids - install. of sewers. City Clerk be authorized to advertise for bids and said advertisement be. placed in the Huntington Beach News in accordance with Charter provisions for the construct- ion and installation of sanitary sewers in area as de- scribed in Resolution No. 1176 and said bids to be opened at the regular meeting of the City Council at 8:00 P.M. on August 4th, 1952, was approved. d Agrmt. with The Clerk read the agreement between the City of Chamber of Commerce. Huntington Beach, a Municipal Corporation -hereinafter designated as "City", and Huntington Beach Chamber of Commerce, a Non -Profit Corporation, hereinafter de- signated as "Advertiser".. On motion by Langenbeck seconded by Talbert that the Mayor and the City 'Clerk be authorized to execute the agreement between the City of Huntington Beach and the Huntington Beach Chamber of Commerce when the escape clause has.been inserted as agreed upon by the City Council members, was passed and adopted by the following roll call vote: AYES: Councilmen: Wood, Talbert, Langenbeck, Seabridge. ° NOES: Councilmen:, None. . Overmyer, Street Superintendent, on the accounting of - the . cost of abatement of weeds on and in front of each separate parcel of land which was .done icy the Street Department bf the City of Huntington Beach and that a copy of the report was posted July 17, 1952 on or near the Council Chamber door with the notice of time of submission of weed charges to the legislative body and said notice reading as follows. - "You are hereby notified that the attached list.of weed and rubbish abatement charges for. ,the year 1952 will be submitted to the City Council of the City of Huntington Beach for confirmation on July 21, 1952 at 8:qo P.M. on above mentioned date and time'for receiving and con- sidering the report. The City Council will hear any ob'j ections of the property -owners which are assessed for the weed abatement charges." Mayor Seabridge asked -if anyone in the audience hhd any objections relative to.the assessment for the weed and rubbish abatement charges as the Street Superin- tendent has posted in accordance with the list at the Council Chamber and that the Council was ready to hear any objections. N There being no objections or portests filed by the property owners relative to assessments for the weed and rubbish abatement charges in accordance with the list posted by the Street Superintendent, Mayor Seabrid ge declared the hearing closed. L.A.Cb.Fair On motion by Langenbeck seconded by Wood that the Assoc. -place ment of signs. request of the Los Angeles County Fair Association for permission to place two signs within the City limits ,of Huntington Beach to advertise the Los Angeles County Fair be granted provided that the Los Angeles County Fair Association be notified that there shall be no implied Claims-Sowest. City Attorney Bauer reported that he had attended the hearing before the Board of Equalization, relative to the claims of the Southweut.Exploration Company and the Signal Oil and Gas Company for refund of taxes on the assessment roll of 1951-1952, and that the Board of Equalization treated theri claim and rejected the claim on the same basis as the hearing held for the previous year. On motion by Langenbeck seconded by Wood that the demands as approved by the Finence Commitee be ordered paid, was approved. Lem Berry, Manager of the Municipal Trailer Park, requested in accordance with the recommendation of Councilman LeBard, Chairman of the Beach and Pier Committee, that consideration be given to placing a sign on the parking area provided by the City at junction of.Huntington Avenue and Highway #101 and said sign to read "Parking at Owners Risk". No action was taken on the request of L,em Berry, Manager of the Municipal Trailer Park, relative to placing a sign on the parking area as recommended by Councilman LeBard. R. Bryant - regulations, bill -boards. Paint City Jail. Page #7-. o Minutes;: July 21, 1952. Boy Bryant appeared before the City Council and. asked if the City had any regulations covering bill -boards within the City of Huntington Beach. Mr. Bryant was informed that trer;e .wa,s a City Ordinance •covering such regulation. Councilman Langenbeck stated that.the'studies for further regulations of bill -boards was a function of the Planning Commission. Mayor Se.abridge referred the: request of .Roy Bryant to the Planning Commission for study and report. On motion by Langenbeck seconded by Wood that the City Clerk be authorized to hire a painter to paint -the City Jail and to have a light placed on.the outside wall of the City Jail facing Fifth Street, was approved.
