Mayor Seabridge asked Wm. Lewis, City of Huntington Beach Engineering Aid, if the general prevailing rate of hourly wages as y contained in the Resolution No. 1182 read by the City Clerk were found°to be prevailing rates in the general area. Wm Lewis reported to the City Council that he had found that the prevailing rate of hourly wages as contained in the Resolution No. 1182 were now in effect in this area. Minutes - September 15, 1952P Recr.Com. Mayor Seabridge referred the request of the Huntington Beach request cost of Recreation Commission, asking that the employees of the Recreation living iner. Department be granted -a cost of living increase in the same amount as granted to the City Employees at the September 2, 1952 meeting of the City Council, to the Recreation Committee for study and report. Library On motion by Langenbeck seconded by Talbert that the request of Empl. receive the Library Board of Trustees asking that the employees of the salary incr. Huntington Beach City Library be given a cost of living salary in- crease by advancing all salaries one range in the same bracket of salary classification that was in effect August 31. 1,,952, and said increase to be effective September 16, 195�, and that $725.00 be appropriated to the library board budget to defray the cost of living increase, was approved. Draper requesting the City to sell him tax title Lot No. 15, Tract.73,,in the City of Hunt- ington Beach for the sum of $150.00 or $450.00 for Lots 15, 17 and 19, Tract =73. On motion by Langenbeck seconded by Talbert that the -City Engineer be instructed to prepare plans and estimate of cost for construction of a service°)r"oad to run the full length of the City owned 52,acres at Highway #39 and -Highway #101 side, was approved. Councilman Langenbeck, Chairman of the Building Committee, re- ported that thre-e informal. bids have been received for the re -roofing of'th e Pavalon Building and said bids made on identical specifications. Bids submitted as follows; Holmes Roofing Company, Santa Ana, California ............$1,172.00 Ross & Barrows, Santa Ana, Ca lifornia .......9............1,735.00 Service Roofing Company, Fullerton, California ............&l,707*O0 On motion by Langenbeck seconded by LeBard that the City Clerk be instructed to issue a purchase order to the Holmes Roofing Company for the re -roofing of the Pavalon Building in accordance with bid received and in accordance with specifications furnished to bidder, and that the Holmes Roofing Company furnish. the City of Huntington Beach, before starting the work, a Certificate of Insurance covering compensation and public liability, .was approved. Councilman LeBard, Chairman of the Beach and Pier Committees, re- ported that concessionaire Gerald Lance, lessee of City -owned conces- sion building located adjacent to the Trailer Park be moved to the•east- erly end of the Trailer Park adjacent to the State Beach Park and said moving to be done at the expense of the lessee and under the supervi- sion of the City Engineer, and by moving said building several addi- tional trailer spaces at the Municipal Trailer Park would be provided. On motion by LeBard seconded by Talbert that Gerald Lance, lessee of the concession building adjacent to the trailer park, be given per- mission to move at his own expense the concession building to the ex- treme east end of the Municipal Trailer Park and said moving to be under the supervision of the City Engineer, was approved. On motion by Talbert seconded by Langenbeck that the bid received from John Marion on the .one acre tract located at the junction of Huntington Avenue and Highway #101 be rejected and that his bid deposit be returned, was approved. On motion by Talbert seconded by Langenbeck that the City Engineer be instructed to make a.survey of the City's 52 acres at Highway #101 and Highway #39 and also to make a survey of the one acre pl&t of ground at the junction of Highway #101 and Huntington Avenue, was approved. City Attorney Bauer reported briefly to the City Council on the policy of the title companies relative to issuing title policy on tax title lots and stated that he m uld have more detailed information on the matter vd thin another week. Chief Mayor Seabridge referred the request of Chief of Police Ben Dulaney. Dulaney, relative to.slower speed limits on Main Street between Lake Park and 17th Street to the Streets and Parks Committee and the City Attorney for study and report.
