Chairman Schryer called the Planning Commission of
the City of Huntington Beach to order at 7:30 otclock
P.M.
Commissioners present: Tunis, Stang, Hindiaw, Kettler,
Schryer
Commissioners absent: Pyles, Davis
Others present: City Attorney Bauer, City Clerk
Henricksen
Minutes --On motion by Hinshaw seconded by Tunis that the minutes
of the Planning Commission for the month of August, 1952, be
accepted as mailed by the Secretary, was approved.
H.O'Brien- - Chairman Schryer called for a discussion on the un-
Applic.for finished business relative to the application for petition
cond.except.for conditional exception filed by Howard O'Brien relative
to permission to drill a new well on Lot 7, Block 1704,
Tract #51, in the City of Huntington Beach.
Chairman Schryer reported that the Committee investi-
gating the petition 6f Howard O'Brien had recommended that
the variance be denied, for reasons as follows:
That the owner has not been deprived of his rights
as he still has not acted on the variance permitting
him to reopen the present well located adjacent to
the lot he is asking to drill a new well on.
Furthermore, checking has revealed that the present
wells on the property are not profitable.
Also, that the property is not wholly unfit for
residences as residences could be built on the
property, even thoulgh oil wells do exist there.
Finally, not sufficient reasons were given by appli-
cant for the Planning Commission to recommend to the
City Council to grant a variance.
Commissioner Hinshaw asked Sherman Denny, Manager of
the Huntington Beach Company, if he could inform them what
the new Standard Oil Well is producing- that was recent 'ly--
completed adjacent to the Howard O'Brien property. Sherman
Denny replied that the information is not available but
indirectly he had heard that it is producing_ some oil and -
very much water. -On motion by Hinshaw seconded by Stang
that in accordance with the recommendation of the Committee
to study and report on the applicat ion for conditional
exception of Howard O'Brien, that the Planning Commission
recommend to the City Council that the application for
conditional exception of Howard O'Brien to drill a new
well on Lot 7, Block 1704, Tract #51, in the City of
Huntington Beach, be denied, was approved by the following
roll call vote:
AYES: Commissioners: Tunis, Kettler, Stang, Hinshaw,
Schryer
NOES! Commissioners: None
ABSENT: Commissioners: Pyles, Davis

Gen11 Plan City Council had set a hearing on the General Plan of Beach

Huntington Beach, California.
CityEng.- The Secretary also informed the Commission that the
City Council had instructed the City Engine®r to make up
plans and specifications and estimate of cost to construct
a service road on the City -owned 52 acres fronting on

industry.
the Industrial Committee of the Chamber of Commerce of
the City of Huntington Beach appeared before the Commissi-
oners and asked the Commissioners to seriously consider
planning for light industry using the location of the
present City -owned acreage where the Sewage Plant is
located as the hub, and to plan for light industry as far
back as Adams Street, and to work with the County Planners
toward that end, and that this light industry planning and

program of the Industrial Committee is a very long range
program and desired the Commissioners to give it their
fullest consideration.
Cons.Parks- Consultant Parks placed a map on the map board showing
Re -Zoning. the areas under consideration for re -zoning and showed in
color his suggested outline for a zoning program for the
area which was discussed considerably by the Commissioners
And those present in the audience.
A short discussion was held on the Orange County Joint
O.C. Outfall Sewer -Plant location and how its location may affect
oint the proposed re -zoning now under study.

Off Street Chairman Schryer reported that he would appoint a
parking. committee to give off street parking serious study in the
near future.
Cons.Parks- Consultant Parks also presented a map which he placed
industrial upon the map board showing the possible industrial area
area plan. centering around the present location of the City Sewage
Plant, which will ultimately be retired and an area to
include a strip west of Newland Avenue, opposite the Cityls
44 acres, with the idea that this would be ideal for the
beginning of a light industrial zoning and development.
On motion by Hinshaw seconded by Kettler the regular
meeting of the Plannning Commission of the City of Huntington
• Beach adjourned.
