Business On motion by LeBard seconded by Langenbeck that the applica-

Ocean Avenue to Crest Avenue, and the estimated cost for the re-
surfacing of the heretofore mentioned streets is $172996.00,
exclusive of engineering and inspection costs.
On motion by Langenbeck seconded by LeBard that the plans and
specifications for the resurfacing of Baltimore Street from
Alabama Avenue.to Huntington Avenue; Chicago Street from Alabama
Avenue to California Avenue; Detroit Street from Alabama Avenue
to California Avenue; loth Street from Ocean Avenue to Palm Avenue
13th Street from Ocean Avenue to Crest Avenue, be accepted and
approved, motion carried.
The Clerk read Resolution No. 1192,`a resolution of the City
of Huntington Beach establishing the general prevailing rate of
hourly wages for each craft of type of workman or mechanic needed
in the resurfacing of Baltimore Street from Alabama Avenue to
Huntington Avenue;.Ghicago Street from Alabama Avenue to California
Avenue; Detroit Street from Alabama Avenue to California Avenue;
loth Street from Ocean Avenue to Palm Avenue; 13th Street from
Ocean Avenue to Crest Avenue, in the City of Huntington Beach,
California.
Mayor Seabridge' ,asked if anyone present wished to express
their opinions for or against the general prevailing rate of hour-
ly wages outlined in the Resolution read by the City Clerk, for
workmen needed in the resurfacing of the streets named.
City Engineer Overmyer reported that he finds that the general
prevailing rate of hourly wages in this locality as contained in
the resolution read by the Clerk was in accordance with his find-
ings...
There being no further opinions expressed for or -against the
general prevailing rate of hourly wages for each craft or type
of workman or mechanic needed.in the resurfacing of the streets
as outlined in Resolution No. 1192 as read by the City,Clerk,
Mayor Seabridge declared the hearing closed.
On motion by Talbert ;seconded by LeBard Resolution No. 1192
was passed and adopted by the following roll call vote:

The Clerk read an offer .of the Trautwein' Bros. of Newport
Bros.-'
Sand & Silt
Beach, California., offering to deliver 2,000 to 4,000 cubic yards
for r efill
purposes
of sand and silt procured from Newport Bay and trucked to a point
of approximately at the intersection of Coast. Highway and Highway.
#39 at a price of $-50 per yard and measurement to be by truck
yardage.
City Engineer Harry Overmyer reported that.the property owners
of the five acres at the corner of Highway #39 and #101 desired tD
purchase a certain amount of the Tra,14twein Bros.. sand and silt as
offered to the Cits of Huntington Beach which would be used for
fill and development purposes and that the City could use the re-
mainde'"_-of the yardage{ for use in the construction of the setback
road on the acreage owned by the City.
On motion by Langenbeck seconded by LeBard that the City
purchase the balance . of • the .sand and silt offered by the Tra.ut-
wein' Bros., that the owners of the property at the corner of High-
way #39 and #101 do not buy and if the dirt is satisfactory to the

On motion by Talbert seconded by LeBard that the Street
Superintendent of the City of Huntington Beach be instructed to
proceed with the sidewalk construction in accordance with
Notice to'Construct Sidewalks as posted on the South side.of the
200 Block on Quincy Street between Pine -and Lake Avenues, was
approved.
Lance agree- The Clerk read the cancellation of agreement between the
ment cancelled.
City of Huntington Beach and Gerald G. Lance and Vivian R. Lance
terminating the agreement dated January 1, 1952.
On motion by LeBard seconded by Talbert that the Mayor and
the City Clerk be authorized to execute the cancellation agree-
ment between the City of Huntington Beach and Gerald G. Lance
and Vivian R. Lances, was approved.
Jack Colvin-
Jack Colvin, representing the Huntington Beach Squadron 79
H.B.Airport
strip
Civil Air Patrol, appeared before the City Council and requested
that the organization be granted a year to year lease on the
Huntington Beach Airport stttp and the land where the Civil
Air Patrol buildings are situated and it is the intention of
the 'Squadron to keep the landingm'6.tt2,pin usable condition for '�
civilian traffic as well as official use by the Civil Air Patrol.
Mayor Seabridge referred the request of Jack Colvin to the
Airport Committee for study and rpport.

The Clerk, gave Ordinance No. 595, an ordinance of the City

of Huntington Beach repealing Section 2218; 2218.3.; 2218.2;
2218.3; and 2218.4. its first reading.
Asphalt walk-
On motion by Langenbeck seconded by LeBard that the City

the Streets and Parks Committee, was approved.

On motion by LeBard seconded by Talbert that the demands as

On motion.by LeBard seconded by Langenbeck that in accord -

ton Beach with the gasoline requirements for the year commencing
with the 16th day of February, 1953, as being the lowest bid
submitted for paragon ethyl and paragon -long- mileage gasoline -
and that all other bids be rejected, was approved.
On motion by LeBard seconded by Talbert that the Mayor and the
City Clerk be authorized to execute the purchase agreement for
supplying gasoline requirements of.the City of Huntington Beach

Councilman Langenbeck reported to the City Council on the

studying the pumping problems from the Orange County Santa Ana
River Water Basin and the progress of the Committee working to.
