Schryer called the meeting of the Planning
the City of Huntington Beach to order at
P.M.
Commissioners present: Tunis, Hinshaw, Stang, Schryer
Commissioners absent: Pyles, Davis, Kettler
Others present: City Attorney Bauer,
City Clerk Henricksen

On motion by Stang seconded by Tunis that the minutes
of the meeting of February 3, 1953, be accepted without
changes or correction as mailed by the Secretary, was
approved.
The Secretary reported that Mr. Foster of the Orai ge
County Planning Commission had called by telephone relative
to Use Variance Permit Application No. UV-?45 filed by L: A.
Schaeger for permission to establish a rotary mud dump on the
20 acre parcel in an A-1 general agriculture district at the
east side of Bushard at Banning Avenue, and dikes to be three
feet to be constructed beginning at the rear of the' premises
dividing the area into 150 feet by 200 feet basins and continue
westerly in the balance of the property excavating to form dikes
to be approximately 22 feet and said basins to be filled to a
maximum depth of one foot and allowed to dry before additional
mud is pumped and the alternate depth of mud, after drying, will
not exceed one foot above original ground level and dikes will
be no closer than 25 feet to the property line, and that special
circumstances in the application stated that the land is not
too satisfactory for agriculture use and is within an oil field
boundary shown on oil fieldmap
AC-3 and that there are -number of oil wells in the vicinity
being on subject property and that this method was sold as a
test case for land reclamation and that the Orange County
Planning Commission desired to receive any comment by telephone
before 1:30 o'clock P.M., Wednesday, February 18th, 1953.
On motion by Stang seconded by Hinshaw that the Secretary
call the Orange County Planning Commission to inform them that
the Planning Commission of the City of Huntington Beach requests
that the operation of the Rotary Mud Dump applied for by L. A.
Schaeger be set back approximately 190 feet from the center
line of Bushard and the same distance from the projection of
Banning Street in order that the front of the streets can be
used for other purposes, was approved.
Amend. to Chairman Schryer reported that this was the date and hour
Art.941- set for the second hearing for the purpose of considering the
2nd hear -proposed amendment to Article 941 of the Huntington Beach Ord-
ing inance Code by adding to the list of uses to include dry clean-
ing plants and laundry of the self help and automatically operated
type, provided they are located entirely within an enclosed
building.
40 Chairman Schryer asked if there was anyone present that
wished to express any opinions for or against the proposed
amendment to Article 941 of the Huntington Beach Ordinance Code.
The Secretary reported that there had been no oral or written

opinions filed for or against the proposed amendment to
Article 941 of the Huntington Beach Ordinance Code to permit
dry cleaning plants, and laundries of the self help and auto-
matically operated type in the C-3 zone. There being no
opinions filed for or against the proposed amendment to
Article 941, Chairman Schryer declared the hearing closed.
Discussion On motion by Tunis seconded by Hindiaw that discussion
& Action on and action on the proposed amendment to Article 941 of the
amendment Huntington Beach Ordinance Code as included in Resolution
tabled No. 28 of the Planning Commission of the City of Huntington
Beach relative to amending the C-3 and M-1 Districts pro-
visions be carried over to the next meeting, was approved.
Frank P. Chairman Schryer stated that the hour of 8:30 o'clock

exception filed by Frank P. Barger for permission to use the
present building located on the east one-half of Lots 6 and 8.

permit addition to building to extend on to the east one-
half of Lots 2 and 4.. Block 616, and skid buildings to be
used for a machine shop and that the present zoning was R-2-0.
Chairman Schryer asked if there was anyone present that
wished to express an opinion for or against the petition for -
conditional exception as filed by Frank F. Barger, 608 = 17th
Street, Huntington Beach. There being no oral or written
opinions filed for or against the petition for conditional
exception by Frank P. Barger, Chairman Schryer declared the
hearing closed.
Hearing On motion by Stang seconded by Hinshaw that discussion
carried and action on the petition for conditional exception filed
over by Frank P'. Barger be carried over to the next meeting of
the Planning Commission was approved.
On motion by Hinshaw seconded by Stang the meeting of
the Planning Commision of the City of Huntington Beach
adjourned.
