Councilmen present: Wood, Talbert, Langenbeck, LeBard, Seabridge • Councilmen absent: None On motion by Wood seconded by LeBard that the minutes of the City Council for the month of February, 1953, be accepted as transcribed and mailed by the City Clerk, was approved• The Clerk read the reports for the month of February, 1953, of the City Treasurer and City Clerk, City Engineer, 7 Fire Chief, Chief of Police, Manager of Municipal Trailer Park, and Superintendent of Recreation. On motion by Talbert seconded by Wood that the monthly reports of the various department heads for the month of February, 1953, as read by the City Clerk be accepted and ordered filed, was approved. I. On motion by Wood seconded by Talbert that the applica- • tions for license to conduct business in the City of Huntington Beach were granted as follows: J. M. On motion by LeBard seconded by Talbert that the request of the. Huntington Beach Garden Club for an appropriation of $175.00 to defray the expenses of the Annual Flower Show, and that the charges be waived for the use of Memorial Hall on May 1, 2, and 3", 1953, was granted, subject that the expenses: submitted shall not exceed that of $175.00, was approved. At 8:00 P.M. Mayor Seabridge announced that this was the hour and date set for the opening of bids for the resurfacing of Baltimore Street From Alabama Avenue to Huntington Avenue; Chicago Street, from Alabama Avenue to California Avenue; Detroit Street, from Alabama Avenue to California Avenue; loth Street, from Ocean Avenue to Palm Avenue; 13th Street, from Ocean Avenue to Brest Avenue, in the City of Huntington Beach, California, and requested the Clerk to open and read the bids received. Union High School and the Publi@ Recreation, Commission of the Comm. -use of baseball field,City of Huntington Beach giving permission for the use of the etc. High School baseball field and bleachers for league baseball • games=., recreational games and activities, during the months of June, July and August, 1953• • 294, Page #4 Minutes - Monday, March 2, 1953 On motion by Langenbeck seconded by LeBard that the City Council approves the agreement between the Huntington Beach Union High School and the Public Recreation Commission of the City of Huntington Beach for the use of the baseball field and bleachers for league baseball games and recreational games, and activities during the months of June, July, and August, 1953, subject to paragraph No. 2 be changed to read as follows: "Whereas the Commission desires to use certain facil- ities at the School in order that the children residing within the boundaries of said School District and in said City, which City is within said School District boundaries, may be permitted to avail themselves of the benefits of the said activities and use of said facilities#" was approved* Agr ImI t for The Clerk read an agreement between the Huntington Beach use of Track • field Union High School and the.Public Recreation Commission of the City of Huntington Beach giving permission to use the School's track field to conduct three track meets during the months of March and April, 1953. On motion by Langenbeck seconded by Wood that the Licensing Committee be instructed to prepare to work for the preaparation of additions to the licensing ordinance along those lines, was approved. Carden- On motion by LeBard seconded by Langenbeck that the City Agr.e em l t for 2 coin tele- Attorney be instructed to draw up an agreement between the scopes on pier City of Huntington Beach and Carden's Coin Telescope of Lomita, California, for permission to operate two coin tele- scopes on the Huntington Beach Municipal Pier and agreeing to • pay the City 40% of the total gross income from the telescopes, was approved. Requests'of Councilman Wood reported on the following requested by Fire Chief for Fire the Fire Chief, D. G. Higgins, for consideration by the Council: Dept. 1. By ordinance and competitive examination of .all the personnel establish the'job classification of AssistAnt Chief.. 2. Establish the title and job classification of Call Fireman and increase the pay scale to $5.00 per drill for three' drills per month and $5.00 per fire up to 3 hours, plus $1.#00 per hour overtime. 3. On motion by Wood seconded by Langenbeck that the City Purchasing Agent be instructed to purchase the items as requested by D. G. Higgins, Fire Chief, and as read by Councilman Wood except the six and twelve.volt battery charger and the engine house heater, was approved. Mayor Seabridge referred the request of D. G, Higgins, Fire Chief , to.establish title and job classification of call firemen at rates indicated be referred to the Finance Committee for study and report. Mayor Seabridge referred to the Police and Fire Committee for study and r.eport the request of the Fire Chief for the junking of the old Seagrave pumper -and the purchase of a new 1, 000 EPM pumper. Mayor Seabridge referred the request of D. G. Higgins, Fire Chief, to have competitive examination of all personnel in the Fire Department and establish a job classification of Assistant Chief to the Finance Committee for study and report. AttIy Bauer City Attorney Bauer reported to the City Council that the reports on suits cases of the Southwest Exploration Company and Signal Oil and Gas Company in connection with the annexation suits were ruled in favor of the City of Huntington Beach 'in Judge Thompm nts Superior Court. City Engr. City Engineer Overmyer presented to the City Council a map on sub- division preliminary map of the proposed subdivision for the 52 acres.
