Pursuant to adjournment of the meeting of the Planning
Commission of July='21, 1953,•Chairman Schryer called the
meeting of the Planning Commission of the City of Huntington
Beach to order at 7:30 o'clock P.M.
Commissioners present: Tunis, King, Presson, Davis, Stang,
Schryer
Commissioners absent:- Kettler
Others present: City Attorney Bauer
City Engineer Overmyer

The Chairman requested the Secretary to read the legal

notice, Notice of Public Hearing, for the purpose of consider-

ing a petition for a conditional exception to regulations
Districts-
of the Districting Ordinance, filed by County Sanitation

Districts NOW 1, 2, 3, 5, 6, 7, 8, and 11, of Orange County,
exception
California, for the purpose of the construction and operation
of sewage treatment facilities on property located between
the Santa Ana River and westerly to the proposed Wright
Street extension within the City limits of the City of

Huntington Beach and a point approximately 339 feet north of
the Pacific Coast Highway."
Chairman Schryer asked if there was anyone present

that wished'to make statements opposing the application of
the County San station Districts for construction of selvage
'
plant facilities on the property described in the petition
read by the Secretary.
L.Blodgett
Attorney -at -law, Lew Blodgett, representing Peter
Karales and adjacent property owneru, appeared before the
Planning Commission and stated that the Commissioners . _
should recommend to deny the application as the site could
be placed further north in the area of the present outfall
sewer plant on Ellis Street, and also pointed out that a
petition of owners owning approximately 2,000 acres adjacent
to the present -proposed site had been filed with the
Sanitation Districts, opposing the location.

Mrs. Daisy Thorpe Hook addressed the Council and stated
that she owned the property south of the site and was not
in favor of having such a -development adjoining her property.

Ernie Gisler appeared before the Commission and stated

that as one of the group of farmers that signed the petition
referred t o• by Lew Blodgett and filed with the Sanitation
Districts, stated that their position was that they desire
the plant at Ellis Street in order to have access or
availability of the waste water effluent for irrigation
purposes.

H.Ashton
Attorney -at -law, Harry Ashton, representing the Orange
County Sanitation District No. 11 as Legal Counsel, addressed
Commissioners and stated that the proposed site was in
_the
the original Bacon plan of thich the voters of the entire
area had approved and it was as much to the interest of the
community of Huntington Beach as they were a part of the
Sanitation Districts, and also pointed out that -when

original planning was made the area was not part of the
City of Huntington Beach and automatically became an R-1
zone when it became annexed and it is now necessary for
the Sanitation Districts to come in and ask for a condi-
tional exception to permit construction of facilities as
designed and approved by the voters.
H.Nisson Attorney -at -law, Harold Nisson, appeared before the
Commissioners as Legal Counsel for the Sanitation Districts
and explained in detail the operations of the proposed
plan to show that it will not be obnoxious, and the beauti-
fication plan as part of the plans will set back from any
present or proposed highway, and also pointed out that
the entire -program was voted on by the people not only
the community of Huntington Beach bu-t all of its surround-
ing areas.
Willis Willis Warner, Chairman of the Board of Supervisors,
Warner also Chairman of the Orange County Sanitation District
No. 11 representing Huntington Beach asked the City Council
for a very urgent and favorable ruling as contracts had
been let for trunk lines and time was the essence and
requested the Commission to make a favorable recommendation
to the City Council as soon as possible. _
There being no further comments lodged for or'against
the petition for conditional exception filed by the County
Sanitation Districts Nos. 1, 2, 3, 5, 6, 7, 8, arid ll,' of
Orange County, California, the Chairman declared the hear-
ing closed.

The Chairman asked the reprenentAtives of the R.C.A.
Communications Inc.$ and Daisy Thorpe Hook if their
supplemental maps ha°d been filed with the Secretary in
lieu of the maps that were attached t o the original
petitions heard at a prior meeting. •
Representatives of the R. C.- A. Communications Inc.
and Daisy Thorpe Hook presented their supplement maps
covering the area that they wished a variance upon for
their exploratory wells was received and presented to the
Commissioners.
R.C.A Com. On motion by Stang seconded by Davis that the area
Inc. petit. delineated on the supplemental map attached to the original
passed map filed with the petition of the R. C. A. Communications,
Inc. be recommended to the City Council for the purpose of
drilling for gas and oil production, was passed and adopted
by the following roll call vote:

D.Hook On motion by Davis seconded by Presson that the Planning
petition Commission of the City of Huntington Beach recommend to the
approved City Council that the area delineated in the supplemental
map attached to the original map of the Daisy Thorpe
Hook peition for conditional exception for the purpose
of drilling for gas and oil and said variance be subject
to a_;set back of 150 feet from the Pacific Coast Highway, •
was passed and adopted by the following roll call vote:

The Chairman requested the Secretary to read the legal

to and east of Huntington Avenue and south of Atlanta
Street, approximating 20 acres, and for the Secretary to
read the petition for conditional exception of ownenv T. B.
Talbert of 219 Main Street, Huntington Beach, California.
The Secretary read the legal notice of public hearing
and the petition for conditional exception filed by T. B.
Talbert owner of the acreage refdrredto in the legal
notice of public hearing read by' the Secretary.

Attorney -at -law, Ray H. Overacker, appeared before the

Planning Commission on behalf of owner T. B. Talbert and
gave a brief description of the development that would go
in as a high class trailer park and gave reasons why the
petition should be considered as it was contiguous to a
recreational area and there are at present a trailer park
privately operated and also referred o the trailer park
across the highway on the ocean side operated by the City
as a Municipal Trailer Park.
Mr.Walters Mr. Walters, designer of the trailer park, spoke on
& the type of park that it would be, and that it would be
Mr.Sahagan one of the most outstanding trailer parks in the United
States and would receive only independent trailers.
Mr. Sahagan, who will operate the park, also appeared
and informed the Commissioners as to the type of trailer
park it would be and the detail of the operation and its
beautificat ion pr ogram.
There being no further comments for or against the
• proposed construction of the trailer park filed by petition
of T. B. Talbert, owmer, the Chairman declared the hearing
closed.

City Council the granting of the conditional exception
filed by T. B. Talbert for permission to construct a trailer
park adjacent to and east of Huntington Avenue and south
of Atlanta Street, approximating 20 acres, subject to the
rules, regulations and requirements for independent trailers
of the housing division of the State of California, was
passed and adopted by the following roll call vote:
AYES: Commissioners: Tunis, King, Presson, Stang, Davis,
Schryer
NOES: bommissioners: None
ABSENT: dommissioners: Kettler
On motion by Davis seconded by Stang that the Blanning
Commission of the City of Huntington Beach adjourn to the
hour of 7:30 o t clock P.M. Friday, July 31, 1953, was approved.
