Mayor Seabri dge called the regular meeting of the City
Council of the City of Huntington Beach to order at 7t30 o'clock
P. M.
Councilmen present: Seabridge, Bryant, Talbert, Wood, LeBard
'Councilmen. absent: None
On motion by Wood seconded by Bryant that the City Yard
and City Hall offices be closed from the hour of 1:00 P.M. to
3:00 P.M. on September 23, 1953, to enable City personnel to
attend the funeral of Captain Eugene Belshe, was approved.
On motion. by LeBard seconded by 'Wood that the applica-
tions for license to conduct business in the City of Huntington
Beach be .grant.ed as follows, was approved:
Craig Laundry Inc., daa Community Towel & Linen Supply, the
business of towel and linen service*
The Termite- Company .Long Beach, the business of. termite control.
George W. Hanyak, 1002 California Ave., Huntington Beach,
building contractor.

On motion by Talbert seconded by Bryant that the appli-
cation for oil well permit of Southwest Exploration Company to
drill a new well State 581, was granted.
On motion by Wood seconded by Talbert that the applica-
tion for oil well permit of Southwest Exploration Company to
drill a new well State 535, was granted:
On motion by Wood seconded by LeBard that the applica-
tion for oil well permit of the Beloil Corp., Ltd., to re -drill
Dabney #4, located on Lot 11, Block 1901, VistatDel Mar Tract,
was granted.
On motion by Bryant seconded b y Talbert that the applicar
tion for oil well permit of Wm. Gilmore dba Marilyn Oil Co.
to re -drill Shepherd #1, located on mots 6 & 8, .Block 316,

The .Clerk read Resolution No. 1206, a resolution of the

City Council of the City of Huntington Beach accepting -grant

No. 1266 was passed and adopted by the following. roll call vote:

Lem Berry- On motion by LeBard se®nded b y Wood the regz est of Lem H.
Vacation
Berry, Manager of the. Municipal Trailer Park, to tEk a his
vacation.starting October 5, 1953, and to have Helen Copeland
in charge of the office and Chas. Sperry in charge of maintenance,
was approved.
Demands On motion by LeBard seconded by Wood that the demands as
approved by -the-Finance Committee be ordered paid, was approved.
Fire Chief- Fire Chief Higgins reported that the fire hydrant located
remove and
install hydrant near the junction of Highway 39 and Highway 101 will have to be
relocated to conform to requirements since the service road is
to be constructed in that area.
On motion by Wood seconded by LeBard that the Fire Chief
be instructed to arrange for the removal and installation of
the water hydrant to a proper location as outlined by the
Fire Chief and of costs not to exceed $200oOO, was approved.
Fire Chief On motion by LeBard seconded by Bryant that the Fire Chief
reimbursed'
excess exp.. be reimbursed for the $13.00 expended on the Seattle Convention

in excess of the allotted amount of $175.00, approved by the
City Council, was approved.
Bids'on Mayor Seabridge stated that the hour of 8:00 o'clock P.M.

was set for the opening of the sealed bids for the construction
and improvement of a service road at the intersection of
Hampshire Avenue (HLghwaY 39) and Ocean Avenue, in the City of
Huntington Beach and requested the Clerk .to open the bids.

On motion by Wood seconded by Talbert that the bids received
and opened by the City Clerk for the construction and improvement
of service road at the intersection of Hampshire Avenue Highway #39
and Ocean Avenue Highway #.101, City of Huntington Beach, be referred
t-o the City Engineer for study and report, was approved.
Purchase
On motion by LeBard seconded by. Talbert that the City Purchasing
tractor from

Agent be instructed to issue.a purchase order to the Crook Company of

Los Angeles for 1 - Model F8W-C Harris 4-wheel drive tractor and
said.tractor equipped with 4-1700 x 20 tires, at a price of $4,973,29,
was approved.

conditions in the oil fields -were discussed at great length by the
members of the Chamber of .0ommeree and that the members had requested
that the City Engineer appear at their next meeting to review with
them the oil well .drilling regulations and requirements. Mayor.

Seabridge referred .the subject of waste water condition's and open oil
field sumps to the Oil Committee and th'e City Attorney for study and
recommendations for controlling the violations,
On motion by Bryant seconded by Wood that Harry A. Overmyer,
City Engineer, be instructed to attend the -next meeting of the

Chamber of Commerce of theCity of Huntington Beach and to explain
the City Ordinances regulating oil drilling, was approved.

Mayor Seabridge announced that this was the hour, 8:30
Auction
o'clock P�.M., that the City will sell at public auction to the
highest and best.bidder all its right, title and interest- in and
to the following described 1roperty:
Lots 5, 18, 272 28, & 29• &n Block '1402, Watson's Re -Subdivision,
and requested the City Clerk to read the Notice of Sale of Real
Property at Public Auction, published in the Huntington Beads
News September loth and September 17th, 1953.
The City Clerk read the Legal` Notice of Sale of Real Property
at public auction. The Clerk reported that no bids had been filed
wi-th the City up to this' hour.
L.A.Wells
Lyndon A, Wells, appeared before the City Council and reported
bid
rejected
that he had visited the Title Company, in.Santa Ana an& that they
informed him that theyF would not look at the title for less than a
minimum -fee of $150..00, and Wells further reported to the City
Council that with the exception of one lot the other lots were
entirely covered b y waste water disposal from wells in the
-vi c i ni.ty .
Mayor Seabridge asked if there was anyone interested in making
a bid at this time. Lyndon A. Wells made an offer of $100.00 for all
five lots in accordance with terms of the legal notice. There being
no further bids on the property up for public auction Mayor Seabridge
declared the bidding closed.
On motion by Bryant seconded by LeBard that the City Council
reject all bids on the property described as Lots 5, 18, 270 28 &
29, Block 1402, Watson's Re -subdivision, as, per map thereof recorded
in Miscellaneous Maps, Book 4, Page 56, Records of Orange County,
California, and to withdraw the lots from sale, was approved.

Mayor Seabridge referred to the Police and Fire Committee
and the Streets and Parks Committee the waste water disposal problem
on property adjacent :to Alabama and Memphis Streets, for study and
report.
Service Rd o City Engineer Overmyerreported that he had examined the bids
bid awarded
Sully -Miller received for the construction and imporvement of a service road
Contr.Co.
at the intersection of Hampshire Avenue Highway #39 and Ocean
Avenue Highway #101 in the City of Huntington Beach, and finds that
the bid of Sully -Miller Contracting Company of Orange, California,
to be the lowest and best bid.

On motion by Talbert seconded by Bryant that the contract
for the construction and improvement of a service road "at the inter-
section of Hampshire Avenue Highway #39 and Ocean Avenue Highway #101
in the City of Huntington Beach be awarded to the Sully -Miller
Contracting Company of Orange, Calif crnia, in accordance with the
recommendations of the City Engineer and that all other bids be
rejected and the City Clerk be instructed to return the bid bonds,
was approved.
On motion by LeBard seconded by Talbert that the Mayor and the
'City Clerk be authorized to execute the contract between Sully -Miller
Contracting Company and the City of Huntington Beach, after approval
of the bonds and contract for form by the City Attorney, was approved.
On motion by LeBard seconded by Bryant the regular meeting of
the City Council of the City of Huntington Beach adjourned.
