Councilmen present: Bryant, Talbert, Wood, LeBard, Seabridge Councilmen absent: None W.Warner- Willis Warner, Chairman of the Orange County Municipal Water Dist. Comm.plan Water District Survey Fund Committee, addressed the City Council and presented the proposed general plan prepared by the Water District Committee together with a map, drawn up by their engineers. A general discussion followed on the present day problem of salt water infiltration. The subject of proceedings for payment and the method of distribution was also discussed. Willis Warner stated that they believe the Ir ogram to be a very feasible one and that potential development would be ehhanced with Metropolitan water. Minutes On motion by Wood seconded by Talbert that the minutes for the meetings of the City Council for the month of October, 1.953, as mailed by the City Clerk, was approved. Monthly The Clerk read the reports for the month of October, Reports 1953, of the City Treasurer, City"Clerk, City Engineer, pnager of Municipal Trailer Park, City Collector, Police Chief, and the Fire Chief. On motion by Talbert seconded by LeBard that the reports of the department heads for the month of October, 1953, as read by the City Clerk be accepted and ordered filed, -was approved. Wallace to purchase Lots 5, 18, 27, 28 & 29, Block 1402, Watson's Re -subdivision, Huntington Beach, California, be r ejected and that the City Clerk be instructed t o r eturn the deposit in the amount of $55.00, was approved. On motion by Bryant seconded by Talbert that the City Clerk be instructed to insert in the Huntington Beach News in two publications to advertise to sell at public auction without warranty of title, Lots 5, 189 27, 28 & 29, in Block 1402, Watson's Re -subdivision, and in accordance with the usual terms in the sale of tax -title lots, and the City to reserve the right to reject all offers, and bids to be opened at 8:30 o'clock P.M. at the regular City Council meeting to be held on November 16, 1953, was approved. The Clerk gave Ordinance No. 603, an ordinance of the City of Huntington Beach relating toa stop intersection at P&lm Avenue and Lake Avenue in the City. of Huntington -Beach and adding Sections 6217.3 and 6227.3 to the Huntington Beach Ordinance Code, its first reading. The Clerk read the following resolutions of the Huntington Beach Planning Commission r ecommeriding that set- back lines be established: RESOLUTION NO, 29 -Resolution of the Planning Commission of the City of Huntington Beach relative to recommending set -back lines on portions of Delaware Avenue; Huntington Avenue, and Memphis Street, RESOLUTION N0. 30 -Resolution of the 'Planning Commission of the City of Huntington Beach relative to recommending set -back lines on portions of Hampshire Avenue. On motion by LeBard seconded by Stood that Resolutions Nos. 29, 30, and 31, of the Planning Commission of the City of Huntington Beach be filed for further study by the City Council, was approved. City Engineer be authorized to proceed with work on No. 2 rest room in the municipal Trailer Park, as outlined in+:the budget Account No. 49.84, and one requesting the Purchasing Agent be authorized to purchase the necessary materials, and the City Engineer be authorized to proceed with electrical work, as outlined in the budget Accounts Nos. 49,82 and 49.83. Overmyer, City Main &Walnut Engineer, submitting an estimate of cost forthe repair and • improvement of existing culverts locat4& at Main Street and Walnut Avenue in the amounts of $1,200.00, which figure incl udes replacement of approximately 1100 sq. ft. of bad sidewalk on the north7westerly corner of the intersection. On motion by Wood seconded by Bryant that the City Eng- ineer be instructed to proceed with the repair and improvement of existing culverts located at Main Street and Walnut Avenue in accordance with the cost of imT ovements as read by the City Clerk in the estimate presented by the City Engineer, was • approved. Beach City Employees ► Association requesting the City Council to amend the contract'with the California Physicians' Service to include the extended benefits now offered to C. P. S. • members, and to continue to pay one-half of the employees' por- tion of the new rates. The request of the Huntington Beach City Employees' Association was referred to the Finance Committee and theCity Attorney for study and report. 'for constr. sep.curb & Engineer, submitting an estimate of cost for the construction sur. betw. A & 9th Sts. of , a separation curb on the westerly side of Ocean Avenue approved J between "A" Street and 9th Street, and the construction of the necessary curbing and the surfacing of the area lying wester- ly between the west property line of Ocean Avenue and the Pacific Electric Railway Tracks. This area to be used for auto parking. The proposed separation curb is estimated to cost $7,938.00 and the construction of the necessary curb and re surfacing on the Pacific Electric property is estimated to cost $7,270.00. 'This would provide parking for 285 automobiles on the Pacific Electrr a property and 125 new parking stalls on Ocean Avenue* This estimate of cost is based on the City using their own labor and equipment wherever possible, which is esti-, mated about 20% less than the vas rk to be done by contract.* The Mayor asked if anyone in the audience had any comments in relation to the cost of construction, by contract or by force account, of a separation curb and surfacing on the westerly side of Ocean Avenue between "A" Street and Ninth Street. On motion by Wood seconded by Bryant that the City Engineer be instructed to remove the Palm trees on Olive Avenue between 7th and 8th Street., . and to construct curbing on_ the northeast side of (Hive Avenue, was approved. On motion by Wood s_ecnnded by Bryant that the City Engineer be instructed to remove three Palm. trees on Olive Avenue between loth and llth Streets and to re -construct the curbing, was approved. On motion by Wood seconded by Bryant that the City Engineer be authorized and instructed to proceed vd th the tree planting as oulined in the budget, was -approved. On motion by Wood seceded by Bryant' that notice of cancellation of permit for the advertising signs on the Cityit,s 52 acres be served to Foster and Kleiser Company, was approved. Circle Pk,- On motion by LeBard seconded by Wood that the City improvem'ts Engineer be authorized and instructed to proceed with the im- provements of Circle Park, as outlined in the budget, and not to exceed the budgeted amount of $2,500,00, was approved. H.Combs On motion by LeBard seconded b.y Wood that Hubert Combs trfd. to St.Dept. be transferredfrom the Lifeguard Department to the Street Department in the classification Tree -Trimmer in the salary Range 20, Bracket "B`i, and to be effective November 15, 19531 was approved. Engineer be instructed to obtain plans to be presented to the Beach and Pier Committee and the Planning Commission, for a new rest room on the beach at First Street, preferably the type of rest room now being installed at San Diego, was approved. . C. of C.- The request of the Huntington Beach Chamber of Commerce Director's Room for remodeling the Director's Room in the Chamber of Commerce office was referredto the City Engineer for study and report. Demands On motion by Wood seconded by Talbert that the demands as a pproved by the Finance Committee be ordered paid, was approved. E.M.Ashodian- City Attorney Bauer reported to the City Council that Applic.ex- cay.permit the request of Edward M. Ashodian for construction of a sewer line to accomodate the proposed trailer park on property adjacent to, Ocean Avenue can be handled through an application for excavation permit to be filed with the City Engineer, Mtg.-Santa City Attorney Bauer reported to the City Council that Ana re: canc.taxes there will be a hearing at Santa Ana on November 3, 1953, at 12:00 Noon in regards to the request of certain oil companies for the cancellation of certain taxes assessed on property recently annexed to the City* Fire Chief- D. G. Higgins, Fire Chief, reported to the City Council St, name system that the proper street names on various streets in the City of Huntington Beach have been improperly changed and asked if a set system could not be worked out to eliminate the problem and mix-up it causes. .The request of D. G. Higgins, Fire Chief, for a street name system, was referred to the Planning Commission for study and report. Fire -'Chief D. G. Higgins, Fire Chief, addressed the City Council extends - ihvit.to and invited them to attend the Orange County Fire Chief s Asstn dinner Association Dinner to be held November 9, 1953, in the Fire Station at Huntington Beach, at.6:30 P.M. E.Gisler Ernest .Gisler, of Huntington Beach, appeared before the City Council and requested removal of a Eucalyptus tree in the xa rkway in front of his home at 760 Main Street. The request was referred to the Streets and Parks Committee for study and report. On motion by Wood seconded by Talbert the regular meeting of the City Council, adjourned until Tuesday, November 10, 1953, at 7:00 P.M.
