Council Chamber, City Hall Huntington Beach, California Monday, .November 16, 1953 Mayor Seabridge called the regular meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. Councilmen present: Bryant, Wood, LeBard, Seabridge Councilmen absent: Talbert Councilman Talbert arrived at 7:35 o'clock P.M. Business Motion by Wood seconded by Bryant, the following applications Licenses for license to conduct business in the City of Huntington.Beach were granted as follows: Weaver & Irwin, Inc., business of contracting. Dolores M. Prinslow, 220 - 5th St., Huntington Beach, business of dancing school at 220 - 5th Street, Aaron Schultz, Long Beach, business of delivering furniture, wheel tax. Paramount Pest Control Service of Santa Ana, business of Past Control Service. Neon Sign- Motion by LeBard seconded by 3food, the application for building 6242 Main permit of Mayme L. Goodfield, 6242 Main Street, .for permission to erect a neon sign at 6242 Main Street, was granted. E.H.Mathis- Motion by Wood secondedby Bryant, the request of E. H. Mathis, term.waste wtr.disp. for termination of waste water. disposal permit No. 235 covering oil permit well located on Lots 26 and 28, Block 210, Huntington Beach Tract, was granted. Dr.Shupe- Motion by Bryant seconded by Talbert, the request of Robert Q. driveway Shupe, M.D. of 830 - 14th, St., Huntington Beach, for permission to break out the concrete curb for a driveway at Lots 20 and 22, Block 813, Wesley Park Section, and to be done under the supervision of the City Engineer, was approved. B1vd.Stop The Clerk read a communication of B. H. Dulaney, Chief of Signs Police, advising the City Council under a recent survey conducted by his department on boulevard, stop signs at 32 locations in the City were f ound to be defective and unreadable and requested that new signs be purchased t o replace those necessary and others to be repainted. Motion by Wood seconded by LeBard, the City Engineer be instructed to replace the boulevard stop signs and repair and repaint the signs as outlined by the request of the 6hief of Police, was approved. 0 1 Elec.Bond Rider appr'd. Electrician's Bond Rider to Bond No. L-123606 be accepted and ordered filed, was approved. Motion by LeBard secondedby Wood, the Mayor and the City Clerk be authorized t o execute a sales contract agreement be- tween the Luippold Engineering Sales Co. of Los Angeles and the City of Huntington Beach for furnishing the City with liquid chlorine as required for the period December 31, 1953 to December 31, 1954, was approved. The Clerk read a communication received from the Southern California Water.Company advising the City that the Public Utilities Commission of the State of California has called a formal hearing on Case No. 55'01 to be held at 10:,00 o'clock A.M. in the Commission Court Room, Mirror Building, Los Angeles, on December 159 1953, relative to the matter of revision of rules and regulations, under which water main extensions are installed to serve individual property and real estate sub -divisions. Motion by LeBard seconded by Wood, the request of the Blue Star Mothers of America, Chapter No. 2, of Huntington Beach, requesting permission to sell daisies on the streets of Huntington Beach on December 7, 1953, was approved. Reso.#1207- The Clerk read Resolution No. 1207, a resolution of intention Intent.va- cate port. of the City Council of the City of Huntington Beach to vacate a 17th St. portion of 17th Street in said City and giving notice of a hearing on said vacation. Motion by LeBard secondedby Mood, Resolution No. 1207 was passed and adopted by the following roll call vote: AYES: Councilmen: 'Bryant, Talbert, Wood, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None C.P.S. Motion by Wood seconded by Talbert, the Mayor and City Clerk A gr e em' t be authorized to execute the agreement of the California Physicians' Service to become effective the 5th day of January, 1954, was approved. Public Hrg: At 8.-00 o'clock P.M. Mayor Seabridge stated that a public term.& cance drlg.bd. hearing was set for 8:00 o'clock P.M., this date, and asked the City Clerk to read Notice of Public Hearing. The Clerk read Notice of Public Hearing set for the hour of 8:00 o'clock P.M. on Monday, 16th day of November, 1953, as published in the Huntington Beach News October 29, 1953, for the purpose of considering the recu est for the termination and cancellation of drilling bond as provided 7 1 7 • •. • 1 1 46 364 Page #3 Minutes - Monday, November 16, 1953 ' for in Section 24:27.4 of the Huntington Beach Ordinance Code .on producing =well located on property described as follows:- Lots 18 and 20, Block 614, 17th Street Section, City of Huntington Beach, as per map thereof recorded in Book 4, Page 10, of Miscellaneous Maps, records of Orange County, California, and that all interested persons are invited to attend said hearing and express their opinions: for or against granting the request for the termination and cancella- tion of the drilling bond. Mayor Seabridge asked if. there were any persons present who wished to express themselves for or against the recpz est as read by the City Clerk for the - termination and cancellation of drilling bond. There being no written or oral protest filed, the Mayor declared the hearing closed. Motion by Talbert seconded by Bryant, the request for the termination and cancellation of drilling bond in accordance with public notice as read by the City Clerk was approved by the following roll call vote: AYES: Councilmen: Bryant, Talbert,Wood, LeBard, Seabridge NOES: Councilmen: None ABSENT; Councilmen: None Start work' Motion by LeBard seconded by Talbert, the City Engineer be (elec.;etc.) at Mun.Tre authorized to proceed with the work at the Municipal Trailer Park Park as budgeted in the 1953-1954 budget in the Account Nos- 49.829 49,83, and 49.84, and that the City Purchasing Agent be instructed to purchase the list of materials as required, was approved b y the following roll call vote: • AYES: Councilmen: Talbert, LeBard, Seabridge NOES: Councilmen: Bryant, Wood ABSENT: Councilmen: None Revamp ✓ Motion by LeBard secondedby Wood, the City Engineer be instructed aDir.C.of C. Room to proceed with the revamping of the Directorts room in the Chamber -of Commerce offices in accordance with the request, of the Chamber of Commerce directors and the City Purchasing Agent be authorized to purchase the materials and supplies required, was approved. Mun.Tr.Pk.- Mayor Seabridge referredto the Beach and Pier Committee the beautify fence line study of typee of plants or vines suitable for planting for* beautif i- cation of the fence line at the Municipal Trailer Park. Demands Motion by LeBard seconded by Talbert, the demands as approved J by the Finance Committee be ordered paid, was approved. Tidelands City Attorney Bauer informed the City Council that on January hrg.,1-14 _ 14th in the 'City of Long Beach a hearing would be held on the -Tide- lands question regarding the subject of the subsistence. 0 Civil Defense Pr o gr a4i Page #4. Minutes - Monday, November 16, 1953 Local Civil Defense Director D. G. Higgins reported t o the City Council that the Director of Civil Defense for the State of California had set certain dates for siren warning tests and author- ized by Governor Knight of the State of Califcmnia,I and stated that the governor and director of Civil Defense had requested local � agencies to give the tests some publicity. Motion by LeBard see-onded b y Talbert, the Fire Chief be instructed' to proceed with the siren warning tests plans as requested by the Director of Civil Defense of California and .an appropriate notice be placed in the Huntington Beach News, was approved. Public Auction The Mayor announced that the hour of 8:30 P.M. had been set tax title lots.. for the sale of tax title lots and requested the Clerk read the legal notice. The Clerk read the notice of sale of real property at public auction as requested '.by Mayor Seabridge covering the following described property: Lots 5, 18, 27, 28, _and 29,.Block 1402, Watson Re -subdivision, as per map thereof recorded in Miscellaneous Maps, Book 4, Page 56, records of Orange County, California. Mayor Seabridge announced. that the minimum acceptable bid would be $125.00 per lot. The Clerk. reported that there had bean no written bids received. Mayor Seabridge announced that the Council was now ready to receive bids. There being no written or verbal bids received, the Mayor declared the sale of real property at public auction closed. Lots with- Motion by Wood seconded by LeBard, the lots 5, 18, 270 28, and drawn for sale 29, in Block 1402, Watson Re -subdivision., be withdrawn from sale, was approved. Leases: Motion by LeBard seconded by Wood, the Gity Attorney be instructed Christensen & Derigo to draw up leases between Carl Christensen for the" bait stand con- cession on the Municipal Pier for a three-year period on the same basis as present lease, and a lease extension with Chas. Derigo for the area of the lower Pavalon for a three-year period with the stipulation that both leases to expire on December 31, 1956, was approved.
