Mayor Seabridge called the r egular meeting of the City
Council to order at 7:30 o'clock P.M.
Councilmen present: Bryant, Talbert, Wood, LeBard, Seabridge
Councilmen absents None
Business On motion by Wood seconded by LeBard applications for license -
Licenses
to conduct business in the City of Huntington Beach were granted
as f ollows:
Howard and Clara Emmons, 2134 Main Street, the business of cafe.
Lee Bros. Plastering Contractors, 1214 Temple, Long'Beach,-the
business of plastering contractor.
Howard ferry Wood, 128 So. Kellogg, Fullerton, the business of
cement contractor.
Charles I. Schwinger, 502 - 12th Street, Huntington Beach, the
business of Nutralite Food Supplement Distributor, at 502 - 12th
Street.
Rex Funke, 200 Frankfort Street, Huntington Beach, the business of
grocery.

Orange County Water Board to be used to defray expenses until bond

On motion by Wood seconded by Talbert that the request of the
Orange County Water Survey Committee for transfer of funds as re -

Henricksen, and Wm. Gallienne, Secretary of the Chamber of Commerce,
and that two possible locations for a Military pickup shelter, one
to be located on the Northeast corner of the Pavalon Park on Ocean
Avenue, and one at Sixth Street and Ocean Avenue, near the Rich-
field Service Station, and that signs for the shelters to be fur-
nished by the Military Affairs Committee of the Associated Chambers
of Commerce of Orange County in order to createa uniformity all .�

On motion by Talbert seconded by Bryant the. suggested locations
as requested in the communication from the Huntington Beach Chamber
of Bommerce be authorized and that the City Engineer be instructed

to proceed with the military.pickup shelters and to work with the
City Attcrney and the Police and Fire Committee relative to the
type of pickup shelter to be constructed, was approved.

The Clerk read the notice of public hearing calling for a
public hearing
g at. 7:45 o'clock P.M. on Monday, the 18th day of
January, 1954, for the purpose of considering the request for the
termination and cancellation of drilling bond, as provided for in
Section 2427.4 of the Huntington Beach Ordinance Code on producing
wells located on property described as follows:

The Clerk read the .notarized statement of Drilling Superintendent
of Atlantic Oil Company stating that he supervised the drilling of
the wells located on the property .described in the legal notice read
by the City Clerk, and that every effort was made to keep the wells
within the perpendicular boundary of the boundary in thich each of
said well was drilled, that directional surveys known as single shot
surveys were taken and that if any deviation was shown of more than
20 minutes, the same was corrected and tIv affiant states that the
wells set forth in the sworn statement could not have drifted more
than 20 minutes from the Vertical.
Mayor Seabridge asked if anyone present vi shed to express their
opinions for or against the granting the request for termination
and cancellation of the drilling bonds covering the wells located
on the property described in the Notice of Public Hearing read by
the Clerk. `
There being no opinions expressed f or or against granting the
request for termination and cancellation of the drilling bonds
Mayor Seabridge declared this hearing closed.
On motion by LeBard seconded by Bryant the request for termina-
tion and cancellation of drilling bonds covering the wells located
on the property described in the notice of public hearing as read
by the City Clerk and that the operator and bonding company be so
advised, was -approved by the follovLng roll call vote:
AYES: Councilmen: Bryant, Wood, Talbert, LeBard, Seabridge
NOES: Councilmen: None

4, Page 10, of Miscellaneous `Maps, Records of drange County,
California..
The Clerk read the notarized statement of Roma Davison,
Drilling Superintendent for Morton and Dolley and that in such
capacity he supervised the drilling of the wells located on
property described.in the legal notice read by the City Clerk,
and that as such drilling superintendent, it was his repsonsibility
to drill said wells as near vertical as possible, that every effort
was made to keep -('-.:the wells within the perpendicular boundary of the
boundary in which each of said well was. drilled, that directional
surveys known as single shot surveys were taken and that if any
deviation was shown of more than 20 minutes, the same was corrbcted,
and his knowledge of single shot surveys, affiant stated that the
wells set forth in the statement could not have drifted more than
20 minutes from the vertical.
Mayor Seabridge asked if any persons present wished to express
their opinions for or against granting the request for termination
and cancellation of drilling bonds covering the wells located on
properties described in the notice of public hearing and read by the
City Clerk.
There being no opinions expressed for or against granting the
request for termination and cancellation of drilling bonds the Mayor
declared the hearing closed.
On motion by Talbert seconded by Bryant the termination and
cancellation of the drilling -bonds covering wells located on property
described in the notice of pt blio hearing as read by the City Clerk,
and that the operator and bonding company be notified, was approved
by the following, roll call vote:
AYES: Councilmen: Bryant, Talbert, Wood, LeBprd, Seabridge
NOES: Councilmen: None

Ins.adj. re: The Clerk informed the City Council that the two ton truck was

Annual The Clerk read the annual report for the year 1953 submitted

(1953) by D. G. Higgins, Fire Chief, for the Fire Department and Ben
Dulaney, Police'" -Chief, for the Police Department.
Robt• Robert Marshall, operator of the 18 hole Golf Course, and now
Marshall
Lease operating,under a sub -lease from the City of Huntington Beach, asked
that the City Council change the proposed operating agreement that
had been drawn up by the City Attorney by deleting Paragraph 4 of
the proposed agreement and put back the option to extend the lease
for a five-year period, as written in the old lease.
City Attorney Bauer reported to the City Council that Robert
Marshall's interpretation of the proposed agreement is in error and
4 that in his opinion he has been given in this proposed lease the
five-year extension, which the old lease called for.
Mayor Seabridge referred the request of Robert Marshall to the
• Golf Committee and the City Attorney and to include J. Sherman Denny,
Land Manager of the Huntington Beach Company, and Robert Marshall,
at a convenient date satisfactory to all.
Public Hrg.- Mayor Seabridge announced that a public hearing had been called

ing will be held by the City Council of the City of Huntington Beach

at the hour of 8:30 o'clock P.M., on Monday, the 18th day of January,
• 1954, for the purpose of considering the request for termination and
cancellation of drilling bonds, as provided for in Section 2427.4 of
the Huntington Beach Ordinance Code on producing wells located on
property described as follows:
Lots 18, 20.and 22, Block 420, Lots 69 8, 10 and 12, Block 516,, Lots

The Clerk read the notarized affidavit of F. L. Thomas, Drilling
Superintendent of the Pacific American Oil Company, and that in such
capacity he supervised the drilling of the oil wells, that every
effort was made to keep said wells within the perpendicular boundary
of the boundary .upon which said wells were drilled, that directional

surveys were taken and that in the event any survey showed a
drift of more than 30 minutes from 'the vertical the same was
correct®d, and.upon his knowledge of the drilling of these wells
in particular, and inspection of the single shot surveys, affiant
states that the wells did not drift more than 30 minutes from the
ver ti cal .
Mayor Seabridge asked if any persons present wished to ex-
press their opinions for or against granting the request for
termination and cancellation of drilling bonds covering the wells
located on properties described in the notice of public hearing
read by the City Clerk.
There being no opinions expressed f or or against the granting
the request for termination and cancellation of drilling bonds: the,,

cancellation of the drilling bonds covering wells located on property
described in the notice of public hearing as read by the City Clerk
and that the operator and bonding company be notified, was approved

Demands
On motion by Wood secondedb y LeBard the demands as approved
by the Finance Committee be ordered paid, was approved.
Life preservers City Engineer Harry Overmyer reported to the City Council that
on pier
life preservers have been placed at various locations on the City
of Huntington Beach Municipal Pier.
Neon- Sign
The Clerk reported the excessive amount of maintenance cost
at Pdvalon
Bldg.
on the,City of Huntington Beach neon sign on the Pavalon building
and that due to the disturbance caused by the pounding of the surf
and the action on the building from the Pacific Electric Railway
Company freight trains passing the building, it has been suggested.
that the neon sign be eliminated and some form of luminous letters
take its place and flood lights be installed at proper locations
to affect better lighting and reduce the maintenance cost.
Mayor Seabridge referred the subject of the City of Huntington
Beach sign on.the Pavalon to the Beach and Pier Committee for study
and report.
