Mayor Seabridge called the regular meeting of the City
Council of the City of Huntington Beach to order at 7:30
o°clock P.M.
Councilmen present: Seabridge, Bryant, Wood, LeBard

Minutes On motion by'Wood seconded by LeBard the minutes of the
City Council meetings for the month of January, 1954, as trans-
cribed and mailed, be accepted and ordered filed, was approved.

appeared before the City Council and complained about the dis-
pbeal of waste water from the Peterson well located at the
corner of Chicago and Huntington Avenue, and stated that the
waste water was being disposed of on adjacent property and
presents a hazard for children playing in the area as it is un-
protected and requested that the Councilhave the nuisance
abated.
Mayor Seabridge referred the request of Norman Godbe to
the Oil Committee. for study and report.
Monthly The Clerk read the reports for the month of January,

City Engineer, Manager of Municipal Trailer Park, Fire Chief,
Police Chief, and Superintendent of Recreation. •
On motion by Wood seconded by Bryant the monthly reports
of the department heads for the month of January, 19549 as read
by the City Clerk be accepted and ordered filed, was approved.
Business On motion by LeBard seconded by Wood the applications

were granted as follows:

The Clerk regorted that there had been no written or

Mayor Seabridge asked if anyone in the audience wished
to express their opinions on the proposed setback lines on
-the streets and highways contained in.the Resolution No* 1209
read by the Clerk* •
Carol Wynn Carol G* Wynn, representative and.owner in the Mills
Land and Water Company appeared before the City Council and
expressed the position of their company as a property owner
having land bordering on Highway 39-and Highway 101 and asked
the City Council to postpone establishing setback lines in that •
area until such time as development may be apparent and also
that their company wanted the right to have spots adjacent to
Highway 39 for oil well structures, as they are now negotiating
for oil drilling*

future would be in favor of a setback by legislation to enhance
her property, but until such time as the property was filled
and ready for development -she desired to have action delayed.

Mayor Seabridge referred the gasoline bids as read by
the City Clerk to .the Police and Fire Committee for study and
report and requested the City Clerk to draw up the schedule to
make it convenient for the Police. and Fire Committee to study.
Talbert Dr. The Clerk reported to the City Council.that the agree-

for disposal

on October 1,. 1953, was approved*

accept the low bid of Jim Briggs Ford and instruct the City
Purchasing Agent to issue a purchase order to Jim Briggs Ford
for the purchase of the truck in accordance with bid filed

Austin J* Mayor Seabridge requested the City Clerk to read a
Tobin .
Western Union Telegram received from Austin J. Tobin, Chairman
Conference of State Defense, Executive Director, Port of New
York Authority, advising the City that the Ways and Means Com-
mittee Executive Session voted without hearings to tax interest -
certain State and Municipal bonds for housing and industrial
development purposes, and that it endangers basic prin6ipal
constitutional immunities of Municipal bonds, urging that the
City wire their Congressman urging reconsideration demanding
hearings.
On motion by Bryant seconded by LeBard the City Clerk
be instructed to wire Congressman-Utt t.o.the affect that the
City Council opposes such legislation and to ask Congressman
Utt to urge reconsideration -and additional hearings by the Ways
and Means Committee and follow up telegram with a more detailed
letter to Congressman Utt, was approved by the following roll

Fire Chief Higgins requested a meeting with the City
Council to discuss the Council policy on Civil Defense,
Jim Bell- Fire Chief Higgins reported to the City Council that
retiring
Vol.Fireman volunteer Jim Bell, who has been with the City of Huntington
•
Beach is retiring and requested that the City extend to him a
letter of appreciation for his long and efficient service in the
Volunteer Fire Department.
On motion by Wood seconded by LeBard the City Clerk be
authorized and instructed to write a letter of appreciation of •
service to Jim Bell, Volunteer Fireman, was approved6
