Drainage Canal at a monthly rate of 6325.00 per month payable
monthly in advance, beginning April 1, 1954, subject to the term-
ination provisions as provided in Section 5 of the present agree-
ment, was approved.
Mrs oE.Dye Mayor .Seabridge referred the request of Mrs. Ernest Dye
for permission to concrete the parkway at Lots 6 and 8, Block 206,
Huntington Beach Tract, to the Streets and Parks Committee for
study and report,:
Rardin, On motion by Wood seconded by LeBard the request of D. G.
Asst.
Fire Chief Higgins, Fire Chief, to fill the position of Assistant Chief in
the Fire Department, the new classification recently established,
recommending Wm. E. Rardin, now holding the position of Captain,
and the appointment as Assistant Chief to be effective as of the
16th day of February, 1954, in the compensation classification
Section 1594.11 of the Huntington Beach 0rdinance Code of Bracket
was approved.

addressed the City Council and reiterated the statements made by
Mr.

home in a slough. All other types of use would require asking

W.L.Schryer W. L. Schryer appeared before the City Council as Chairman
of the Planning Commission of the City of Huntington Beach and
stated the position of the Planning CommissLon in arriving at the
recommendations to the City Council for .the proposed set -backs.
-The Mayor requested the City Clerk to read the Resolutions
of the Planning Commission covering their set -back recommendations
for the property fronting on Highway #39 and #101. The Clerk read
the Resolutions of. the Planning_ .Commission.

opened.at 8:00 o'clock P.M, on March 1, 1954, was approved.
The Clerk read the transmittal of Harry Uvermyer, City
Engineer, submitting the estimate of cost for the furnishing and
erection of thirty (30) concrete light standards to be constructed
on Main Street between Ocean Avenue and the north side of Fifth
Street in accordance with accompanying plans and specifications
and noted that additional pre -stressing of the steel.is included
in the' design at an additional cost of $5,00 per pole, and the
estimated cost of the furnishing of thirty (30) concrete light
standards manufacturedby the. !Pacific Union Metal Company or
approved equal...and.er ected.at $220..00 each, or a total cost of
$6,84o.Uo, and_ .the... estimated. -cost of the Mercury -Vapor units
together with.necessary appurtenances is $65.15 each, or an
estimated total... eos.t. of...$2,,554,50, and the estimated cost for
moving the now existing pendant type of lights.on Main Street
to locations north of said Main Street replacing the now exist-
ing upright standards is $15.00 per pole or a total estimated
cost of $45U. !Q'Q.and all prices of material do not include
California State Sales Tax, and that the total estimate of cost
of the entire project is $9, 844.50.
On motion by Food seconded by Bryant the plans and spec-
ifications as presented by Harry Overmyer, City. Ehgineer, of
the furnishing and erection of thirty (30) light standards to
be constructed on Main Street between Ocean Avenue and the north
side of Fifth Street, was- a-pprovede
Mayor Seabridge asked..if anyone' present mi. shed to make
any comment in r.egar.ds to the proposed furnishing and erection
of the thirty (30) concrete light standards as submitted, in the
plans and specifications of the City Engineer.
City Engineer Harry Overmyer stated to the City Council
that to his knowledge the type of light standards in the plans
and specifications were only manufactured by the Pacific Union
Metal Company and to his knowledge no other firm on the Pacific
Coast manufactures this type of spun concrete pole.
There "being no further comments Mayor Seabridge declared
the hearing closed.
On motion by Talbert secondedby LeBard the City Clerk
be instructed. to advertise for bids for the furnishing and

submitted by the City Engineer and said bids to be opened at
8:15 otclock P.M. on March 1, 19540 was approved.
The Clerk read the transmittal of the City Engineer, Harry
Overmyer, submitting an estimate of cost for the installation
of a fire alarm system conduit on Main Street between Ocean
Avenue and Magnolia Avenue, to be done in conjunction ti.th the
proposed sidewalk re. -construction on .Main Street and the cost of
the approximately 3500 lineal....feet .of 12 inch rigid conduit
including all.neces.sary j.a.eking.es.timated.at 04,55U.UU and for
the furnishing--an.d__installation__of- 25 concrete pull boxes at an
estimated .cost of $15U..OU or a total estimated cost of the pro.

On. motion by Wood seconded by Bryant the City Engineer be
instructed to obtain informal bids for the furnishing and laying
of the approximately 3500 lineal feet of 11a inch rigid conduit
and the furnishing and installation of • 25 - concrete pull boxes
was appr oved.
The Clerk gave Ordinance No. 607, an ordinance of the City
of Huntington Beach relating to salaries of employees of the City,
amending Sections 1596.4. 1596.410 1596.5, 1596.6 and 1596.7 of
the Huntington Beach Ordinance Code, its second and final reading
by title...
On motion by Wood seconded by Talbert Urdinance No. 607
was passed and -adopted by the following -roll call vote:

the beach cleaning problem_ and. had talked with other members of
the City Council on the matter and it was the recommendation of
the Beach and Pier Committee that the responsibility of beach;
cleaning be transferred to the, Streets and Parks Department .
under the supervision of Harry- Overmyer, City Engineer.

Stevens Councilman LeBard reported to the City- Council that his

gasp line committee had studied the bids received and opened at the prior

meeting to furnish gasoline for City requirements for the year
beginning February 16, 1954 and it was -determined that the lowest
and best bid was made by the Stevens Oil Company and recommended.
that the contract be awarded to that firma.,
On motion by LeBard seconded by Bryant the Stevens Oil
- Company be awarded the contract to furnish gasoline requirements
for the City of Huntington Beach for the year commencing
February 16, 1954, as it was determined that their bid was the
lowest and for the best interest of the City, and that all bids
received be -"rejected and the bidders be so notified, was approved.
