City Council of the City of Huntington Beach, California, is called
for and vrill be held in the Council Chamber of the City Hall at the
hour of 5:00 o1clock P.M., Tbatrsday, April 15, 1954, for the purpose
of discussing the application for oil yell permit of the Behr Oil
Company.

Monday, April 15, 1954
Pursuant to call for a special meeting of City Council-
men, original of which is attached hereto and made a part of
these minutes, the Council met in special session and was called
to order at 5:00 o'clock P.M. by Mayor Seabridge.

Minutes - Special Meeting, Monday, April 15, 1954
Mayor Seabridge announced that this meeting was called to
discuss and act upon the application for oil well permit of the
Behr Oil Company and that no other business can be taken up•that
is not pertinent or related to the subject permit.
City Attorney Bauer, at. the request of Council members, ex-
plained the legal position of the City relative to delaying approval
of an oil drilling application when the area is zoned for oil drill-
ing and the applicant has complied with all regulations required.
Mayor Seabridge asked if anyone present desired to make any
statements. Several people present addressed the City Council
and pointed out that they had purchased property as the area was
zoned for oil production. Also, that at present large suns of
money have been paid for oil leases with definite drilling com-
mittmentso It was also pointed out that a larger fee should be
charged for a drilling permit, increase the amount of bonds re-
quired, soundproof drilling rigs working in .residenti&1 areas,
place adequate mufflers on the mud pumps., not permit unloading of
casing, drill pipe, tubing and rods, between the hours of 7100
P-M, to 7:00 A.M., and to adequately enforce drilling operation
regulations.
On motion by Wood seconded by LeBard the application for oil
well pemrmit of the Behr Oil Company to drill a new well to be
located on Lots 7 and 9. Block 201, in the Huntington Beach Tract,
was granted. Councilman. Bryant voting NO.
On motion by LeBard seconded by Wood the special meeting of
the City Council of the City of Huntington Beach adjourned.
