Commissioners present: Schryer, Tunis, King, Press on Commissioners absent: Davis, Stang Others present: Consultant Engineer Parks City Attorney Bauer Harry A. Overmyer, City Engineer J. L. Henricksen, City Clerk Minutes On motion by King seconded by Tunis the minutes far the meeting of March 16, 1954, as transcribed and mailed by the Secretary was approved. Prop.st,: Chairman Sebryer recg ested Bonsultant Parks to ex. naming & plain the proposed street naming and numbering plan as numbering previously studied by the Planning cOommission upon the plan regiest of the City Council* Consultant Parks placed the plan on the map board and again reviewed for the Commissionery the proposed plan that was worked out upon suggestion of the City Council and pointed out the many difficult problems that are presented and indicated that the original proposed plan as submitted by the Planning Commission for informal review by the City Council would possibly be the better one and not cause too many drastic changes. • Wm.Houston Chairman Schryer read a petition filed by William petition Houston, local real estate operator, reading as follows: to amend' oil drlg. "We the undersigned citizens of the City of Huntington ordinance Beach hereby submit to the Huntington Beach City Council this petition to amend the oil drilling ordinance in zones R10, R20, R30, R40, and C30. The amendment to require the following conditions to be met: 1. No well may be drilled closer than 200 feet to the nearest residence. 2. Pumping units must be electric and set below the surface of the ground. 3. Oil storage tanks set below the surface of the ground. 4. The City license fee to be increased to $500.00, 5. A $5,000,00 clean-up bond must be posted with the City. 6. All drilling rigs must be soundproofed. A 7. The provisions of this ordinance to be enforced by the Engineering Department and the Fire Department of the City." ' 0 • Page #2 Minutes - H.B. Planning Commission Tuesday - April 20.. 1954 The Commissioners held a general discussion upon the request of the petitioners relative to restrictions on drilling operations. Persons present appeared before the Planning Commis- sion and discussed the requested requirements. Purp®se of requirements would force community leases in the residential areas. A study on the request for restricted drilling operations in the City was tabled until a report is made by the Committee from the Chamber of Commerce now, working on the City of Huntington Beach Oil Drilling Code. Consult. Consultant Parks reviewed with the Commissioners Parks- Chapter One of the Huntington Beach Ordinance Code Planning covering Planning with the purpose in mind of possible Code amendments thereto .to include the desired provisions of the State Planning Act. Consultant Parks was instructed to draw up a Flaming Code for the City along lines of the present State Act applying to cities. On motion by'Presson seconded by King the regular meeting of the Planning Commission of the City of Hunting- ton Beach adjourned until 7:30 ofclock P,.M.
