Mayor Seabridge called the regular meeting of the City
Council of the City of Huntington Beach to order at 7:30
o'clock P.M.
Councilmen present: Bartlett, Wood, LeBard, Seabridge
Councilmen absent: Lockett
Minutes: On motion by Wood seconded by Bartlett the minutes of
the City Uouncil for the month of April, 1954s as transcribed
and mailed by the City Clerk be accepted and ordered filed,
was.appr.oved.
Monthly The Clerk read the reports for the month of April, 1954,

On motion by 'Wood sew nded by LeBard the monthly reports
of the department heads as read by the City Clerk be accepted
and ordered filed, was approved.
Business On motion by Bartlett seconded by Wood the applications
Licenses
for license to conduct business in the City of Huntington Beach ,
were granted .as follows:

Berry On motion by LeBard seconded by 'Wood the City Council
lease
trfd. consents to the transfer of the lease agreement between the City
of Huntington Beach and Herbert F. Berry for the operation of a
bait stand on .the Huntington Beach Municipal Pier to L. J.
Bjerknes and said lease be, extended, to December 31, 1956, was
approved.
On motion by LeBard seconded by Wood the City *Council

Public- Hrg.- Mayor Seabridge announced that the hour of . 8s 00 o'clock

ment P.M. was the time set for a public hearing relative to the
abatement of obnoxious or dangerous weeds growing upon or in

front of property in the City of Huntington Beach in accordance
vt th the property described in the resolution of intention, No.
1213, passed by the pity Council.on the 5th day of April, 1954.
The Clerk read the affidavit of posting notices to destroy
weeds, executed by Harry A. Overmyer, 'Street Superintendent,
stating that notices were posted one to each separately owned
parcel of property not ever fifty feet frontage, not more than
two notices to any parcel of one hundred. feet frontage or ,less.
and notices at not more than one hundred feet apart. if_ the
frontage of -such a parcel is greater than. one hundred. feet*
along all the streets and property within the district described

in Resolution No, 1213.
Mayor Seabridge asked if there was anyone present that

had ,any objections tc/ proposed removal of the weeds, rubbish
and refuse and dirt as contained in the notice posted by the
Street Superintendent.
There being no objections raised, written or verbally,
Mayor Seabridge declared the hearing on the notice to destroy
weeds, and remove rubbish and dirt closed.
On motion by Wood seconded by LeBard the Street Superintendent
be instructed to proceed with the, abatement of obnoxious and
dangerous weeds growing upon or .in front.of property and that
rubbish refuse and dirt, in accordance with Resolution of
Intention No. 1213 passed by the City Council: on the 5th day of -
April, 1954, and that the Street Superintendent keep an exact
cost of abatement of the nuisance and certify such cost to the
County Auditor's office for assessment purposes, was approved.
Fireworks -The, Clerk read a fireworks permit form to cover. the .con -
Permit
Form ditions permitting the sale of safe and sane fireworks in the
City of Huntington Beach.
On motion by Bartlett seconded by LeBard, that all fireworks
permit forms are to contain the conditions as outlined in the
fireworks pErmit read by the City Clerk, was approved.

Lee Cham Mayor Seabridge referred the request of Lee Chamness for

ton Beach to the Beach and Pier Committee for study and report.

Service ,Instructer..s f . conference.. to. be held in Santa Monica from
May loth to 14th, inclusive, and expenses be allowed not to
exceed $75.00, was approved.
The Clerk read the claim filed by Belle Tinsley of 309 -
loth Street-- Huntington -Beach, -requesting the City pay damages ,in
the amount of $100,00 to cover cost of glasses and doetorts ex-
pense resulting from a fall at the, corner of Main and Walnut
Streets adjacent to the Secruity First 11at ional Bank.
On motion .by Bartlett seconded by Wood the request of Belle
Tinsley for damages as read by_ the City Clerk be referred to the
Insurance Carrier for_. the.. City of Huntington Beada, was approved.

The Clerk read the notice" of sale of real property as requested
by Mayor Seabridge relative to the sale at public auction of the
following parcels:
Parcel 1: Containing Lots 16 and 18, Block 813, Wesley Park
Tract, minimum acceptable bid $800.00.
Parcel 2: containing Lots 28 and 29, Block 1002 of Vista Del
Mar Tract, Section One, minimum acceptable bid

Mayor. Seabridge..anno.unced._that- .oral bids were now in order
for property in Parcel.. l., and that the first oral bid. must -be
10% higher than the highest, written bid which was $1, 000.00.
Bidding on Parcel 1'continued until the price of-$2,075.00
was bid by Dr. Robert Q. Shupe and there being no further bids the
Mayor declared the parcel sold to Dr. Robert Q. Shupe for the
amount of $2,075.00.
The Mayor stated that verbal bids were now in order for
Parcel 2 and that in accordance with terms of the sale the first
oral bid must be 10% higher than the highest Written bid of
O1,105.00.

Daisy T. Mrs, Daisy Thorpe Hook_ appeared before the City Council and
Hook
complained. about the. condition the Seaboard Oil Company left the
oil drilling site on her property adjacent to Highway #101 and the
Santa Ana River and also reported that large amounts of gas was
earcaping from -the well that was shut off and asked the City to seep
whether they eould'correct the condition as she reported the State
Mining Bureau said it was out- of their jurisdiction.

On motion by LeBard seconded by Mood the' City Clerk be authorized
to notify the Division of Oil and Gas of the State Mining Bureau
and advise them of the gas escaping as reported by Mrb. Daisy Thorpe
Hook, was approved.
