HomeMy WebLinkAbout1954-05-110 r, • MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber, City Hall Huntington Beach, California Tuesday, May 11, 1954• Pursuant to the adjournment of the meeting of the Planning Commission of the City of Huntington Beach on May 11, 1954, Chairman Schryer called the adjourned meeting of the Huntington Beach Planning Commission to order at 7:40 o'clock P.M. Commissioners present: Schryer, Presson, King, Stang, Davis Commissioners absent: Tunis: Others present: Consulting Engineer Parks City Attorney Charles Bauer City Engineer Harry Overmyer City Clerk Henricksen Ruby J. Chairman Schryer announced that a public hearing Fouts= was set for 7:45 o'clock P.M. this date, on a petition petit. for conditional exception and requested the Secretary for coneso to read the petition. exception The Secretary read the petition for conditional exception filed by Ruby J. Fouts, 419 - llth Street, requesting permission to conduct a rest home for the aged on the property zoned as R-3, to be occupied by six persons and,no more and under constant supervision with personnel fully qualified to care for the aged. Filed with the petition were signatures of twenty residents contiguous to the location of the rest home having stated no objection to the operation of a rest home at the given address;. Chairman Schryer asked if there were any one in the audience who wished to make a statement for or against a rest home being established at the address given in thepetitlan for conditional exception• Fire Chief Higgins addressed -the Commissioners and reported that the rest home regulations are covered by State law and investigated by the Social Welfare Bureau of the County and inspected by the local Fire Department, and stated that regulations have.been complied with. There being no further comment for or against the petition for conditional exception Chairman Schryer de- clared the hearing closed. The Commissioners present discussed the applicatImn for conditional exception of Ruby J. Fouts, for the establishing of a rest home at 419 - llth 'Street, and motion by Davis seconded by Stang that the discussion be continued at the next regular meeting of the Planning Commission on May -16, 1954, was approved. Fire Chief Bud Higgins again appeared before the Planning Commission and requested that they make a study to provide in the zoning regulations the operation of children's homes as many such are now operating in the City of Huntington Beach. • • Page #2 Mihutes - H.B. Peterson of 213 Lincoln petit.for Street, requesting permission to drill an oil well and cond.excep, install tanks and -pumping unit and equipment necessary to pump and maintain the oil well in a R-1 Zone located 1,900 feet east along Pacific Coast Highway from the center intersection of Highway 101 and Highway 39 thence 150 feet north on a five acre parcel as designated by the map attached to the petition for conditional exception. Chairman Schryer. asked if any one in the audience wished to make any comments for or against the petition for conditional exception requesting to drill an oil well on the area described in the petition for conditional exception as read by the Secretary. Clark Peterson appeared before the City Planning Commission and r eport�d,_' that a number of wells have been drilled in the general area and their geologists has chosen the present location in accordance with known block faults. There being. no further comments from anyone present, the Chairman declared the hearing closed. After general discussion was held by the Planning Commission, motion by Davis seconded by Presson that the discussion on the petition for conditional exception filed by Clark Co Peterson be continued at -the next regular meeting of the Planning Commission to be held on May 18, 1954, was approved. Election Chairman Schryer announced that in accordance mi th of the By -Laws of the Huntington Beach Planning Commission.. Officers a Chairman, a Vice Chairman, shall be elected from the appointed members and the Secretary from the appointed members or the Advisory officials appointed to serve the Commission each year for one year at the first regular meeting in April of each year or at an adjournment Of the meeting. 1 1 • • Chairman Schryer stated that nominations for Chairman were in order. Commissioner Stang nominated Paul Davis for Chairman. Commissioner King nominated Edward R. Stang for Chairman. On motion by Presson seconded by Davis that hominations for Chairman be closed, was approved. Millard Parks and City Attorney Bauer canvassed the votes cast for Chairman and declared Edward R. Stang elected to the office of Chairman. Chairman Schryer announced that nominations for • Vice Chairman were in order. Commissioner Presson nominated Paul Davis for Vice Chairman, On motion by King seennded by Stang that nominations for Vice Chairman.be closed, was approved. Chairman Schryer stated nominations for Secretary were now in order. Commissioner Davis nominated John Henricksen for the position as Secretary. On motion by King seconded by Stang that the nom- inations for Secretary be closed, was approved. On motion by Stang seconded by Davis the Secretary be instructed to cast a unanimous ballot for John Henricksen for the office of Secretary, was approved. • 1 • On motion.by King seconded by Presson the adjourned meeting of the Planning Commission of the City of Huntington Beach adjourned.
