Mayor 'Seabridge called the regular meeting of the City
Council of -the. -City of Huntington Beach to order at 7:3J
otclock E.M. •
-Councilmen present: Bartlett, Wood, LeBard, Seabridge
Councilmen absent: Lockett
Mayor Seabridge asked if anyone in the audience wished
to bring any business before the City Council,
Donald H. Donald H. Rampton appeared before the City Council and
Rampton
stated that he was buying out Walter Krebs, dba Southwest Sand-
blasting Company, and had applied for an application to do busi-
ness in .the City of Huntington Beach and was informed that it.
would be necessary for Walter Krebs .to reapest the City Council
give consent to the transfer of the agreement with the City.
Donald H.-Rampton was so informed that it was necessary,
for the present owner to req est transfer of the lease.
G.R.Morgan On motion by Bartlett seconded by LeBard the City Attorney •
Lease
�r be instructed to draw up a lease agreement between the City of
Huntington Beach and G. R. Morgan for permission to occupy an
area 100t x 120t on the City -owned property and 50 fee't.off of
Highway #101 and Huntington Avenue for the purpose of conducting
kiddie rides, selling popcorn, soda pop, and sno-cones, between
the period June 7, 1954 to Septmeber 15, 1954, and the City to
receive twenty pe rcent of the gross receipts . and that lessee shall
file evidence of insurance in the amount of $25,000 and $50, 000.00
public liability, and $1,000.00 property damage, and the City {, •
Engineer to prepare a map indicating in red the area to be used,
with the City Attorney, and the Mayor and the City Clerk be au-
thorized to .execute the lease agreement, was approved.
Minutes On motion by 'Wood seconded by Bartlett the minutes of the
City Council meetings for the month of May, 1954, as prepared and •
mailed by the City Clerk be accepted and ordered filed, was
approved.

completion
Council and recommended the final acceptance of the work done
by L. J. Davis on Main -Street from Ocean Avenue to Fifth Street,
and that all material has been furnished and'all work completed
in accordance with plans and specifications.
On motion' by Bartlett seconded by `Wood the contract performed -
by L. J. Davis for improvement of Main Street f rom Ocean Avenue
to Fifth 'Street be accepted_in accordance with the recommendation
of the Ciay..Engineer .and that the City Clerk b e . instructed to
file and record a Notice of Completion, was approved.

1. That no building, structure, tank, sump; reservoir,
rig or equipment be lo.cated.'within- 50.. feet of the
• northeasterly right-of-way line of the existing
State Highway known as Ocean Avenue, or within 50
feet of,any existing County road.
2. That there shall be not more than two identification
signs, a combined area which shall not exceed 12
square feet.
3. That this permit shall not relieve applicant or owner
of land involved or lessee thereof from any of the
requirements of laws and ordinances affecting the
use permitted hereby.
4, That off-street parking- shall be provided upon the
land of owner or lessee -for all trucks, cars and
vehicles incidental to the permitted use as well as
for the vehicles or cars of employees.
5• If the well.. is- abandoned.. or. not operated for a period

On motion by ,LeBard seconded by Wood in accordance. with

the conditions in the recommerydttion of the Planning Commission
of the City of Huntington Beach, the City Council grant the
petition for conditional exception of Clark C. Peterson to
• drill' for oil, gas, and other hydrocarbons together with uses
for commercial puposes on the property described in the peti-

District and the Public Recreation Commission of the City of
Huntington Beach to use certain Union High School facilities;
for recreation activities during the months of June, July, and
August, 1954, was approved.
On motion by Wood seconded by Bartlett the report of Diehl
and Company,. certified..p.ubli.c accountants, covering the examina-
tion of the accounts and records of the City of Huntington Beach
for the quarter ending March 31, 1954, be accepted and ordered
filed, was approved.
The Clerk read a _letter received from the County .Sanitation
Districts of Orange County, California, informing the City that.
the Orange County Sanitation Districtst construction program is
now fully complete, formal acceptance was made on the sewage
treatment plant which was the last unit on May 26, 1954, and that
raw sewage effluent from District No. 11 was bypassed from 'the
.Huntington Beach treatment plant on the morning of May 25th and
the sewage was used for test purposes during that week, and that
when the budget was prepared. for the District No. 11 in July of
1953- a levy of .064k. per $100 ass.ess.e.d valuation was levied to
cover sewage. disposal.-co.s.ts., line_ .ma.intenan.ce., etc., for sewage
originating Vrithin. the- dis.tr_i.ct:; therefore, beginning as of June
1, 1954, sewage disposal costs will be paid by District No. 11 for
this service.
On motion by Bartlett seconded by 'Wood the City Clerk be
instructed to write a letter to the Talbert Drainage District
to express the appreciation of the City of Huntington Beach for
the use of the Drainage District canal for disposal of the
effluent from the Huntington Beach Municipal Sewage Plant for the
many years it was used and for the splendid cooperation and
friendly negotiations the City has had with the District; was
approved.
On motion by LeBar.d. seconded_ by. Bar.tlett that the names;
submitted by the Chief Lifeguard_.Fr.ed. Swartz., for lifeguard
service for, the 1954-1955 season, was approved.
