Chairman Stang called the regular meeting of the
Planning Commission of the City of Huntington Beach to
order at 8:40 o'clock P.M.
Commissioners present: Schryer, Presson, Davis, Bardwell,
Stang
Commissioners absent: Irvine, Bazil

On motion by Schryer, seconded by Presson, the minutes
of the meeting of August 31, 19549 as transcribed and mailed
by the -Secretary be accepted and ordered filed was approved.
R.J.Watkins-
The Secretary reported that R. J. Watkins had filed
hrg.set for
a petition for conditional exception for the purpose of
5:00 PM,
drilling for gas and oil on the Surf Land and Water Company

acreage east of Highway #39 and requested that the date
be set by the Commissioners for a hearing.
The Secretary was instructed to publish legal notice
setting the hearing for 5:00 o'clock P.M. October 4, 1954-
Chairman Stang re -opened the continuation of hearing
on the proposed A-1 District.
There being no one present to make statements for or
against the proposed district, Chairman Stang declared the
hearing closed.

Chairman Stang read Resolution No. 31, a reaolution of
provisions
the Planning Commission of the City of Huntington Beach
for A-1
recommending the doption of the provisions for an A-1
District
District as an amendment to the Huntington Beach Ordinance
Code:
"WHEREAS the Planning Commission of the City of Hunting-
ton Beach has found that provisions for a new District
should be adopted because ex_sting Districts or Zones are
not considered to be entirely suitable at the present time,
for certain portions of the City, including the area between
Hampshire Avenue and the Santa Ana River and lying northerly
of the Coast Highway and southerly of Atlanta Street, and

WHEREAS the Commission has formulated provisions or
regulations for a new district to be known as the A-1
District or Agricultural District which would permit oil
well drilling, and has held one public hearing thereon
as required by law, on August 31, 1954, which hearing may
be summarized as follows: No persons being present to
speak either for or against the proposed regulations the
hearing was continued to September 21, 1954, on which
date the hearing was re -opened, and as no one was desirous
of being heard in the matter the hearing was closed.
NOW THEREFORE BE IT RESOLVED that the Commission does
hereby recommend the adoption of the provisions for the
proposed A-1 District as shown on the copy attached hereto
and entitled Article 946, A-1 District, Agricultural District."

On motion by Davis seconded by Schryer Resolution
No. 31, a resolution of the Planning Commission of the City
of Huntington Beach rexommending the adoption of the pro-
visions for an A-1 District as an amendment to the Hunting-
ton Beach Ordinance Code, was passed and adopted by the
following roll call vote:

Bardwell,
Stang
NOES: Commissioners: None
ABSENT: Commissioners: Irvine, Bazil
Commissioners:
Presson, Schryer, Davis,
Consultant Parks discussed in detail the problems
presented when setback lines are established and pointed
out under the present set back regulations in the Hunting-
ton Beach Ordinance Code requirements are measured from
the lot or street lines instead of the established set
back lines, and recommended changes in the Huntington Beach
Ordinance Code to correct the situation.
The Commissioners present reviewed the present Hunting-
ton Beach Ordinance Code sign regulations and reviewed the
inconsistencies and conflicting regulations that now
exist.
On motion by Presson seconded by Davis the Planning
Commission of the City of Huntington Beach adjourned until
5:00 o'clock P.M., October 4. 1954.
