The Clerk reported that the Planning Commission of the
City of Huntington Beach held a public hearing at 5:00 o'clock
P.M. Monday, the 4th day of October, 1954, for the purpose
of considering .a petition for conditional exception to regu-
lations of the districting ordinance to permit the drilling
for oil, gas and other hydrocarbons together with the neces-
sary structures generally used in drilling and producing.oil,
gas, and other hydrocarbons, and there being no verbal or
,written statements filed ,for or against the petition for
conditional -exception the hearing was closed, and after
deliberation by the Planning Commission the following action
was taken:

"On motion by Schryer seconded by Davis the Planning Com-
mission of the City of Huntington Beach recommend to the
City Council the approval of the petition for conditional
exception .of R. B. Watkins for permission to drill an oil
well together with all. the necessary structures generally
used in drilling and producing oil, gas,..and other hydro-
carbons, upon the property described as the N2 of the
N.WT1 of the SE4 of Section 13, Township 6 South, Range 11
West, and said variance be subject to the Huntington Beach
Ordinance Code Sections 9462.20. 9462.21, 9462.22, 9462.23,
and signs be limited.to two in number and each.have.an,.
area of not over twelve square feet. Motion carried by
the following roll call vote:

On motion by Lockett seconded by Bartlett the request of
R. B. Watkins for termination of G1ens.Falls Indemnity (�om-

Deeble No. 1, and located 860 feet south, 1420 feet east of the
center line of Hamilton and Newland Streets and filing a survey
of the well in compliance with Section 2427.3 of the Huntington
Beach Ordinance Code, and the surety company and the owner be

delivery of the Gar Wood 16 cubic yard capacity load packer with
truck, cab and chassis, be taken under advisement by the City
Council, was approved.
On motion by Bartlett seconded by Lockett the request of Lem
Berry, Manager of the Municipal.Trailer Park, to take his vacation
to start October 9, 1954, and for Helen Copeland to be left in
charge at .the Municipal Trailer Park during the absence of Lem
Berry, was approved.
The Clerk read Resolution No. 1228, a resolution of the City
Council of the City of Huntington Beach authorizing anc`amendment to
the agreement with the City of ,Seal Beach, Orange C,oufity Water
Works District No. 3, and Orange County Water_: Works District No. 5,
which agreement was executed. as of the lst day of December, 1953,
relating to the appointment of members to the West Orange County
Water Board. ,

A-1 District Beach held a public hearing at 8:00 o'clock P.M,., on Tuesday, the
31st day of August, 1954, on the,intention of,the City Planning
Commission to initiate a proposal to amend the Huntington Beach
Ordinance Code by establishing provisions for a new district to
be known as the A-1 District and proposing amendments in connection
therewith and that said hearing was continued at the meeting held
on September .21, 1954•
The Clerk read the provisions of the A-1 District and reported
that at the meeting held on September 21, 1954, continuing the
hearing.on the proposed A-1 Distr ict,,the Chairman declared the
hearing closed after due deliberation by members of the Planning
Commission as there was no one present to offer any statements
for or against the proposed A-1 District, and that the Planning
Commission passed and adopted their Resolution No. 31, a resolution
of the Planning Commission of the City of. Huntington Beach recom-
mending the adoption.of the provisions, for an.A-1 District as an
amendment to the Huntington Beach Ordinance Code, and to be entitled
Article 946, A-1 District, Agricultural. District.
The Mayor instructed the Clerk to have copies made of the
proposed A-1 District and. mailed to all members of the City
Council for further study and consider ati.on.

The Clerk read a communication received from Edward P. Shaw

protesting the issuance of any oil well drilling permit'or variance
that would permit locating a drilling or pulling unit derrick within
