The City Clerk was instructed to prepare,a map and have pub- lished in the Huntington.Beach News outlining on said map the area re- stricted or prohibited for oil, the area in which oil well drilling and production is prohibited., 0 Page.#3 Minutes - December 20, 1954 J.S.Barrett The Clerk read the report of City'Engineer Harry A. bid Storm4:Di-ain. Overmyer, stating that he analyzed the bids submitted for the con- struction and installation of a reinforced concrete pipe storm drain located on 7th,Street between,Ocean and Walnut Avenues, and Walnut Avenue between 5th and 8th Streets, and the analysis shows that the bid submitted by J. S. Barrett, Box 2126, Santa Ana, California, in the amount of $32,782.50, to be the lowest responsible bid. On motion by LeBard seconded.by Lockett,in accordance with J.S. Barrett, bid.accepted. the report of the City Engineer the bid of J. S. Barrett, Santa Ana, Alter Curb & gutter, Or.Co. Ceramic Tile Mfg.Co. Agrmt.Calif. Civil Defense R�so. 1232 read .& adopted Avoid any tr-espass- P.E.Tracks. California, submitted for.the construction and installation of a rein forced concrete pipe storm drain located on 7th Street between Ocean and Walnut Avenues, and Walnut. Avenue between 5th.and 8th Streets, be accepted and the Mayor and City Clerk be'authorized to execute the eontraat and all other bids be rejected and the cost of the construction be charged to the Capital Outlay Reserve Fund, was approved by the, following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge. NOES: Councilmen: None. ABSENT: Councilmen: None. On motion by Bartlett seconded by Lockett the request of Orange County Ceramic Tile Mfg. Company, for permission to alter the curb and gutter a distance of 24 ft. fronting Frankfort Street, and said alterations be subject,to the supervision of the City Engineer, was approved. On motion by LeBard seconded by Terry the Mayor and City Clerk be authorized to execute the agreement between the State of California Office of Civil Defense .and the City of Huntington Beach for.the loan of two Ion Chamber Instruments, was approved. The'Clerk read Resolution No. 1232, a resolution of the City Council of the City of Huntington.Beach canceling the agreement of December 1, 19.53 relating to the establishment•of the West.Orange County Water Board under the Joint P6wers Act of the State of California. On motion by Lockett seconded'by Bartlett Resolution No. 1232, was passed.and adopted by the following roll.call vote: AYES: Councilmen: -.Terry, Lockett, Bartlett, LeBardp aeabridge NOES: ABSENT: Councilmen:. None, Councilmen: None. On motion by LeBard seconded by Terry the request of Chief of Police Ben Dulaney to make arrangements to avoid any trespass south of the Pacific Electric tracks at the unimproved extension of llth Street, be granted, was approved. . i Page # 459 Minutes- December 20, 1954 On motion by LeBard seconded by Lockett the demands as Demands approved by.the- Finance Committee be ordered paid, was approved. Councilman Lockett reported to the City Council that the John P. Green, satisfactory Building Committee had checked into the request of John P. Green for location a building site near the old airport and stated that they had. arrived at a satisfactory location covering an area of 851 x 200' north of the road and -south of the sewage plant. Agreement. On motion by Lockett seconded by Terry the City Attorney be John P. Green Instructed to draw up a lease agreement with John P. Green for a • site in line with the area and terms as outlined by the Chairman of the Building Committee, was approved. On motion by LeBard seconded by Terry the Mayor and the City Execute Easement Clerk be authorized to execute the easement on behalf of the City, P.E.R.R. between the Pacific Electric.Rdilway Company and the City of Huntington Beach covering an easement for storm drain at 7th Street, was approved. File quiet On motion by Bartlett seconded by Lockett the City Attorney title re: be authorized to file suit to quiet title on Lots 19 and 20, Block i Lots 19 & 20, Blk. 913, 913, Wesley Park Section, Huntington Beach, as shown on map recorded W.P.Tr, in,Book 4, Page 17, Miscellaneous Maps, Records of Orange County, California, was approved. On motion by LeBard seconded by Lockett that as Christmas, Friday, Dec.24th, Day falls on Saturday, Friday be declared a holiday.for all City holiday - City Empl. personnel consistent with public health and safety, was approved, On motion by LeBard seconded by Bartlett the City Council of the City of Huntington Beach adjourned until 7:30 o'clock P.M., December 28th, 1954, was approved.
