Tuesday, December 28, 1954
Pursuant to adjournment of the regular meeting on Monday,
December 20, 1954, Mayor Seabridge called the adjourned meeting
to order at 7:30 o'clock P.M.
Councilmen present: Terry, Lockett, Bartlett, LeBard, Seabridge
Councilmen absent: None.
On motion by LeBard seconded by Lockett the applications
for license to conduct business in the City were granted as
f ollows;
Bell House Movers, Inc., house moving.
Parker Brothers, wheel -tax (vacuum tank truck).
Fix and Brain Truck Service, wheel -tax (vacuum tank truck).
Howard B. Beam, peddling produce.(veteran's license).
Kimeth Millikin, peddling produce (veteran's license).
Soll Core Barrel Company, wheel -tax (Oil tool rental & service).
On motion by Lockett seconded by LeBard the Pacific Employers
Insurance Company surety bond for Bell House Movers, Inc., be
accepted and ordered filed, was approved.
On motion by Bartlett seconded by Terry the application
for oil well permit of Joe Cooper and J. E. Brain - dba Cooper
and Brain to drill a new well, Freeman No+ l on Lots 12 and 14
Block 105, Huntington Beach Tract, was granted.
On motion by LeBard seconded by Bartlett the application
for oil well permit of E. A. Shamlin to drill a new well on
Lots 5 and 7, Block 302, Huntington Beach Tract, was granted,
On motion by Bartlett seconded by LeBard the application
for oil well permit of Mitchell and Terry to drill a new well
on Lots 12 and 14, Block 201, Huntington Beach Tract, was granted.
On motion by LeBard seconded by Terry the application for
oil well permit of Albercalif Petroleums Ltd., to drill a new

well Jack B. Crawford Huntington No. 10, at Golden Eagle Motel
and Trailer Park, south side of Atlanta Street, subject to
filing a satisfactory map with the City Engineer, was granted.

The request of. Camay Drilling Company for permission to
remove two to four Palm Trees from the parkway in front .of
Lots 22 and 24, Block 201, on both sides of Second Street,
was referred by Mayor Seabridge to the Streets and Parks
Committee for study and report.
The Clerk reported on the action of the Planning Commission
relative to the public hearing Held by the Commission December
21, 1954 on the petition for conditional exception filed by
Russell B. Watkins for permission to drill for oil and gas and
other hydrocarbons on property described and located.1360
feet south and 1520 feet east from center Section 13, TWP 6 S.,
R. 11 W., (EAst" of SE .1, Section 13, TWP,,,6 S., R. 11 W.).

No written or verbal statements were filed with the Com-
mission for or opposed to the variance request of R. B. Watkins.
The Clerk read the motion of the Planning Commission as
follows:
"Motion by Schryer seconded by Presson the Planning Commission
of the City of Huntington Beach recommend to the City Council
the approval of the Petition for Conditional Exception of R. B.
Watkins for permission to drill for oil and gas together with
the necessary structures generally used in drilling and producing
oil, gas and/or other hydrocarbons,.upon the property described
as the East 1/2 of South�East 1/4, Section 13, Township 6
South (1360 feet.South and 1520 Feet East from Center of Section
13, Township 6 South, Range 11 West), subject to the following
conditions:
Such operations and construction shall be in conformity
with the Huntington Beach Ordinance Code provisions.
The -uses permitted shall not be construed as permitting
rotary mud.dumps, sumps or disposal, pettoleum refining,
or processing or storage of oil or gas .in tanks exceeding
one -thousand (1000) barrel capacity a.nd,not to exceed
sixteen feet in height.
All surface equipment such as top of well, pumps, tanks,
and the like shall be at least one -hundred fifty (150')
feet from the nearest portion of any public road, street
or.State Highway, and shall also be at least twenty-five
(25) feet from any lot line which is not common with a
public road, street or state highway line.

Signs shall be limited to two in number and each
have an area of not over twelve square feet.
Motion carried by the following roll call vote:

Cond.Except. On motion by LeBard seconded by Bartlett the Petition for
R.B.Watkins.
approved Conditional Exception of R. B. Watkins as recommended for
approval by the City Council and subject to the conditions out-
lined by the Planning Commission was approved by the following
roll call vote:

New Well On motion by Bartlett seconded by Terry the application

for oil well permit of Russell B. Watkins to drill a new well
Deeble No. 2 to be located in the E. of SE , Section 13,_
Township 6 South, Range 11 West., 1360 feet South and 1520 Feet
East from center of Section 13, Township 6 South, Range, 11 W.,
subject to filing of satisfactory cleanup and drilling bonds,
was granted.
Tent.Map The Clerk reported on the action of the Planning Commission
Tract #1776
relative to the Tentative Map of Tract No. 1776 being a sub-
division of a portion of Blocks 2407 and 2408 of Eastside Villa
Tract. The Planning Commission studied the Tract Map at meetings
held on November 16th and December 21st.
The Clerk read the motion of the Planning Commission as
follows:
"Motion by Bazil, seconded by Presson the Planning Commission
recommend to the City Council the approval of Tentative Map Tract
No. 1776, subject to the following conditions, was approved;
1. Street to be named "North Georgia Street".
2. Alleys to be made 20' wide.
3. The Street to be not less than 60 feet wide.
4. Yorktown to be widened to 40, on south half for the full
extent of the parcel to be subdivided.
5. That sewer mains and laterals be constructed by the sub-
divider by agreement with the Council.
6. That the southerly half of Yorktwon Street and both
alleys be paved according to City standards, or funds to
pay for same be paid to the City.

7., That drainage is provided according to plans approved
by the City Engineer,
8, That Lots 4 and 6 be adjusted after parcel to south of
Lot 4 is shortened 20' to comply with record maps, (It
appears to be incorrectly shown at present.
9. That no lot have an area of less than 5000 sq. ft., and
that lots not fronting upon the turning circle have a
frontage of at least 50' .
10. - That the typical street section shown be elitinated,
11. That a report from the City's Health Officer be secured.
before a decision in the matter of cesspools is made,
12. That the boundary be made to include the south half
of Yorktown across the proposed subdivision."
The City Council deferred action on Tentative Map Tract
No. 1776 until more information is available or presented.
On motion by LeBa.rd seconded by Bartlett the adjourned
meeting of the City Council adjourned.
