Councilmen present:. Terry, Lockett., Bartlett,. LeBard, Seabridge Councilmen absent: None•. Mayor Seabridge announed that a public hearing was set for 4:30 o'clock P.M. this date and asked the Clerk.to read the notice of_ hearing. The Clerk read the notice of hearing -of petition for special permit published in the Huntington Beach News January 20, 19559 calling for hearing for a special permit under Section 2423 to 2425.8•of Article 242 of the Huntington Beach Ordinance Code, said hearing set for Monday the 24th day of January, 1955, at 4:30 o'clock P.M. of said -date, in the Council.Chamber of the City Hall, located in the City of Huntington Beach. The Clerk read the application of R. B.. Watkins for .special permit under Section 2423 to„2425.8 inclusive of Article•242 of, the Huntington Beach Ordinance Code as amended requesting a special permit to drill an oil well to be located on Lot 2, Block 301, Hunt- ington Beach Tract, and 'said well location to be within 55 feet from Second Street and 16 feet from Olive Street, and that said application was signed by the applicant and duly notarized. Mayor Seabridge asked if anyone wished to make a statement for or against the application for special permit of; 8. B. Watkins as read by the Clerk. There being no statements filed written, or verbal, Mayor Seabridge declared the hearing closed. On motion by Bartlett seconded by Terry, 8, R. Watkins be granted . the Special Permit to drill an oil well on Lot 2, Block 301, Huntington Beach Tract In the City of Huntington Beach, in accordance with provisions set out in the matter of the application for special permit was approved by the following roll call vote: AYES:. Vivian Fennell, the business of cafe at 2131 Main Street, Huntington Beach. Comet Drilling -Company, the business of oil well drilling. Orville A. Stanford, the business of oil well drilling contractor. On motion by*Bartlett seconded by Terry the request of Monarch Oil and Gas and Fischgrund for permission to remove two palm trees from the parkway at Lots 10, 12, and 14, Block 206,,Huntington Beach Tract, and said -removal expense to be borne by applicant and said, work to be done under the supervision of the City Engineer, was approved. On motion by Bartlett seconded by LeBard -the application for oil well permit of R. B. Watkins to drill a new well Yelle No. 1 to be locatedon Lot 2, Block 301, Huntington Beach Tract, was granted. On motion by LeBard seconded by Lockett the application for oil well permit..of Recknagel, Mangold, and Wagner, to drill a new well Dorn #2, to be located in Block 412, Huntington -Beach Tract,_ was granted. On motion by Terry seconded by Bartlett the application for oil well permit of Mitchell and Terry to drill a new well Sheffield No. 2, to be located on Lots 12'and 14, Block 201, Huntington Beach Tract, was granted. On motion by LeBard seconded by Lockett the application for oil well permit of R. B. Watkins to whipstock Derigo-Wood ##1, to be located on Lots 19, 21, 23, and 25, Block 202, Huntington Beach Tract, was granted. On motioh. by Bartlett seconded by LeBard the application for oil well 'permit of A. B. Watkins to whipstock well Sanders No. 1 to be located on Lots 19., 21, 23, and 25, Block 202, Huntington Beach Tract, was granted. On motion - by Bartlett seconded by LeBard the application for .oil well permit of Warren L. Meeker to drill a new well Cookerly No,. 1, to be located on-Lots-6 and-7,. The Clerk -read the notice of -public healing before the Public re: finer. in gas rates Utilities'Commission of the State of California in the matter of the application of Southern California.Gas Company and the Southern Counties Gas Company of California, for increases in gas.rates to offset higher rates for but -of -state gas which it -is anticipated and will have to be paid to the E1 Paso Natural Gas Company starting April 15,•1955, and, said hearing to be held.at 10:00 A.M., Friday, February 4, 1955 -in the Commission Court Room, their building, 145 So. Spring Street,'. Los'Angeles, California, at which time and place all interested parties may.appear and be heard. Leases & The Mayor announced the City Council would receive for study and proposal re: City- review Gas and Oil leases signed.by the principals, for the leasing owned land of the City°s 46 acre parcel and other City owned land in which the. City has an interest. Combs - Lease Freemen Fairfield - Lease George Cameronrop6sal At 6:45 o'clock P.M. the Mayor.recessed the meeting until 8:00 o'clock -P.M. to continue the -study of the leases and the proposal.. The Council reconvened at 8:10 o'clock P.M. -at which time the Mayor called the meeting to order and the Council continued to review and study the leases and proposal.for the.leasing of the City's 46 acre parcel and other city -owned land in which the City has an interest. Councilman Terry, Chairman of the Oil -Committee, announced the Oil -Committee and members of the City Council, after studying the Gas and Oil leases executed by.the Principals and one proposal of George Cameron, to enter,i#to a lease with the City to,develop the City's 46.acre parcel and other City -owned land'in which the City has an Interest, determine and f.Ind it to --the .best interest of the City to enter into a lease agreement with the- Signal ftls and Ga& Company, and handed the Clerk.a resolution.to r.ead.and.instructed the Clerk to f write in the name of the Signal Or-1- and GA&�.Company in the spaces provided. The Clerk numbered the resolution No.. 1234 and read the resolution in full. On motion by Lockett seconded by LeBard Resolution No. 1234 was passed and adopted by the followingz-•roll call vote: AYES:- Councilmen: Terry, Lockett,.Bartlet.t, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None Mayor Seabridge asked if there was anyone present that wished to .bring up any business before the City Council,_ Paul Patten addressed the City Council and challenged the City Council -to enter into an oil and gas lease with the Signal Oil & Gas Company without first having retained a petroleum engineer to study the -leases presented and making recommendations. Virginia Darden addressed the City Council and also questioned the Council's decision to enter into a lease agreement without con- sulting a qualified petroleum engineer for a review of the leases and 'recommendat ions•. On motion by Bartlett seconded by Lockett -that all authorized gas and oil leases and the proposal of George Cameron be rejected and the City Clerk be instructed to return all bonus checks received, was approved. J 1• 4173 Page #6 Minutes - Monday, January 24, 1955 Socal Oil On motion by LeBard seconded by Bartlett that the City accept receives gasoline Re - the low bid of Socal 011 and Refining Company to furnish the City contract of Huntington Beach with gasoline requirements.for the year commenc- ing February 16, 1955, and all other bids be rejected, was approved. On motion by Bartlett seconded by LeBard the City Council ad- journed until 7:00 o'clock P.M, Monday, January 319 1955.
