Mayor Seabridge called the regular meeting of the City
Council of the City of Huntington Beach to order at 7:30
O'clock P.M.
Councilmen Present: Terry, Lockett, Bartlett, LeBard, Seabridge

On motion by LeBard seconded by _Terry the applications
Business for license to conduct business in the City of Huntington Beach

The Clerk read a letter from Royalty Service Corporation
Royalty Ltd., offering a proposal to lease from the City of Huntington

Corp. Beach, for the production of oil and gas, City -owned property
described as lots 1, 3, 17, 19, in Block 315, and Lots 2, 42
15, 17, 19, 21, in Block 215, all in Huntington Beach Tract,
with lease to provide for a 1/6th .royalty, and to run for a
period of two years with a rental provision of $10.00 per lot

The request of Royalty Service Corporation, Ltd., to
lease certain "City -owned property for the production of oily

The Clerk read a letter from Walter S. Minnis of 217
Lincoln Street, Huntington Beach, requesting to purchase from
the City, Lots 9 and 10, Block 1202, Vista Del Mar Tract, for
the amount of $1,000.00, and enclosed a cashier's check in
the amount of $100.00 representing 10% of their offer.
On motion by LeBard seconded by Bartlett, the City
Attorney be authorized and instructed to obtain a title re -
portion the City -owned property described as Lots 9 and 10,
Block 1202, Vista Del Mar Tract, and to report to the Council,

The clerk read the notice of hearing on petitions for
special permits published in the Huntington Beach News, Feb-
ruary 10, 1955, on petitions for special permits under Sec-
tion 2423 to 2423.8 of Article 242 of the Huntington Beach
Ordinance Code, as amended, of the City of Huntington Beach,
California.
The Clerk read the applications for Special Permits of
Std. Oil Standard Oil Company of California, for nine oil wells to be

Mayor Seabridge asked if anyone in the audience wished

permits as read by the Clerk. There being no statements
filed for or against the request either verbally or written,

B. Watkins to drill an oil well located on Lots 1 and 3, Block
202, Huntington Beach Tract, and the center of the hole of the
proposed well to be within 15 feet of the property line.

for oil well permit of Beloil Corporation, Ltd., t to drill
a new well, vghipstock, Collins -Terry 2, to be located on Lots
18 and 20, Block 105, Huntington Beach Tract, was granted.
The clerk read a letter from Milton Barratt & Ernest
W. Bysshe Jr., who are the owners of Cleveland Petroleum Com-
pany, in regards to Oil Well Permit No. 869 issued January 20,
1955, to drill a directional well, #5-1, from surface location
on Lot 18, Block 305, and stated that said application, agree-
ment and bonds were erroneously prepared and submitted by and
on behalf of`Cleveland Petroleum Company, and hereby request
the City Council to cancel said permit and bonds now on file
as they are submitting a new application, agreement and bonds
in the name of Barratt & Bysshe.
On motion by Bartlett seconded by Lockett, the request
of Barratt & Bysshe for cancellation of oil well permit #869
and bonds issued in the -name of Cleveland Petroleum Company,

meters were suggested to pay the cost of the projects which
could be realized in two or three years.
2. That the old rest rooms under the Municipal Pier and the
Pavalon Building be repaired and modernized.
3. That a new rest room be planned on the beach between 5th
and 6th streets just west of the Huntington Beach Plunge. It
was felt that the rest room situation, in view of the tremendous
crowds already witnessed and expected this year and the years to
come are of prime and immediate importance.
The request of the Huntington Beach Chamber of Commerce for im-
provements on the beach front was referred to the Beach and Pier
