Pursuant to adjournment of February 15th meeting the
adjourned meeting of the Huntington Beach Planning Com-
mission was called to order at 7:3 0 o'clock P. M. by the
Chairman.
Commissioners Present: Schryer, Bardwell, Stang, Bazil
Commissioners Absent: Presson, Davis, Irvine
Others Present: Consultant Parks
Minutes On motion by Schryer seconded by Bar dwell the min-
utes of the meeting of January 31, 1955, as mailed by
the Secretary be accepted, was approved.
Resign.- The Secretary read a letter of resignation df Com-
missioner Irvine.
The Planning Commission recommerided the letter of
resignation of Commissioner Irvine be forwarded to the
City Council for their consideration.
Chairman Stang opened the public hearing on the
petition for conditional exception filed by R. B. Wat-
kins.

for the purpose of drilling for the production of oil
and gas.
The Secretary reported that there were no written
or verbal statements filed for or against the request
for petition for conditional exception of R. B. Watkins,
Chairman -Stang declared the hearing closed.
On motion by Schryer seconded by Bazil, the Plan-
ning Commission recommend to the City Council that the
request of R. B. Watkins for petition for conditional
exception to drill for oil and gas on the property de-
scribed as the SW- of Section 13, T17P 6 S, R 11 W, and `
well to be located 150 feet south of Hamilton and 150
feet east of Newland Street, was approved, subject to
the following conditions:
Such operations and construction shall be in
conformity with the Huntington Beach Ordinance
Code provisions.
The uses permitted shall not be construed as
permitting rotary mud dumps sumps or disposal,

petroleum refinning or processing or storage
of oil or gas in tanks exceeding 1,000
barrel capacity not to exceed 15 feet in
height.
All service equipment such as top of
well, pumps, tanks, and the like, shall be
at least 150 feet from the nearest por-
tion of any public road, street, or state high-
way, and shall also be at least 25 feet
from any lot line which is not common with
a public road, street, or state highway line.
Signs shall be linited to two in number and
each have an area of not over twelve square
feet.
Motion carried by the following roll call vote:

Beginning at a point on the Easterly boundary line
of City of Huntington Beach distant Northerly 150
feet measured at right angles to the Northerly line
of Pacific Coast Highway and proceeding in a north-
westerly direction parallel to and 150 feet North-
erly of, measured at right angles to said Northerly'
line of Highway, 660 feet;- thence in a Northeast-' -
erly direction and at right angles to said Highway
to the Northerly line of Seaboard Oil Company ? s
Thorpe lease; thence Southeasterly along said North-
erly lease line to the Easterly line of City of Hunt-
ington Beach; thence Southeasterly along said City
line to the point of beginning.
On motion by Schryer seconded by Bazil the Sec-
retary be instructed to publish notice for public• -
hearing on the petition for conditional exception
filed by Seaboard Oil Company, calling for a hearing
at 8:15 o'clock P.M., Tuesday, March 15, 1955 was
approved.
Chairman Stang read the petition for conditional
exception filed by Seaboard Oil Company requesting
permission to drill for oil and gas on property des-
cribed as that part of the NW! of Section 19, TIVP 6
South, Range 10 West, and the NE4 of Section 2L{, TWP
6 S, Range 11 West, County - of Orange, State of Cali-
fornia, described as follows: .

Beginning at the point of intersection of the North-
erly line of the Seaboard Oil Company's Thorpe lease
with the Township line between said Section 19 and 24
and proceeding in a Southeasterly direction along said
Northerly line of the Thorpe lease, 660 feet; thence
Southwesterly and at right angles to'the Northerly
line of Pacific Coast Highway to a point 150' distant
Northeasterly from said Highway; thence parallel and 150'
distant measured at right angles from said Northerly
line of Pacific Coast Highway 660 feet; thence North-
easterly to the point of beginning.
On motion by Schryer seconded by Bazil the Sec-
retary be instructed to publish notice for public
hearing on the petition for conditional exception
filed by Seaboard oil Company calling for a hearing
at 8:30 o'clock P. M., Tuesday, March 15, 1955, was
approved.
Reso. #32 Chairman Stang read Resolution No. 32, a reso-
re: New lution of the Planning Commission of the City of

low:
"WHEREAS the southerly end of Newland Street
connects with Ocean Avenue at a sharp angle which is
known to be poor design particularly where a State
Highway is concerned, and

ments in street alignment is prior to development
on either side and this situation now prevails in the
case of Newland Street at said location,
NOW THER-FORE BE IT RESOLVED, -that said Com-
mission does recommend to the City Council that the
proper city officer negotiate with the owner of the
land on each side of Newland Street, with respect
to acquisition, by trade or otherwise, of a strip
of land 84 feet wide and approximately 400' feet long
for street purposes and having its longitudinal center
line at right angles to the Coast Highway and joining
the existing center line of Newland Street, 400 feet,
more or less from the Highway, preferable by a curve,
so that the approach to the highway from Newland Street
will be at or near right angles as in the case of Hunt-
ington Avenue, and Wright Street, and that at such
time as this is accomplished the southerly portion of
Newland Street thus cut off be abandoned, all sub-
stantially in accordance with the attached map, and
BE IT FURTHERRESOVED that the 84 foot width
proposed be obtained as it is considered that this
width will be required in the future on these
through streets, which are approximately one-half

mile apart, to provide two - 12 foot traffic lanes,
an 8 foot parking lane, and a 10 foot sidewalk
or parkway area, on each half of the street."
On motion by Schryer seconded by Bazil Reso-
lution NO. 32, a resolution of the Planning Com-
mission of the City of Huntington Beach relative to
Newland Avenue,.was passed and adopted by the
following roll call vote:
AYES: Commissioners: Bar dwell, Bazil, Schryer,
Stang
NOES: Commissioners: None
ABSENT: Commissioners: Presson, Davis, Irvine
On motion by Schryer seconded by Barwell the

review the tentative tract maps presented by the
County of Orange Planning commission to the Hunting-

make their recommendations directly to the County

On motion by Bazil seconded by Bardwell Con-
sultant Parks be requested to make a study of set-
backs within the City boundaries east of Hamshire
Avenue.
On motion by Schryer seconded by Bazil the
-Planning Commission of the City of Huntington
Beach adjourned.
