Councilmen Present: Terry, Lockett, Bartlett, LeBard, Seabridge Councilmen Absent: None .On motion by LeBard seconded by Lockett the application for Business Licenses license to conduct business in the City of Huntington Beach were granted as follows: Wayne Hukill, Lawndale, California, the business of contractor, wrecking. L. R. Reinhardt, Oakdale, California, the business of neon sign at 225 - 5th Street. James M. Nelson, the business of welding (portable) Roy Tucker1s Service, 326 - llth Street, Huntington Beach, the business of janitor service, upholstery and rug cleaning. Maynard P. On motion by Lockett seconded by Terry Ordinance No. 622 was passed and adopted by,the following roll call vote: AYES: Councilmen: Terry, Lockett, LeBard, Bartlett, Seabrid ge NOES: Councilmen: None ABSENT: Councilmen: None The Clerk.gave Ordinance No. 623, an ordinance of the City Ord. #623, f 1st rdg. of Huntington Beach, California, relating to uses permitted in the A-1 District, adding Section 9462.10 to the Huntington Beach Ordinance Code its first reading. The Clerk reported the Planning Commission of the City of Huntington Beach held a public hearing on the Petition for con- ditional exception filed by the Church of Christ at their regu- lar meeting held on March 15, 1955. The. Clerk read the petition for conditional exception of Church of Christ the Church of Christ of Huntington Beach requesting permission variance to build a church and parsonage on Block 1015, Wesley Heights Tract, City -of Huntington Beach, presently zoned easterly one half R-1 and the westerly one-half R-1-0, and the church will include sanctuary and Sunday School rooms and there will be a parsonage. The Planning Commission had no protests filed verbally or written for or against the petition for conditional exception of the Church of Christ of Huntington Beach The following motion was made by the Planning Commission: "On motion by Schryer seconded by Davis the Planning Commission of the City of Huntington Beach recommend to the City Council to grant the variance requested by the Church of Christ` of Huntington Beach to build a church and parsonage on the property described as Block 1015, Wesley Heights Tract, subject to the fol- lowing conditions: 640 4 9 9 Page #3r Minutes - Monday, March 21, 1955 1. There shall be a front yard of ' not less than 20 feet, measured, at right angles from Main Street, along the entire Main Street frontage of subject property. 2. There shall be side or rear yards of at least 10 feet in width along the entire frontage of subject prop- erty on Loma Avenue, 16th Street and Quincy Ave. 3. Any area may be devoted to automobile parking ex- cepting in the required .yards along Quincy Avenue and Main Street, 4. All areas devoted to.parking and to driveways shall be surfaced with asphalt or concrete before being used. 5. There shall be no vehicular entrance or exit to the subject property from Main Street. . 6. That the granting of this conditional exception to- gether with its terms and conditions isan offer which is accepted, and said terms and conditions agreed to, if any of the privileges authorized are used. 7.. Subject to abandonment of the alley. The uses permitted shall not be construed as permit- ting rotary -mud dumps, sumps, or disposal, nor petroleum refining or processing, nor storage of oil or^gas in tanks exceeding 1000 barrel capacity, nor storage in any tank exceeding 16 feet in height above grade of surrounding land. 3. All service equipment such as top of well, pumps, tanks, and the like, shall be at least 150 feet from the nearest portion of any publicroad, street or state high- way, and shall also be at least 25 feet from any lot line which is not common with a public road, street, or state highway line. 4. 'Signs shall be limited to two in number and- eachosha1T- have an area of not over twelve square feet. 5. That the granting of this conditional exception together with -its terms and conditions is an offer which is accepted, and said terms and conditions agreed to, if any of the priv- ileges authorized are used." Variance 15, 1955, on a petition for conditional exception filed by the Seaboard Oil Company for permission to drill for oil and gas and/or other hydrocarbons on the property described as follow: Beginning at the point of'intersection of the North- erly line of the Seaboard Oil Company's Thorpe lease with the Township line between said Section 19 and 24 and proceeding in a Southeasterly direction along said Northerly line of the. Thorpe lease, 660 feet; thence Southwesterly and at right angles to the Nor therly.line of Pacific Coast Highway_to a point 1501 distant Northeasterly from said Highway; thence parallel and 1501 distant measured at right angles from said Northerly line of Pacific Coast Highway 660 feet; thence Northeasterly to the point of beginning. The Planning Commission received no statements for or against the petition.for conditional exception filed by Seaboard Oil Company, and the Commission passed the following motion: "On motion by Davis seconded by Bar dwell the Planning Commission of the City of Huntington Beach recommend to the City Council the granting of the variance re- quested by the Seaboard Oil Company on the property de- scribed in the petition read by the Secretary, subject to the following conditions 1. On motion by Terry seconded by Bartlett, in accordance with E.Grate the recommendation of the Fire Chief that Edwin Grate be employed Tenp:Fire Engr. as temporary Fire Engineer in compensation Range 27, Bracket "A", to take effect immediately, was approved. -The Clerk was instructed by the Council to check into proce- dures by other cities in California as to the methods they use in the follow up to control variances that have been granted or have not been acted on after receiving the variance.
