MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber, City Hall Huntington Beach, California May 12, 1955 Pursuant to adjournment of the adjourned meeting of the Planning Commission of April 26, 1955, Chairman Stang called the adjourned meeting to order at 7:35 o'clock P.M. Commissioners present: Bardwell, Schryer, Davis, Presson Bazil, Stang Commissioners absent: Valentine Public Hrg. The Clerk read the legal notice published in the Huntington Beach News, April 28, 1955, giving notice o of a public hearing to be held by the Planning Commission of the City of Huntington Beach in the Council Chamber of the City Hall, Huntington Beach, California, relative to proposed change of district boundary in use classification of the property described as follows: Be inning at a point on the southwesterly line of a foot strip of land conveyed to the Santa Ana and Newport Railway Company by deed recorded in Book 44) , page 66 of Deeds, records of Orange Coun- ty, California, 1610.4 feet northwesterly from the point of intersection of the southwesterly line of said Santa Ana and Newport Railway Company's right- of-way and the easterly line of Section Fourteen (14.), Township Six (6) South, Range Eleven (11) West, S.B.B. & M.; thence northeasterly at right angles to the said southwesterly line of said Santa Ana and Newport Railway Company's right-of-way to the point of intersection with the southwesterly line of the Pacific Electric Railway Company's right- of-way; thence southeasterly along the southwesterly line of said Pacific Electric Railway Company's right- of-way to the easterly line of said Section Fourteen (14_); thence southerly along the easterly line of said Section Fourteen (14.) to the line of ordinary high tide of the Pacific Ocean; thence northwesterly along said ordinary high tide line to the point of intersection with a line drawn at right angles to the southwesterly line of the said Santa Ana and New- port Railway Company's right-of-way from a point dis- tant 1610.4.feet northwesterly measured along said right-of-way line from the easterly line of said Section Fourteen (14); thence northeasterly to the point of beginning. The Secretary reported that there had been no verbal or written statements filed for or against the proposed changes of use district boundary and classifi- cation. The Chairman asked if anyone present wished to make a statement relative to the proposed changes of use district boundary dnd classification. 1 �I Page #2 Minutes - H. B. Planning Commission May 12, 1955 There being no verbal or written statements for or against the proposed use district boundary and classification changes the Chairman declared the hear- ing closed. After deliberation and study by members of the Planning Commission present, Chairman Stang read the following Resolution No. 35, a resolution of the City Planning Commission recommending a reclassif ica='_.__ tion of land in the shoreline district: "WHEREAS by informal request the Council ask- ed the Planning Commission to initiate proceedings to Reso.#35 reclassify from the S-1 District to the R-1-0 District recommend- certain land described below, and ing reclas- sification WHEREAS a hearing in the matter was duly called land in on April 26 and held on May 12, 1955 with the following shoreline results: district There was no one present to speak for or a- gainst the proposal, and no communication filed rela- tive to the proposed reclassification, and WHEREAS the Commission finds: 1. That every reasonable effort should be made to reduce the tendency toward off -shore oil well drilling and production operations in order to protect the unequaled asset of the beach and ocean front for recreational purposes. 2. That various efforts of the City Council in this matter should be supported. 3. That the City now owns said land and could control orderly devlopment. 4. This would make available additional coven- ient drilling sites. NOW THEREFORE BE IT RESOLVED that the City Planriing Commission does hereby recommend that the City Council reclassify the land described below from the S-1 District to the R-1-0 District: All that certain land in the City of Huntington Beach, County of Orange, State of California, described as follows:-- Beginning at a point on the southwesterly line of a 40 foot strip of land coveyed to the Santa Ana and Newport Railway Company by deed recorded in Book 44, page 66 of Deeds, records of Orange County, California, 1610.4 feet northwesterly from the point . of intersection of the southwesterly line of said Santa Ana and Newport Railway Company's -ri ht-of-way and the easterly line of Section Fourteen (1),. Township Six (6) South, Range Eleven (11) West, S.B.B. &-M.; thence north- easterly at right angles to the said southwesterly line of said Santa Ana and Newport Railway Company's right- of-way to the point of intersection with the southwesterly line of the Pacific Electric Railway Company's right-of- way; thence southeasterly along the southwesterly line ofesaid Pacific Electric Railway Company's right-of-way to the easterly line of said Section Fourteen (14); thence Page #3 Minutes - H.B. Planning Commission May 12, 1955 southerly along the easterly line of said Section Four- teen (14) to the line of ordinary high tide of the Pacific Ocean; thence northwesterly along said ordinary high tide line to the point of intersection with a line drawn at right angles to the southwesterly line of the said Santa Ana and Newport Railway Company's right-of- way from a point distant 1610,4 feet northwesterly measured along said right-of-way line from the easterly line of said Section Fourteen (14); thence northeasterly to the point of beginning." On motion by Schryer seconded by Presson Reso- lution No. 35, a resolution of the City Planning Com- mission recommeded the reclassification of land in the shoreline district was passed and adopted by the follow- ing roll call vote: AYES: Commissioners: Bazil, Presson, Bardwell, Schryer, Davis, Stang NOES: Commissioners: None ABSENT: Commissioners: Valentine Chairman Stang opened the public hearing re- lative to the proposed changes in use district and class- ification as proposed in the Planning Commission Reso- lution No. 32, adopted on April 5, 1955, and requested the Secretary to read the notice of public hearing. The northwesterly boundary of said parcel being also the southeasterly boundary of the adjoining M-2-0 District in that area, as shown on a map recorded in Book 3, Page 36, Mis- cellaneous Maps, Records of Orange County, California. The hearing is to be held on Tuesday, April 26, 1955, at the hour of 7 :3 0 o'clock P.M. The Secretary reported that the property as des- cribed had been posted in accordance with the Article 925 of the Huntington Beach Ordinance Code, and affidavit made to that effect by Harry A. Overmyer, City Engineer, and that no verbal or written statements had -;;been filed relat- ing to the proposed changing of use district boundary and classification. Chairman Stang asked if anyone present wished to make a statement relative to the proposed reclassification of land in accordance with the legal notice read by the Secretary. There being no verbal or written statements filed for or against the proposed reclassification of land from the S-1 District to the R-1-0 District, in accordance with legal description read by the Secretary, the Chairman declared the hearing closed. 1 1 1 Page #4 Minutes - H.B. Planning Commission May 12, 1955 The Secretary read Resolution No. 36, a reso- lution of the City Planning Commission of the City of Reso. #36 Huntington Beach, California, covering the summary of hearings, findings, and recommendations relative to the re-classifying of certain land from the S-1 Dis- trict to the R-1-0 District. On motion by Bardwell seconded by Davis Reso- lution No. 36, a resolution of the City Planning Com- mission of the City of Huntington Beach, California, was passed and adopted by the following roll call vote: AYES: Commissioners: Bazil, Presson, Bardwell, Davis, Schryer, Stang NOES: Commissioners: None ABSENT: Commissioners: Valentine The Secretary read a copy of a letter received Ltr.- from the Secretary -Manager of the Huntington Beach Chamber Chamber of of Commerce addressed to the ©range County Planning Com- Commerce mission in which they objected to a junk yard variance application to establish a junk yard on Huntington Avenue northwest of Main Street, just outside of the City limits of Huntington Beach. The Secretary read a communication received from City County the Planning Commission from the City of Fullerton asking Committee- the Planning Commission of the City of Huntington Beach to Bardwell, appoint a representative to the City County County Com- member mittee for the purpose of arriving at some uniform solu- tion to the growing problem of too numerous and oversize temporary subdivision signs which have been occupying more and more space along Orange County thoroughfares. Commissioner Stang asked if a Commissioner would volunteer to serve on the Committee. Commissioner Bardwell agreed to serve on the Committee and asked to be notifed of the date the meetings are to take place. The Secretary was instructed to contact the Plan- ning Commission of Fullerton, California, for dates on meet- ings to be held. The tentative map of Tract No. 2548 was continued for further study and_ _ordered tabled until the sub -divider has reported to the Planning Commission on the suggested re- visions as recommended by the Commissioners. On motion by Presson seconded by Davis the ad- journed meeting of the Planning Commission of the City of Huntington Beach adjourned until Tuesday, May 17, 1955• Chairman Jecretary
