HomeMy WebLinkAbout1955-06-21MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber , City Hall Huntington Beach, California June 21, ' 1955 Chairman Stang called the regular meeting of the Planning Commission of the City of Huntington Beach to order at 7:45 o'clock P.M. Commissioners present: Bazil, Valentine, Bardwell, Schryer, Presson, Stang Commissioners absent: Davis The Chairman opened the continued hearing on Hearing-- the proposed changes of -use district boundary and -class - proposed ification of the land which is now within the boundaries changes of of the City of Huntington Beach and lies easterly of use distr. Hampshire Avenue,, northeasterly of Ocean Avenue as it exists at present, and southerly of the center line of Atlanta Street to the Santa Ana River. The Chairman asked if anyone present wished to make any statements in regards to the proposed change use district boundary and classification in the area described. Att'y Lew Attorney Lew Blodgett appearing on behalf of Peter Blodgrett Karales a property owner, stated: 1. Objects to attempting to put all of the land in the same district. 2. That the land abutting Highway frontage should be treated differently. 3. Operation or planning of property owner is curtailed by imposing one dwelling to each five acres. Daisy'H-• Daisy Hook Thorpe appeared before the Commissioners Thorpe and again reiterated her remarks made at the prior hearing, and objecting strenuously to changing the present zoning. There being no further statements for or against the proposed changes of use district boundary and reclassi- fication of the property described, the Chairman dedlared the hearing closed. Following a general discussion by the members of the Planning Commission present the following motion was made: On motion by Bazil seconded by Bardwell that the present zoning now existing as R-1 be continued was approved. The Chairman opened up further discussion on the Tent Tract Tentative Tract No. 2548 filed by subdivider Fred Vogel No. 2548- of 1882 Delaware Avenue, Huntington Beach, California. recommended The "ecretary.reported that the subdivider and the sur- but subject veyor had not replied to the request that certain changes to changes be made in their preliminary plans to conform with the suggestions made by the Planning Commission that were forwarded to them. On motion by Schryer seconded by Bazil the Ten- tative Map Tract No. 2548, being a subdivision of a por- tion of Block C, Tact No. 837, as per map thereof filed in Book 25, Page 27; Miscellaneous Maps, Records of Orange County, California, be recommended to the City Council for approval,,subject to the following changes and conditions: Page.#2 Minutes - June 21, 1955 H. The southerly 30' of the property, excepting the east- erly 50 feet thereof, to be dedicated for Street pur- poses and.also an area described by an arc with a ra- dius of 45' and having its center at a point on the southerly line of the tract and 95'.westerly of the southeast corner of the tract. 3. The north -south alley to be moved 59' westerly. I I 4. Sewer mains and laterals satisfactory to the City Engineer to be furnished and installed by the sub- divider, regardless of the method of sewage dis- posal used. 5. Drainage to be provided according to plans approved by the City Engineer. 6. The standard half -roadway width on Williams Street,- Forida Avenue, and the proposed new street along the. south line of the tract, including the turn -around, all adjacent to the tract to be paved in accordance with City Standards. 7. All alleys to be paved full width in accordance with City Standards. 8. That the typical improvements sections shown on the map be revised to the satisfaction of the City Engi- neer or eliminated. 9. That the proposed new street be named after a city or other prominent name beginning with the letter "Z" in order to comply with the existing alphabetical street naming system. 10. That a report from the City_'s Health Officer be se- cured before a decision in the matter'of cesspools or septic tanks is made. 11. That the tract boundary be extended westerly to the center line of Florida Avenue. 12. That the side lines proposed to form the lots upon which the existing houses stand shall be placed with respect to the buildings so as to conform to the side yard requirements for single family dwellings. The Secretary reported to the Planning Commis - Auto Parking sioners present that the City Council at a regular held on -Beach meeting on June 20, 1955, referred to the Planning Com- mission the request of the Chamber of Commerce Board of Directors that a study be made to provide for automobile parking on the beach, for further study and report in relation to master plan for beach and shoreline develop- ment as previously approved. Suggestions The Secretary read the paper entitled "Sugges- toward Annex-tions Toward and Annexation Policy" covering suggestions ation=Policy made by the Planning Commission members and the Planning Consultant. On motion by Bazil seconded by Presson that the suggestions toward an annexation policy be presented to the City Council, was approved.
