Councilmen present: Seabridge, Lockett, Bartlett Councilmen absent: LeBard, Terry (Terry arrived at 8:45) In the absence of Councilman LeBard Mayor Seabridge appointed Councilman Lockett to serve on the Finance Committee, On motion by Bartlett seconded by Lockett the minutes Minutes of the meetings of the City Council of June 6, 1955, and June 20, 1955, as transcribed and mailed by the City Clerk be ac- cepted and ordered filed, were approved. The Clerk read the reports for the month of June, 1955, Monthly as presented by the City Treasurer, City Clerk, City Collector, Reports City Engineer, Fire Chief, Police Chief, Chief Lifeguard, -Manager of Municipal Trailer Park, and Superintendent of Recreation. On motion by Bartlett seconded by Lockett the reports of the department heads for the month of June, 1955, as read by the City Clerk be accepted and ordered filed, were approved. On motion by Lockett seconded by Bartlett the Mayor's ap- pointment of Mrs. Berta Tovatt to succeed herself on the Library Beard of Trustees to expire June 30, 1958, be confirmed was approved, The Clerk read a petition filed before the City Council by ten residents of the City requesting that the Honorable City Petition Council instruct the proper enforcement authorities to enforce the re: noise of well existing anti -noise ordinance of the City of Huntington Beach, at Dugo,er if Rothschild the Rothschild Oil Company oil well Dugger #1, said well located Oil Co. ninety feet northwesterly and 63 feet easterly from the center lines of Ninth ''treet and Orange Avenue, on Lot 1, Dlock 409, Huntington Beach Tract, and petition has alleged that the prime mover for the pumping unit on the aboved named well is a Buda gas engine and said engine disturbing the daily activities of the petitioners in the area, and interfering with their proper rest and sleep during the night. the petitioners further alleged that the noise can be avoided by installation of electic motor in place of existing gas engine. • 534 • Page t#7 Minutes - Tuesday, July 5, 1955 On motion by Lockett seconded by Bartlett the Clerk be instructed to inform the Rothschild Oil Company of the petition presented to the City Council and to request steps be taken im- mediately to Ebate the excessive noise, was approved. The Clerk reported to the City Council that on the re - Tentative gular held meeting of the Huntington Beach Planning Commission on Tract Map #2548, June 21, 1955► the Commission continued the review and discussion revised, accepted on the tentative Tract Map No. 2548 filed by sub -divider Fred Vogel • of 18882 Delaware Avenue, Huntington Beach, California, and that after due discussion passed the following motion: "On motion by ''chryer seconded by Bazil that Tentative Tract Map No. 2548, being -_a sub -division of a portion of Block C, Tract No. 837, as map thereof filed in Book 25, Page 27, Miscellaneous Maps, Records of Orange County, California, be recommended to the City Council for approval subject to the following changes and conditions: 1. Alleys to be made 20' wide. 2. The Clerk further reported that since the action of the Planning Commission the owner and sub -divider had filed a revised Tentative Map Tract No. 2548, in accordance with recommendation of the Plan- ning Commission, and presented to the City Council the revised Ten- • • tative Map tract No. 2548. 534 Page #8 Minutes - Tuesday, July 5, 1955 On motion by Lockett seconded by Bartlett the revised Tentative Map Tract No. 2548, subject to conditions imposed by the recommendations of the Planning Commission relative to Ten- tative Map Tract No. 2548, be confirmed and accepted, was approved. Mr. Knowland appeared before the City Council members and Mr. Knowland re: skating stated that insurance liability requirements provisions will make rink It prohibitive for him to operate a skating rink in the Pavalon Building during the summer months. Mayor Seabridge referred the request of the City Planning Off-street Commission asking that the Council Committee meet with a committee parking (item for of the Planning Commission to discuss off street parking, regarding budget) the request that a sizable fund be earmarked in this year's budget for purchasing land for off-street parking, to the Streets and Parks Committee for study and report. Planning On motion by Bartlett seconded by Lockett the resignation Consultant Resigns of G. Millard Parks, Planning Consultaht, be accepted., was approved.. Councilman Terry arrived at this time, 8:45.o'clock P.M. Mayor Seabridge ordered a recess at 8:45 o'clock P.M. Annex.policy The Clerk read suggestions toward an annexation policy recommended by Plan.Comm. that was approved and recommended to the City Council.by the Plan- ning Commission at a regular meeting held on June 21,.1955. On motion by Bartlett seconded by Lockett the Mayor and Agr'm't City Clerk be authorized to execute the agreement made and entered between C. of C. & into as of July 1, 1955, by and between the City of Huntington Beach City and the Huntington Beach Chamber of Commerce, a non-profit corporation, was approved. The Clerk gave Ordinance No. 630, an ordinance relating Ord.t#630 lst. rdg., to the retirement of employees of the City of Huntington beach, emoloy.re- tirement amending erection 1505 and adding Section 1505.1 of the Huntington Beach Ordinance Code its first reading. The Clerk read a communication received from the State Lands Commission, Division of State Lands, Department of Finance, Ltr. from State of California, galling to the attention of the City that State Lands Commissicn their request for the City to obtain a permit from the State Lands Commission for a Municipal Pier owned by the City has never been answered, and asked for certain engineering data and requested Immediate completion of the matter. No action taken. The Clerk read the communication received from the Fairchild Fairchild Aerial Surveys requesting the City to participate in the aerial photo - Aerial Survey graphic surveys being made in the County and various cities and land owners, and that the participation cost would be in the amount of $250.00. 535 1 1 • •• 1 Page #9 Minutes - Tuesday, July 5, 1955 On motion by Lockett seconded by Bartlett the demands as Demands approved by the Finance Committee be ordered paid, was approved. On motion by Lockett seconded by Bartlett the Clerk be Red Star instructed to insert a legal notice setting a public hearing on the Oil ;o. request of the Red Star 0�1 Company for termination'of drilling bonds on Fidelity #2A and Fidelity '13A, located on Lots 1 to 20, Inclusive, in Block 1703, Vista Del Mar Tract, and said hearing to be held at 8:30 o'clock P.M. July 18, 1955, was approved. On motion by Terry seconded by Bartlett the regular meeting of the City Council of the City of Huntington Beach adjourned.
