Mayor Seabridge called the regular meeting ofarthe City
Council of the City of Huntington Beach to order at 7:30 o'clock
P.M.
Councilmen present: Lockett, Bartlett, LeBard, Seabridge
Councilmen absent: Terry (Councilman Terry arrived at 8:30
o'clock P.M.)
Mayor Seabridge announced that 7:30 o'clock P.M. this
date in the City Hall is the time and place fixed for the open-
ing of bids for the $860,000.00 bonds of the City of Hunting-
ton Beach, California, designated Water Bonds, 1955, and
numbered 1 to 860, inclusive, and requested the Clerk to open
the sealed bids recieved.
The following bids were received pursuant to the notice
of sale, publicly opened, examined, and read -as follows:
Taylor and Company, bid par, accrued interest to date of
delivery and a premium of $519.00 for said bonds bearing
interest payable annually the first year and.semi-annually
thereafter at the rates of 6%, years 1956 to 1959 inclu-
sive, 32%, years 1960 to 1966 inclusive, 3%, years 1967
to 1980 inclusive, net interest bid 3.166%.
Bank of America, bid par, accrued interest to date of •
delivery and a premium of $825.00 for said bonds bearing
Interest payable annually the first year and semi-annually
thereafter at the rates of 50, years 1956 to 1962 inclusive,
3%, years 1963 to 1976 inclusive, 2%, years 1977 to 1980
Inclusive, net interest bid 2.912%.
Security First National Bank, bid par, accrued interest
to date of delivery and a premium of $71.00 for said
bonds bearing interest payable annually the first year
and semi-annually thereafter at the rates of 4%, years • ,
1956 to 1960 inclusive, 2-3/4%, years 1961 to 1972 inclu-
sive, 3%, years 1973 to 1980 inclusive, net interest bid
2.936%.
Each bid was accompained by a good faith cashier's
check in an amount of not less than 25,800.00.
Mayor Seabridge referred the bids to the Finance Com-
mittee of the City Council and the representative of Diehl
and Company, Certified Public Accountants, for checking and
computation and to report thereon to the City Council later
in the meeting.

Mayor Seabridge announced that a hearing was set for
8:30 o'clock P.M., and this was the ti(ae and date, and request-
ed the Clerk to read the application and notice of public hear-
ing. '
The Clerk read the request of the Red Sear Oil Company
for termination of the drilling bonds on wells Fidelity 2A and
3A, located on Lots 1 to 20 inclusive, Block 1703, Vista Del Mar
Tract, Section 5, said bonds being the Hartford Accident and In-
demnity Company #2623040•and #2623333, and read the notice of
public hearing published in the Huntington Beach News July 14th,
1955, setting a hearing at the hour of 8:30 o'clock P.M. Monday
the 18th day of July, 1955,'for the purpose of considering -the
request for the termination and cancellation of drilling bonds
as provided for in Section 2427.4 of the Huntington Beach Ord-
inance Code on producing wells located on property described as
Lots 1 to 20 inclusive, Block 1703, Vista Del Mar Tract, Section
5, City of Huntington Beach, as per map thereof recorded in Book
4, Page 15, of Miscellaneous Maps, Records of Orange County, Calif-
ornia, and all interested persons are invited to attend said hear-
ings and express their opinions for or against granting the re-
quest for the termination and cancellation of drilling bond.
Mayor Seabridge asked if there were any present that
wished to make any statements for or against the request of Red
Star Oil Company for termination and cancellation of drilling
bonds.
There being no -statements filed verbally or written
Mayor Seabridge declared the hearing closed.
On motion by LeBard seconded by Terry, in accordance
with the recommendation of the Oil Committee the request of the
Red Star Oil Company for termination of drilling bonds of Hart-
ford Accident Inemnity Company No. 26230400 and No. 2623333 cov-
ering Fidelity 2A and Fidelity 3A wells respectively, located on
Lots 1 to.20 inclusive, Block 1703, Vista Del Mar Tract, was ap-
proved by the following roll call vote:

in the West Orange County Water Board,_was approved,
On motion by LeBard seconded by Bartlett the City
Attorney and the City Clerk be authorized to negotiate with
Goode and Goode, appraisers, for the required appraisals on
right-of-way that will come under condemnation proceedings for
the acquiring of easements for the water supply lines of the
West Oriange County Water Board.to supply the'City of Huntington
Beach, was approved.
The Clerk read the agreement between the Huntington
Beach Company and the City of Huntington Beach amending the
current beach front lease dated April 4, 1949, to provide for
the installation of a restroom and septic tank at the foot of
6th Street -just westerly of the saltwater plunge building.
On motion by LeBard seconded by Lockett the Mayor and
the City Clerk be authorized to execute on behalf Of the City
the agreement between the Huntington Beach Company and the City
of Huntington Beach, was approved by the following roll call
vote:

The Clerk read a communication received from the Divi-
sion of Highways addressed to the Attention of the City Engineer
calling attention to the City that the traffic signals and lighting
on Pacific Coast Highway at the intersection of Main Street are not
only obsolete but should be replaced and that the department has
authorization to construct entirely new facilities which mean new
mast, mast arms, modern lights and controls including pedestrial
control. The estimated cost of this work is $10,000.00, and in
accordance with the policy on the findings of Traffic Signals and
Lighting at intersections with r}ajor City streets, the City's share.
of. the cost will be 5.0% or $5,000.00, and request the City advise
them if it intends to use Gas Tax money or other City Funds to pay
for their share of the work, and further that the City now permits
diagonal parking on Main Street and that the diagonal parking ef-
fects the efficiency of the signal system whenever parking move-
ments are in progress near the intersection. Right turning move-
ments from the Highway may be blocked in which case the capacity

ments to make regarding the request for Special Permit of Douglas

Seabridge declared the hearing closed.
On motion by LeBard seconded by Terry the request of Dou-
glas Oil Company of California for permission to drill an oil well,
the center of the proposed hole to be 28 feet seaward from the rail-
way belonging to the Pacific Electric Railway Company and paralleling
Ocean Avenue, was approved. by the following roll call vote:

Beach, requested aid in helping a condition next door to his pro -

oil and makes living conditions unbearable, and asked if it was
possible for the City to intervene and have the operator move the
tanks to the south sidde of the lots.
Mayor Seabridge referred to request of George Solme to
the Oil Committee for study and report, and requested the Clerk
to write a letter to the operator asking for some form of coopera-
tion in the matter.
On motion by Terry seconded by Lockett the request of the
L.A. County Manager of the Los Angeles County Fair Association for permission

Highway Committee, and for the City to pass or adopt the fol-
lowing policy or one of a similar nature:
"The City Council recognized by the adoption of this
policy a committee composed of one representative
from each city and from County of Orange to be called
the City -County Cooperative Highway Committee. This
committee is formed to consider mutual highway and
street problems.
It is to be recognized that this Council is not to
be obligated by Committee recommeAfations;.
It is agreed that no highway or street agreements
will be made by members of the committee until such
agreements have been considered by the City -County
Highway Committee."
On motion by LeBard seconded by Terry that a similar
resolution as requested by the County surveyor and Road Commis-
sioner be prepared and adopted and a copy of the resolution be
mailed to the County Surveyor and Road Commissioner, was ap-
