Chairman Stang called the regular meeting of the
Planning Commission of the City of Huntington Beach to
order at 7:30 o'clock P. M.
Commissioners present: Bazil, Schryer, Davis, Valentine, Stang
Commissioners absent: Presson, Bardwell
Chairman Stang opened the hearing at 7:45 P.M. on
the petition for conditional exception filed by Wm. G.
Belshe of 614 - 14th Street, Huntington Beach, California,
dated June 20, 1955, and requestdd the Secretary to read
the petition for conditional exception.
The Secretary read the petition for conditional ex-
ception filed by Wm. G. Belshe upon which a legal notide
for public hearing was published in the Huntington Beach
News on July 7, 1955, calling for a hearing at 7:45 o'clock
P.M., on Tuesday the 19th day of July, 1955, for the pur-

The description of type and number of buildings: - garage
at present time is unfinished, has rough plumbing in, rough
framing up, roof on, and at present can be made into a
one bedroom residence with minimum alterations, and will
conform with building codes, size 20,feet by 26 feet.
Residence existing is a three bedroom frame house with -
approximately 1100 square feet area which owner occupies.
Three conditions justifying said conditional excep-
tion are as follows:
1. Existing garage to be converted has a side lot line
clearance of 3 feet 0 inches and a rear yard of
6 feet in place of required 4 feet and 10 feet,
respectively.
2. Garage existed in an unfinished condition at time
of purchase by present owner.
3. Reservation and enjoyment of one or more sub-
stantial property rights are dependent upon the
variance as explained as follows:
a. For owner to be able to utilize the existing
R-2-0 zoning without completely removing
existing structure and rebuilding.
4. That the granting of said proposed variance will
not be materially detrimental to the public wel-
fare, or injurious to the property or improvements
of the district in which said property is located,
for the following reasons.

a. The building will conform to the Building
Code standards and will be equal to or above
other property located in the area, as to
construction, looks, landscaping.
b. At least one other residence in the blodk

The Secretary reported that no statements for or
.against the request of Wm. G. Belshe for petition for con-
ditional exception had been received oil filed,
Chairman Stang asked if anyone present wished to
make any statements relative to the conditional exception
filed by Wm. G. Belshe.
There being no statements filed for or against the
petition for conditional exception of Wm. G. Belshe, Chair-
man Stage declared the hearing closed.
On motion by�Davis seconded by Bazil the Planning
Commission -of the City of Huntington Beach recommend to the
City Council that the petition for conditional exception
of Wm. G. Belshe of 614 - 14th Street, to permit an exist-
ing garage to converted into a dwelling located on lots
14 and 16, Block 613, 17th Street Section, be granted.
Commissioner Schryer voting "No".
Chairman Stang opened discussion on the study of
Off -Street Parking. A general discussion was held on the
subject of Off -Street Parking as outlined on the map that
had been prepared by former Consultant Parks.
