Mayor Seabrid.ge called the regular meeting of the City
.Council of the City of Huntington Beach to order at 7:30 o'clock P.M.
Councilmen present:- Terry, Lockett, Bartlett, LeBard, Seabridge_

On motion by LeBard seconded by Bartlett the minutes of
Minutes the Council meetings of Tuesday July 5th and Monday July 18, 1955,
as transcribed.and mailed by the Clerk be accepted and ordered filed,
was approved.

Monthly of the City Treasurer, City Clerk, City Collector, City Engineer,
Reports .

and the Superintendent of Recreation.
On motion by Bartlett seconded by LeBard the reports for
the month of July, 1955 of the department heads as read by the City

carry out the program, and your city is part of this program, and we would
very much appreciate a word from you as to your thinking and they are
enclosing a tentative resolution which can be used if you
so desire, and

July, 1955, for purpose of considering a petition for conditional
exception filed by Wm G. Belshe, 614-14th Street,.Huntington Beach,
for permission to convert an existing garage into a dwelling, lo-
cated on Lots 14 and 16, Block 613, 17th Street Section.
The Clerk read the petition for conditional exception of
Wm. G. Belshe filed with the planning.Commission, and upon which
the Planning Commission held a public hearing.
The Clerk reported that the Planning Commission of the
City of Huntington Beach at the meeting of July 19, 1955, passed
a motion recommending to the City Council that the petition for
conditional exception filed by Wm. G. Belshe for permission to con-
vert an existing garage into a dwelling in property zoned A-2-0,
located on Lots 14, and 16, Block 613, 17th Street Section, be granted.
On motion by Terry seconded by Bartlett the recommendation:
of the Planning Commission to the City Council that the petition for
conditional exception of Wm. G. Belshe 'for permission to convert
an existing garage located on Lots 14 and 16, Block 613, 17th 6treet
Section, be granted, was approved by the following roll call vote:.

The Clerk commenced the reading of the application of
Frank M. Christiansen, filed by Ball, Hunt and Hart, Attorneys -at -
Law, Long Beach, California, for a permit to drill an oil well on
Lot 24, Block 102, Huntington Beach Tract, on which the City Engi-
neer refused to grant a permit•to drill an oil well, as it is lo-
cated 'in a restricted zone.
Cost of The Mayor ordered the City Clerk at 8:00 o'clock P.M.

between in order to hold a public hearing on the report to the City Coun-

"Delaware Ave. cil of the cost of the construction of certain sidewalks on Frank-
fort Street as reported by Harry A. Overmyer, Street Superintendent.
The Clerk read the report to the City Council filed by
Harry A. Overmyer, Street Superintendent, for the cost of contruc-
tion of certain sidewalks.on Frankfort Street between Huntington
Avenue and Delaware Avenue as having been completed in accordance
with specifications on file in the office of the City Engineer of
the City of Huntington Beach, as ordered by the City Council on
September 7, 1954, and that the total cost of construction for
that portion of the work fronting on the lots is $764.25. Also,
reported that all property owners or other interested persons have
been notified

by the Street Superintendent as to the cost of construction as re-
quired by law, and they have also been notified the City Council
will hear and pass upon the report of the cost of construction, to
gether with any objections or protests, if any, which may be raised
by any property owner liable to be assessed for the cost of such
construction and.any other interested persons, and the hearing will
be held in the City Council Chamber of the City Hall of said City
on the lst day of August, 1955, at the hour of 8:00 o'clock P. M.,
• and certifies that the list of described property owners is complete
and the amounts of the assessments listed therein are correct accord-
ing to the amount of sidewalk constructicd upon each of said separate-
ly -owned parcels of property.
Mayor Seabridge asked if any property owners or any inter-
ested persons had any objections to the cost of the sidewalk construe-
tion as reported by the Street Superintendent covering the construction
of certain sidewalks on Frankfort Street between Huntington Avenue
and Delaware Avenue.
There being no statements filed for or against the report
of the Street Superintendent on certain sidewalk construction on
Frankfort Street between Huntington Avenue and Delaware Avenue, Mayor
Seabridge declared the hearing closed.
On motion by Bartlett seconded by Terry the City Council
finds that the report of the Street Superintendent on the cost of
construction of certain sidewalks on Frankfort Street are fair and
just, was approved by the following roll call vote:
AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge
NOES: Councilmen: None
ABSENT: Councilmen: None
On motion by LeBard seconded by Terry that the unpaid
sidewalk construction amounts against property owners as reported
by the Street Superintendent for sidewalk construction on Frankfort
►� Street between Huntington Avenue and Delaware Avenue be certified
to the County Auditor for inclusion on the 1955-1956 assessment roll
was approved by the following roll call vote:

The Clerk read Resolution No. 1252, a resolution of the

Sales 1955 fund to the West Orange County Water Board Construction
Fund, was approved.

On motion by LeBard seconded by Bartlett the Mayor and
the City Clerk be authorized to execute the agreement between the
City of Huntington Beach and Michael Major for permission to oper-
ate a roller skating rink in the upper floor of the Pavalon Building,
subject to a rider to be prepared by the City Attorney and be.attached
to the agreement to relieve Michael Major from any liability on the
days that the Pavalon Ballroom is used by other organizations or in-
dividuals than operations of the skating rink, was approved by the

On motion by Bartlett seconded by Terry the request of
Edward Stang, Chairman of the Planning Commission, for permission
to allow two members of the Planning Commission to be chosen by the
Commission to attend the California League of Cities convention to
be held in September, 1955, in San Francisco, California, and within
the amount budgeted for 1955-56, was approved..
On motion by Bartlett seconded by Lockett that.in accordance
with the request of Mr. Gay, lessee of the concession at the north-
west corner of the Pavalon Ballroom Building, upstairs, to have an
additional window installed, and the City Engineer be instructed
to install an additional window as outlined by Mr. Gay, and said
Installation not to exceed $100.00, was approved.
The Clerk read the petition signed by fourteen residents
living in the 300 block on 7th Street and 8th,Street, Huntington
Beach, asking the City Council for some remedial action to lessen
the noise on the Rothschild Oil Company pumping unit located at
308 and 310 - 8th Street.
The Clerk read the following motion made and carried by
the Huntington Beach Planning Commission at a meeting held on July
19, 1955:
"On motion by Schryer seconded by Valentine the Planning
Commission after due study resulting from the public
hearing held on May 17, 1955, and continued on June 21,
1955, relative to the reclassification of use of area
easterly of Hampshire Avenue to the Santa Ana River,
find after protests by the majority of the property
owners, recommend to the City Council that the present
R-1 zoning be maintained until such time as development
In the area warrants a change, was approved."
On motion by Bartlett seconded by Terry the request of
James Verooman of 1311 Magnolia Street, for permission to remove
two trees at said address, at his own expense, and subject to the
supervision of the City Engineer, was approved.
On motion by LeBard seconded by Lockett the demands as
approved by the Finance Committee be ordered paid, was approved.
On motion by LeBard seconded by Bartlett the Purchasing
Agent bb instructed to purchase lifeguard equipment as outlined by
the Chief Lifeguard and budgeted for 1955-56, in a total amount of
$1,500.00 was approved.

On motion by LeBard seconded by Bartlett the Chief
Lifeguard and the City Engineer in collaboration with the
Chief of Police be instructed to prepare preliminary plans
and specifications for a new lifeguard headquarters, with
possible location to be considered under the pier, ocean -
ward from the Pavalon Building and said plans to include a sub-
station for the Police"Department and a first -aid station, was
approved..
On motion by LeBard seconded by Terry the City Pur-
chasing Agent be authorized to purchase Items 3, 4, 5, 6, and
7 of the list submitted by the Fire Chief and included in the
Capital Outlay budget 1955-56, was approved.
On motion by Terry seconded by Lockett the City Eng-
ineer be instructed to file a project statement with the Divi-
sion of Highways to cover one-third of the estimated cost by the
Division of Highways -to construct an entirely new facility cov-
ering a traffic signal and lighting at Pacific Coast Highway and
the intersection with Main Street, to include new mast and modern
lights and control, including pedestrian control, was approved..
On motion by LeBard seconded by Terry, the request of
the City Engineer to take one week of his earned vacation starting
on August 15, 1955, was approved.
On motion by Terry seconded by LeBard, the regular meeting
of the City Council of the City of Huntington Beach adjourned.
