Council Chamber, City Hall Huntington Beach, California Monday, October 17, 1955 Mayor Seabridge called the regular meeting of the City Council of the City of Huntington Beach to order at 7:30 o'clock P.M. Councilmen present: Terry, Lockett, Bartlett, LeBard, Seabridge Councilmen absent: None Off:motion by Terry seconded by Bartlett the applications Busfness for license to conduct business in the City of Huntington Beach Licenses were granted as follows: Edw. J. Koricel,, ca e=ata.416�--Ocean Avenue..:: Curt L. Barnes, dba Curt's Hobby Shop, at 220 Frankfort Street. Earl E. Pingel, dba Aqua Viva Mineral Water Company, retail bottled water. On motion by Terry seconded by Lockett the request of W. M. Elliott, for termination of the Glens Falls Indemnity Com- Elliott Well #8, term, pany cleanup bond No. 693399-,for Elliott Well #8, located on Lot cleanup bond 5, Block 1901, Tract No. 12, in compliance with Section 2448.1 of the Huntington Beach Ordinance Code, as reported by the 6ity Eng- sneer, and the operator and the bonding company be notified of the termination, was approved. The Clerk read the request of Orville Butler requesting Taxi stand that permission be granted to install a taxi stand at 303 Main Street, at 303 Main Huntington Beach, California, in order that taxi service will be more convenient to people shopping in that vicinity. On motion by Terry seconded by Bartlett be it resolved that the City Council finds it to the best interest of the residents of the City of Huntington Beach and its visitors to permit a taxi stand to be located at 303 Main Street, in Huntington Beach, was approved by the following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT.: Councilmen: None Mayor Seabridge referred to the Streets and -Parks Com- H. L. Hibler mittee for study and report the request of H. L: Hibler, 226 Crest Avenue, for permission to remove the Pine tree in front of the residence at 226 Crest Avenue, Huntington Beach. On motion by Bartlett seconded by LeBard the request of Emsco Mfg.Co.- Emsco Manufacturing Company for permission to put a 20 foot drive- 20 ft. drive way way off of 17th Street on to theee.attern two lots of the property described as Lots 2, 4 and 6, Block 416, 17th Street Section, and said work to be done under the supervision of the City engineer was approved. 4� 560 Page #2 Minutes - Monday, October 17, 1955 Fred Vogel appeared before the City Council and read Fred Vogel from a prepared letter addressed to the Mayor requestitgethe request for prelim.survey City Council they authorize the City Planning Commission and for sewer facilities the -City Engineer to make an immediate survey of the north- easterly part of the City, from Quincy Street to Clay Avenue, easterly of Delaware Avenue to Highway#39, for the purpose of serving said area with sewer lines. On motion by Bartlett seconded by Terry, the City Eng- ineer be instructed to make a preliminary survey for sewer fac- ilities in the area requested by Fred.Vogel was approved. On motion by Terry seconded by Bartlett the request of Dave Jones Dave Jones for permission to cut the curb at Lake Street approxi- perm. to cut curb mately 69 feet from Crest Avenue f,er driveway purposes, and said work to be done under the supervision of the City Engineer, was approved. On motion by Bartlett seconded by LeBard the request of Ray E. Poole Ray E. Poole for permission to cut the curb fof driveway at 420 perm, to cut curb California Avenue, said curb to be cut on the Elmira side offthe property, and said work to be done under the supervision and to the satisfaction of the City Engineer, was approved. Mayor Seabridge referred to the Streets and Paks Com- mittee for study and report a request of the residents of the 100 Block on Huntington Avenue requesting curbs and the paving or oiling of the 300 Block on Baltimore Street. Mayor Seabridge referred to the Beach and Pier Com- Lee Chamness mittee for study and report the request of Lee Chamness for approval to remodel and enlarge his beach concession building. Mayor Seabridge referred to the Beach and Pier Com- Lew Kinney mittee for study and report the request of Lew A. Kinney, for renewal of the lease on the beach store and concession at the Municipal Trailer Park for a period of three years. The Clerk read the offer of Mrs. Frances Benson in Mrs. Frances Benson the sum of $600.00 for Lot 9, Block 711, Wesley Park Tract, and enclosing a $30.00 deposit to apply on said purchase. The offer of Mrs. Frances Benson was tabled for fur- ther study. the Clerk read a certified copy of the resolution Calif. Hwy. The Clerk gave Ordinance No. 632 its second and final Ord.#632, reading by title, an ordinance of the City of Huntington Beach final rdg. prohibiting barking upon the streets and highways in the City for more than one hundred twenty (120) consecutive hours and adding two.(2) new sections to the Huntington Beach Ordinance Code designated as Section 6304 and 6304.1. On by Bartlett by LeBard Ordinance. motion seconded No, 632 was passed and adopted by the following roll call vote: • AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None The Clerk gave Ordinance No. 633, an ordinance of the Ord, #633, City of Huntington Beach relating to safety walls and pulling lst. rdg. units, and adding Section 2429.4, 2431.4, 2431.11, 2431.5, 2431.51, 2431.52, 2431.53, 2431.54, 2431.541 and 2431.55, Its first reading. On motion by Terry seconded by Lockett the City Attorney be instructed to draw up an ordinance to embody provisions to re- gulate excessive and unnecessary noise within the residential areas of the City, was approved. On motion by Bartlett seconded by LeBard the City Council Approve chang order of the City of Huntington Beach ratify the action of the West Orange re: contr. with Santa County Water Board at a meeting held on October 12, 1955, approving _ Ana Elec.Co. (W.O.C. Wtr. Change Order No. 1, authorizing changes in plans and specifications Bd.) to the metering equipment under contract with the Santa Ana Electric Company adding $1,530.59 to the contract, was approved by the following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None On motion by LeBard seconded by Bartlett the City Council W.O.C.Wtr. of the City of Huntington Beach ratify the action of the West Orange Bd. - 1 • Approve County Water Board at a meeing held on October 12, 1955, approving Change Order re: contract Change Order. No. 2, authorizing changes in plans and specifications with Baker Anderson Co. to the water lines and unit price provisions to Change Order No. 1 to water distribution lines under contract with Baker -Anderson Corporation, adding $2,921.03 to the contract and previous authorized changes, was approved by the following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None The Clerk read a communication received from Signal Oil Signal Oil & Gas Co. - leaseand Gas Company, dated October 11, 1955, re: City Oil and Gas Lease drill site area, covering requirements in Paragraph 24-A 1• zj Page #4 • Minutes - Monday,'October 17, 1955 ` of the lease between the City and the Signal Oil and Gas Company, as amended. The Clerk read a copy of Resolution No. 772, adopted City of San September 27; 1955) by the City of San Clemente, protesting the Clemente Resolution anticipated $42,000,000.00 bond issue for the Orange County .Flood, -Control District, and requesting the City Council to give careful consideration to the important issue. On -motion by Bartlett seconded by LeBard the City At - New Classi- fication torney be instructed to draw up an ordinance amending the City's (skilled Maint.Man) salary and classification plan to provide for a classification to be known as skilled Maintenance Man in Salary Range 24 - $277.00 to $333.00, was approved by the following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None On motion by LeBard seconded by Lockett the demands as Demands approved by the Finance Committee be orderedpaid,.was approved. On motion by Lockett seconded by Terry, the City Engi- Talbert ne-er•be instructed to proceed with cleaning out the Talbert Drain - Drainage Ditch age Ditch within the City -owned 44 acre parcel, at a cost of ap- proximately $400.00; was approved. On motion by Lockett seconded by Bartlett the City Sweeper Council of the City of Huntington Beach find and declare that declared • surplus the old Elgin street sweeper is no longer of service and use to the City of Huntington Beach, and declake it surplus was approved by the following roll call vote: AYES: Councilmen: Terry, Lockett, Bartlett, LeBard, Seabridge NOES: Councilmen: None ABSENT: Councilmen: None On motion by Terry seconded by Bartlett the City Council A.M.Donaher accept the offer of A.M. On motion by Lockett seconded by Terry the City Attorney City Atty., ^ City repr. be instructed to represent the City Officers and Employees named for lawsuit in the law suit, Frank M. Christiansen vs. City of Huntington Beach, was approved. On motion by Bartlett 'seconded by Lockett the Fire Chief Remove fire be authorized to take the necessary steps to remove a fire hydrant hydrant Mun. Tr. Pk. at the east end of the Municipal Trailer Park, and authorize the necessary cost of removal, was approved. On motion by LeBard seconded by Terry the City Clerk Letters to owners of be instructed to write a letter to the owner or owners of the Lots near City Yard two lots north of the City Yard for the purpose of purchase, was approved. On motion by Lockett seconded by Bartlett the Mayor Grant Deed / covering and City Clerk be authorized to execute the Grant Deed covering prop.sold Dr. Shupe tax title Lot 24, Block 913, Wesley Park Tract, that was sold to Dr. Robert Q.
