LeBard, Seabridge Councilmen absent: None The Clerk read a communication received from the Wilshire Wilshire Oil Company requesting the City to consider an easement across the Oil Core: easement City of Huntington Beach property in the area of the Municipal Trai- ler Park in order to construct a pipeline to receive crude oil, said pipeline to extend out into the ocean approximately 8,00° to 10,000 feet. Mr. Lindsay, Mr. Hall and Attorney Curtiss for the Wilshire Oil Company were present and requested the opportunity to discuss their proposal with the -City -of Huntington Beach. On motion by LeBard seconded by Bartlett minutes of the City Minutes Council for the meetings of October 3, 1955, and October 17, 19559 as transcribed and mailed by the Clerk be accepted and ordered filed, was approved. The Clerk reported that there had.been no verbal or writ- ten protests.filed up to this hour. Mayor Seabridge asked if anyone,present wished to make any statements for or against the application of Douglas Oil Company of California for special permit to drill an: oil well as, outlined in the application as read by the City Clerk. The Clerk gave Ordinance No. 636, an ordinance of the City Ord.#636 of Huntington Beach relating to the promotion of employees amending 1st, reading Section 1566 of the Huntington Beach Ordinance Code its first reading. The Clerk read a proposal submitted by the City Engineer from the Pacific Union Metal Company to furnish 12 new concrete pendant type Purchase ltg. street lighting standards together with twelve Line Material Spherolite std.s . & Lum- inaires Luntnaires at the price mentioned in the proposal, on walnut, Olive and Orange Avenues, between 7th and 9th Streets, and estimated cost for the completed project, including delivery and all necessary -wiring, labor,.- -and materials-is-,$2,551.44., and the budgeted amount for this project is $2556.00. The Standards will replace existing obsolete concrete upright standards and will greatly improve the lighting on this street. On motion by Lockett seconded by Bartlett the City Purchasing Agent be instructed to purchase the concrete pendant type street lighting 1 standards together with twelve line material Spherolite Luminaires, in accordance with the proposal of the Pacific Union Metal Company sub- mitted by Harry Overmyer, City Engineer, was approved. • The Clerk read a proposal from the Southern California. Edi- son Company submitted by Harry Overmyer, for the installation of 19. Edison Company steel poles and elimination of three goose -neck type fixtures, in the general area between Quincy and Utica Streets and Main Street and Lake Avenue, and in addition to these lights it is proposed to install an Edison Company steel pole at the alley located on 12th Street between Palm and Crest Avenue and that all the costs for the proposed installation to be borne by the Southern California Edison Company with the exception of a cost differential between the 1 • use of ornamental steel poles in place of the wooden poles. The difference in the cost is $14.5.00 per pole•at a total price of $2,900.00,and 'the amount of $2,100.00 budgeted for Park and Pine Street area does not include additional lighting now required on Lake Avenue or the installation of pole on 12th Street. The Clerk read Resolution No. 1256, a resolution of the City of Huntington Beach establishing the general prevailing rate of hourly wages for each craft or type of workman or mechanic needed in the resurfacing of,13th Street from Main Street to Lake Avenue, Park Street from 12th Street to Springfield Street, Pine Street from 13th Street to Springfield Street, Elmira Street from Ala- bama Avenue to Delaware Avenue and Knoxville Street from Alabama Avenue to Delaware Avenue, and Lincoln Street from Alabama Avenue to Delaware Avenue, in the City of Huntington Beach, California.
