Monday, December 19, 1955
Mayor Seabridge called the regular meeting of the City 'Council
of the City of Huntington Beach to order at 7:30 o'clock P.M.
Councilmen Present: Lockett, LeBard, Seabridge
Councilmen Absent: Bartlett and Terry (Councilmen Bartlett and Terry
arrived at 7:38 o'clock P.M.)
On motion by. LeBard seconded by Lockett the following clean-up
bonds of the American Surety Company be terminated in accordance with the
recommendations of the City Engineer as having complied with the provisions
of Section.2448.1 of the Huntington Beach Ordinance Code, and the operator

On motion by LeBard seconded by Lockett the request of Ben
H. Dulaney, Chief of Police, to appoint Ralph Earl Woolard to the
position of Patrolman.effective December 19, 1955, in salary classifi-
cation range 26, bracket "A", was approved.
On motion by LeBard seconded by.Terry the applications for
license to conduct business in the City of Huntington Beach were granted
as follows:
Richard W. and Grace E. Turbeville dba "Gracie's Cafe" business of cafe
at 104 Main Street.
Earle T. Huff, business of General Contractor.
Lon T. Davis, business of hotel at 1172 Main Street.
Bruce D. Johnstone dba Newport Auto Works, business of tow truck, wheel -tax.
D. M. Smith, business of Huntington Self Service at 620 Ocean Avenue.
On motion by Lockett seconded by Bartlett that the Mayor and the
City Clerk be authorized to execute the joint agreement for the operation
of teletypewriter service between the County of Orange and the cities of
Santa Ana, Fullerton, Anaheim, Orange, Huntingting.Beach, Newport Beach,
Costa Mesa and Buena Park, was approved.

On motion by LeBard seconded by Lockett the request of the
H.B.Vol.Fire Huntington Beach Volunteer Fire Department for the use of the Pavalon
Dept.use Pay.
Ballroom Ballroom for the purpose of holding their Annual Ball on Saturday night,
February llth, 1956, and -,the charges for the use of the hall be waived,
was approved.
The Clerk read a copy of a communication from the State of
California, Department of Public Health, addressed to Edward Lee Russell,
Calif. Dept. M.D., Orange County Health Office, advising the political bodies in the
Pub.Health
PP: rabies in County of Orange that the total area of Orange County has been declared by
Orange Co.
the California State Department of Public Health a rabies and endemic
area effective December 13, 1955 and it is expected that the local
health authorities will take the necessary actions required under Sec-
tions 1903 through 1915 of the California Health and Safety Code.
On motion by LeBard seconded by Bartlett the City Attorney
be authorized to draw up a quitclaim deed to the City of Huntington
Beach from the owners of record Clark C. Peterson and Dorothy Jean
Peterson covering all that certain land situated in the City of
Huntington Beach, County of Orange, State of Califor--nia, described
as follows: towit--that portion of the following described property

On motion by Bartlett seconded by LeBard the Purchasing Agent

City Attorney Bauer reported to the City Council that he had
discussed with Mr. Pape and Berest of the Right -of -Way department of
the County the possibility of hiring them for the necessary right-
of-way work required to obtain easements for the pipeline right-of-
way needed in the City's portion of the West Orange County's Water
Board Construction program and that they are available to work on the
right-of-way problems in their spare time at a rate of $5.00 per hour
and will pay their own car expense and only work on those right-6f-way
parcels as designated by the City Attorney.
On motion by Bartlett seconded by Lockett the City Purchasing
Authorize Agent be authorized to issue a purchase order to Edward W. Pape and
