Tuesday, January 17, 1956
Chairman Stang called the regular meeting of the
Planning Commission of the City of Huntington Beach to
order at 7:30 otclock P.M.
Commissioners Present: Valentine, Bardwell, Bazil,
Schryer, Davis, Stang
Commissioners Absent: Presson
Minutes
On motion by Schryer seconded by Bardwell the
minutes of the meeting of December 20, 1955, as trans -
scribed and mailed by the Secretary be accepted and
ordered filed, was approved.

The Secretary read the petition for conditional

drill an oil well together with the necessary structures
generally used in drilling and producing oil, gas and/or
other hydrocarbons on the property described as the EZ
of the SE4 of Section 13, Township 6 South, Range 11 W.,
located 2075 feet south and 1995 feet east from the
center of Section 13, and the present zoning of the
said property is R-1, that no verbal nor written pro-
test had been made for or against the petition for
conditional exception filed by Russell B.-Watkins.
The Chairman asked if anyone present wished to
make any statements for or against the petition for
conditional exception of Russell B. Watkins as read
by the Secretary. There being no statements forth-
coming the Chairman declared the hearing closed.
On motion by Bardwell seconded by Schryer the
petition for conditional exception of Russell B. Watkins
for permission to drill an oil well in an R-1 zone on
the property described as the E2 of the SE4 of Section
13, Township 6 South, Range-11 W., be recommended to
the"City Council for approval, subject to the following
conditions:
1.
Such operations construction shall be in conformity
with the Huntington Beach Ordinance Code provisions.
2.
Uses permitted shall not be construed as permitting
rotary mud dumps, sumps or disposal of petroleum re-
fining or processing or storage of oil, gas in tanks
exceeding a 1000-barrel capacity or storage in any .
tank exceeding 16 feet in height from ground on sur-
rounding land.
3.
All service equipment such as top of well,•pumps,
tanks, and like shall be at least 150 feet from
the nearest portion of any public road, street or
state highway, and shall also be at least 25 feet
from any lot line which is not common with a public
road, street or state highway line.
4.
Signs shall be limited to two in number and each
shall have an area of not over 12 square feet.

5. That the granting of the conditional exception
together with the terms and conditions is an
offer which is accepted and said terms and con-
ditions agreed to if any of the privileges au-
thorized are used.
Motion carried by the following roll call vote:
AYES: Commissioners: Valentine, Bazil, Bardwell
Schryer, Davis, Stang
NOES: Commissioners: None
ABSENT: Commissioners: Presson
Schryer & The Secretary informed the Commission that the
Davis - City Council confirmed and approved the appointments
4-yr.terms by the Mayor of Commissioners Schryer and Davis for
another four-year term.
Off -'street
parking
The Commission continued the study of off-
street parking.
On motion by Bardwell seconded by Bazil in com-
pliance with the request of the City Council and as a
result of the Planning Commission's study, the Commis-
sion finds no immediate necessity for additional off-
street parking, but suggests for future growth that the
parcels of property described as the entire east half
of Block 203, Huntington Beach Tract, and as an alter-
nate the north one-half of Block 304, Huntington Beach
Tract be considered as strategic areas for off-street
parking development. Motion carried.
On motion by Davis seconded by Bardwell the
Planning Commission of the City of Huntington Beach
.adjourned until 7:30 o'clock P.M., February 21, 1956.
