In order for the City to adopt the ordinance and have the effective date April 1, 1956, the first reading of the ordinance must be given tonight, February 24, 1956. If the City did not have the first reading of the Ordi- nance tonight and the County did adopt the Sales Tax Ordinance on or before next Thursday with the effective date of April lst, then a 1% additional sales tax, or a total of 4% would be collected in the City -of Huntington Beach by virtue of the CountyOrdinance and that additional 1A, so collected, would entirely go to the County. However, if the City acts tonight with the first read- ing and adopts the ordinance, making it effective -April 1st, and the County also adopts the ordinance, then the additional 1% would be refunded solely to the diyy of Huntington Beach. In the event the City adopts this ordinance but the County does not, then the Ordinance is of no force and effect since it cannot become operative prior to the effective date of the ordinance adopted by the County. Although the City has been against a sales tax, if we do not act and the County does, then there will be'imposed an additional 1% tax in theCCity and the City will get nothing from such tax.
