Chairman Stang called the regular meeting of the
Planning Commission of the City of' Huntington Beach
to order at 7:30 o'clock P.M.

On motion by Davis seconded by Presson the Secretary
be instructed to advertise and set a hearing for 5:15 0'
clock P.M., on. Monday, the 2nd day of April, 1956, on the
petition for conditional exception filed by Shell Oil Com-
pany, was approved.
On motion by Davis seconded by Bazil the minutes of the

Chairman Stang suited that at the hour of 7:45
o'clock P.M. this date, was the date set for the hear-

questing permission to use a residence for a boarding home
for the aged, to accommodate six (6) in number, present
zoning of property is R-2-0, location of property is Lot
8, Block B, Tract #1094•, in the City of Huntington Beach,
and the property consists of three bedroom home with two
baths, outside is stucco, inside plaster, closed patio
with fireplace, and deck on top, has double garage.
The Chairman asked if anyone present wished to make a
statement in regards to the Petition for Conditional Ex-
ception made by Ruby F. Harrison.
The petitioner was present and stated to the Commission-
ers that a number of the residents living in the neighbor-
hood were present and would be glad to answer any questions,
and further stated that they had no objections.
The Secretary reported that no verbal or written
statements were made for or against the petition for con-
ditional exception filed by Ruby E. Harrison published
in the Huntington Beach News on February 23, 1956.
There being no further statements made for or a-
gainst the petition for conditional exception of Ruby E.
Harrison, the Chairman declared the hearing closed.

Commissioner Bazil was excused from the meeting at
8:12 P.M.
On motion by Davis seconded by Presson the Planning
Commission of the `ity of Huntington Beach recommend to the
City Council that the petition for conditional eiception filed
by Ruby E. Harrison for permission to operate a boarding home
for the aged on the property described as Lot 8, Block B,
Tract #1094, City of Huntington Beach, and which address is
known as 514 - 12th Street, Huntington Beach, be granted sub-
ject to the following conditions, was approved:
1. Patients -not over six (6).
2.' Only ambulatory patients.
3. That the variance is subjedt to securing a license
from the County of Orange and State of California.

8:00 o'clock P.M. this date and requested the Secretary to
read the petition for conditional exception.
The Secretary read the petition for conditional exception
filed by Mrs. Nellie M. Parker of,302 - 8th Street, Hunt-
ington Beach, requesting permission to permit the use of the

present building located at 302 - 8th Street, for a grocery

store, delicatessen, and lending library. The present,zoning

is R-4, and the property consists of a one-story house, two
granted
bedrooms, living and dining room combined, kitchen, bath,
and utility service porch; one store building attached to
living quarters with a separate outside entrance approximately
22 feet by 24 feet, and that a grocery store has sucessfully
operated there for many years until the oil boom of one year
ago. That it is difficult to rent the living quarters without
the use of the store. Only packaged groceries will be sold,
and attached to the petition was a statement filed and signed
by 56 adjacent residents, stating as follows:
"The undersigned stated that they would welcome the
opening of a neighborhood grocery store at the corner
of 8th.and Olive Streets, a store building that was
last occupied by Shaeffer grocery, also that there is
no objection to a lending library and greeting card
annex being established in conjunction with it; name-
`_-lylan the living quarters which are attached to the Store."
The Secretary reported that the legal notice of public
hearing was published in the Huntington Beach News March 8,
1956, to the, effect that a public hearing will be held on the
petition of Mrs. Nellie M. Parker at 8:00 P. M., on Tuesday
the 20th day -of March, 1956.
The Secretary reported that there were no verbal or
written statements for or against the petition for condi-
tional exception filed by Mrs. Nellie M. Parker,
The Chairman asked if anyone present wished to make a
statement on the peition for conditional exception of Mrs.
Nellie M. Parker.
Mrs. Parker appeared before the Commissioners and stated
that the residents in the area that she has talked to would wel-
come the store being opened again.
There being no further statements made for or against the
petition for conditional exception'of Mrs. Nellie-M. Parker,
the Chairman declared the hearing closed.
On motion by Presson seconded by Davis the Planning Com-
mission of the City of Huntington Beach recommend that the
petition for conditional exception filed by Mrs. Nellie M.
Parker for permission to u'se the present building located at
302 - 8th Street, Huntington Beach, for a grocery store,

delicatessen, and lending library be granted, subject to meet-
ing all the requirements'of the Huntington Beach Ordi-
nance Code provisions.
On motion by Davis seconded by Presson the Secretary
be instructed to order twelve copies of the Local Planning
Research, which includes selective reference to specific
problems to planners, was approved.
Consultant Consultant Diggs presented to the Planning Com-

A general discussion was held by the Commission on
the area outlined on the map by Consultant Diggs.
Chairman Stang informed the Commissioners that in
Election accordance with the By -Laws of the Commission the first
Apr. 17th. regular meeting in April is the -time for the election of
officers.
On motion by Davis seconded by Presson the Planning
Commission of the City of Huntington Beach adjourned until
5:15 o'clock P.M. April 2, 1956.
