Mayor Seabrid.ge called -the regular meeting of the City
Council of the City of Huntington Beach, to order at 7:30 o'clock
P.M.
Councilmen present: Terry, Lockett, LeBard, Seabridge
Councilmen absent: Bartlett
On motion by Lockett seconded by Terry the minutes of
the City Council meetings held on Monday, March 5th and March 19th
and the adjourned meeting on Monday, March 26, 1956, as transcribed
and mailed by the City Clerk be accepted and ordered.filed, was
approved,
Mayor Seabrid.ge appointed Councilman Terry to the Finance
Committee in the Absence of Councilman Bartlett.
The Clerk reported that the Planning Commission of the City
Shell Oil of Huntington Beach held a public hearing at-5:15 o'clock P.M. on
co-
variance- Monday, the 2nd day of April, 1956, for the purpose of considering.a
granted sub-
ject to petition for conditional exception to regulations of the Districting
conditions
Ordinance to permit the drilling for and the production of oil, gas
and other hydrocarbons on the property described as the fractional
NE, of Section 19, Township 6 South, Range 10 West, S.B.B.& M., and
the proposed well to be located 1150 feet South and 610 feet East
of Northwest corner thereof, present zoning R-1 and the applicant is
Shell Oil Company. Also, that there were no verbal or written state-
ments filed for or against the petition for conditional exception
filed by the Shell Oil �.'ompany, and after the Planning Commission hear-
ing was closed the following motion was made and carried:
"On motion by Davis seconded by Presson the Planning Commission
recommend to the City Council that the petition for conditional
exception filed by the Shell Oil Company for permission to drill
for the production of oil, gas and other hydrocarbons in an R-1
Zone on the property described as the -fractional NE4 of Section
19, Township 6 South, Range 10 West, S.B.B.& M., and well to be
located 1150 feet south and 610 feet east of the Northwest Cor-
ner thereof, -be granted, subject to the following conditions:
1. Such operations and construction shall be in conformity
with the Huntington Beach Ordinance Code provisions,
2. Uses permitted shall not be construed as permitting ro-
tary mud dumps, sumps or disposal of petroleum refining -

a 1000 barrel capacity or storage in any tank exceeding
16 feet in height from ground on surrounding land.
3. All service equipment such as top of well, pumps, tanks,
and like, shall be at least 100 feet from the nearest portion'
of any public road, street, or State highway, and shall also
be at least 25 feet from any lot line which is not common with
a.public road, street or State highway line.
4. Signs shall be limited to' two •in number and, each shall have
an area of not over. twelve (12) square feet.
5. That the granting of the conditional exception together with
the terms and conditions is an offer which is, accepted and
said terms and conditions agreed to if any of the privileges
authorized are used.

On motion by LeBard seconded by Terry the recommendationsc6f
the Planning Commission, that the petition for a conditional exception
filed by the Shell Oil Company for the permission to -drill for oil, gas,
and other hydrocarbons in an--R-1'Zone, on the property described as the
fractional NE -IL of Section 19, Township 6 South, Range 10 west, S.B.B. & M.,
and well to be located 1150 feet south and 610 feet east of northwest
corner thereof, be granted, subject to the following conditions:
1. Such operations and construction shall be in conformity with the
Huntington Beach Ordinance Code provisions.

On motion by LeBard seconded by Lockett the reports of the
department heads as filed and read by the City Clerk for the month
of March, 1956, be accepted and ordered filed, was approved..

up bond Company cleanup bond dated -April 8, 1955, for well White #2, located on
Lots 17, 19, and 21, Block 209, Huntington Beach Tract having com-
plied with the provisions of Section 2448.1 of the Huntington Beach
Ordinance Code, and the owner and the bonding company be notified
of the termination, was approved.
On motion by Terry seconded by Lockett the request of the
Neaves Neaves Petroleum Developements.for termination of the Travelers
Petroleum
Devel- Indemnity Company bonds as listed below and having complied with
term.clean-
up bonds Section 2448.1 of the Huntington Beach Ordinance Code, and the
owner and the -bonding company be notified of the termination, was
approved:
Bond #522806 - Neaves et al #1 (Pope), Lots 2 and 4, Block 308,
Huntington Beach Tract.
Bond #501991 - Gilbert #1, Lots'2, 4,•and 6, Block 307, Huntington
Beach Tract.
On.motion by Terry seconded by Lockett the request of the
White #1 White Distributing Company for termination of the Travelers Indemnity
term.clean-
up bond Company cleanup bond dated March 23, 1955, for well White No. 1,
located on.Lot 18, Block 209, Huntington Beach Tract, having com=
plied with Section 2448.1.o.f the Huntington Beach -Ordinance Code,
and the owner and the bonding company be notified of the termina-
tion was approved.
On motion by Lockett seconded.by LeBard the -request of
W.E. Hawkins- W. E. Hawkins, for permission to cut the curb at '527 Crest Avenue,
perm.to cut '
curb for a driveway purpose, and said work to be done under the super-
vision and to the satisfaction of. the City Engineer, was approved.

The Clerk reported that the Planning k.'ommission of the
City of Huntington Beach held a public hearing on a petition for

conditional exception filed by Mrs. Nellie M. Parker, at 302 - 8th

of the present building located at 302 - 8th Street, Huntington Beach
f'or.a grocery store, delicateson and lending library. Present zoning
is A-4. The property consists of one story house, 2 bedrooms, living
room and dining room combined, Kitchen,bbat.h, utility service'porch,
One store building attached to living quarters with a separate outside
entrance, approximately 22 feet by 24 feet, and that a grocery store
has sucessfully operated there for many years up until the oil boom
of a year ago. Only packaged groceries will be sold. Attached to the
-.,petition filed, was a petition filed and signed by 56 adjacent residents,.
-stating that they would welcome.the opening of a neighborhood grocery
store at 8th and Olive -Streets, a store building that was last occupied
by Shaffer's grocery, also that there is no objection to a lending
library and greeting card annex being established in conjunction with
It, namely in the living quarters which are attached to the store.
There were no verbal or written statements made opposing the petition
for conditional exception filed by Mrs. Nellie M. Parker. After
the Chairman of the Planning Commission closed the hearing the Com-
10 mission took the following actions:
"On motion by Presson seconded by Davis the Planning Commission
of the City of Huntington Beach recommend that the petition for
conditional exception filed by Mrs. Nellie M. Parker for per-
mission to use the present building located at 302 - 8th Street,
Huntington Beach, for a grocery store, delicatessen,'and lending
library, be granted, subject to meeting all the requirements of
the Huntington Beach Ordiancne Code provisions." Motion carried.
On motion by Terry seconded by LeBard the recommendations of
the Planning Commission for permission of Mrs Nellie M. Parker., to use
the present building located at 302 8th Street, Huntington Beach, for
a grocery store, delicatessen, and lending -library, in accordance with
the petition for conditional exception upon which the Planning Commission
held a public hearing be granted subject to meeting all the requirements
of the Huntington Beach Ordinanae Code provisions was approved by the

Mayor Seabridge stated that a public hearing had been
set for 8:00 P.M., the 2nd day of April, 1956, in the Council Cham-
ber in the. City Hall, and asked the Clerk to read the legal notice
of publication.
The Clerk read the legal notice published in the Hunt-
Reso.#1268 ington Beach News on March 15, 1956, Resolution No. 1268; a re -
vacation of
portion of solution of intention of the City Council of the City of Hunt-
llth St.
ingtbn Beach tovacate that portion of llth Street lying ocean -
ward of Ocean Avenue and giving a notice of a hearing on such
vacation.
Mayor Seabridge asked if anyone present wished to make
any statement in regard to the proposed vacation of that portion
of llth Street lying oceanward of Ocean Avenue and in accordance
with the Resolution No. 1268 as read by the City Clerk,
The Clerk read the affidavit of posting not--aeoo"fvvLa-
cation of a portion of a street filed by the Street Superintendent
with the City Clerk and stating that on the 5th day of March, 1956,
the City Council of said City passed and adapted Resolution No. 1268,
a resolution of intention of the City Council of the City of Hunt-
ington Beach to vacate that portion of llth Street lying oceanward
of Ocean Avenue and located within said City, and that after adop-
tion of said resolution he posted conspicuously along the street
and property described in said resolution, notices of adoption of
said Resolution and headed "NOTICE OF HEARING FOR STREET VACATION"
one of which notices, similar to the notice posted as aforesaid. is
annexed hereto and made a part hereof, and that he.compl.eted all the
posting of said notices on the 16th day of March, 1956, and thereafter
he made this affidavit and filed it with the City Clerk of the City
of -Huntington Beach.
There being no statements made for or against the vacation
of the street in accordance -with Resolution No. 1269R Mayor.Seabridge
declared the hearing.closed.
The Clerk read the order of the City Council vacating a
portion of llth Street in the City of Huntington Beach.
On motion by LeBard seconded by Lockett the Mayor and the
City Clerk be authorized to executo the order of the City Council va-
eating a portion of llth Street in the City of Huntington Beach, was
approved.by the following.roll call vote:

be instructed to draw up an agreement between the City of Huntington
Beach and Chester F. Ingersoll and Ava L. Ingersoll•to permit the
-operation of'tram service on the Pier and to and from the Municipal
Trailer 'Park, on the same terms as in the former agreement between
the City and D. L. Wadhams and said agreement to -terminate on De-
cember 31, 1958, was approved.
The Clerk reported that the Planning Commission of the
City of Huntington Beach held a -public hearing in accordance with
legal notice published in the Huntington Beach News on February
23, 1956, at 7:45 o'clock P.M., on Tuesday the 20th day of March,
1956, for the purpose of considering a petition for a conditional
•
exception,to regulations of the -Districting Ordinance to permit
use of present residence for a boarding home for the aged, to ac-
commodate six in number. Present zoning of property is R-2-0.
Location of property is on Lot 8, Block B, Tract 1094, in the City
of Huntingtm Beach. There were no written or verbal statements
made for or against the petition for conditional%exception filed
by Hubx E. Harrison, to use the re.sidence .for a •boarding home as
outlined in the petition, and -that the applicant was present and
stated -that adjacent_,residents had no objections to provide a
boarding home in the present residence. The Chairman closed the
hearing and after.discussion on the application the following
action was taken:
"On Motion by Davis seconded by Presson the Planning
Commission of the City of Huntington Beach recommend
.to the City Council that the petition for -conditional
exception filed by Aubye E. Harrison for.permission
to operate a boarding -home -for the aged on the prop-

which address is known as 514 - 12th Street, Huntington Beach
be granted, subject to the following conditions:

3. That the variance is subject to securing a license from

Order of, the Military Order of the Purple Heart, Inc.., for permission to
the Purple
Heart park a truck on the streets in Huntington Beach to display an
exhibit of historic fire arms -and said location be subject to the
-approval of the Chief of Police, was approved.
The Clerk read a communication received from the Southern
So. Calif. California Edison Company attaching a copy of the Oompany's•App-
Edison Co.
Ltr. lication No. 37862 to the Public Utilities Commission of the State
of California for a certificate that present and future public con-
venience and necessity require oe will require the construction
and operation of a new steam electric generating station to be
known as South Coast Steam Stations.
On motion by Lockett'seconded by LeBard the request of
Garden Club -
spring the Garden Club of Huntington Beach for use of the Memorial Hall
flower shown
on May 4, 5, and 6, 1956, for the spring flower show.,: and charges
be waived for the use of the Hall, was approved.
On motion by LeBard seconded by Lockett the demands

end of the Trailer Park cannot be used due to the drilling program
of the Signal Oil and Gas Company.
On motion by Lockett seconded by LeBard that the Mayor and
the City Clerk be authorized to execute on behalf of the City the
agreement between the City of Huntington Beach and the Garrish
Engineering, Inc., as draw up with principal and as outlined
by the City AttarneyY concurrently with the cancellation of the
present agreement now in force, was approved.
On motion by Lockett seconded by Terry the Mayor and
..the City. Clerk be.authorized to execute on behalf of the City
of'Huntington Beach the lease agreement.between Donald H. Ramp -
ton, dba Sandblast and Metallizing dompany concurrently with
the cancellation of the present lease agreement now in force,
was approved.
On motion by Terryseconded by Lockett the Mayor and
the City Clerk be authorized to execute the cancellation of the
present lease between the City of Huntington Beach and John P.
Green and execute the new -lease between the City of Huntington
Beach and John P.. Green, .was approved.
On motion by LeBard seconded by Lockett the City Engi-
neer be instructed to proceed immediately and expediently as
possible with the removal of all the sewage plant facilities
and to move the buildings of the lessees to the new area pro-
vided upon the execution of•.the new lease agreements with
lessees concurrently with cancellation -of the present leases
In force, was approved.
On motion by Terry seconded by LeBard Councilman
Lockett be granted permission to leave the territory of the United
States for a .period of. three weeks starting April. 9, 1956, was
approved,
On motion by.LeBard seconded by Terry the regular
meeting of the City Council of the�City Council of the City of
Huntington Beach adjourned.
