Tuesday, May 1, 1956
Pursuant to adjournment of the meeting of April
17, 1956, Chairman Bardwell called the adjourned meeting
to order at 7:30 o'clock P.M.
Commissioners Present: Bazil, Stang, Presson, Davis,
Bardwell
Commissioners Absent: Valentine, Schryer (Commissioner
Valentine arrived at 7:35 P.M. and
Commissioner Schryer arrived at
7:38- P.M. )
Chairman Bardwell stated a public hearing was
set for the hour of 7:30 P.M., this date, and requested the
Secretary to read the notice of public hearing.
Public Hrg. The Secretary read the notice of public hearing
re: amend- published in the Huntington Beach News on April 19, 1956,
ing H.B. setting a public hearing to be held in the Council Chamber,
Ord. Code- City Hall, at the hour of 7:30 o'clock P.M. on Tuesday,
May 1, 1956 to amend the Huntington Beach Ordinance Code
as follows:
Add Section 9443.1 - Steam Electric Generating Station.
The Secretary reported that no verbal or written
statements had been made or received for or against the pro-
vision to amend the Code. There being no one present to
make any statements for or against the proposed amendment to_
the Code the Chairman declared the hearing closed.
On motion by Davis seconded by Bazil the Planning
Commission recommend to the City Council the amending of the
Ordinance'Code adding Section 9443.1 - Steam Electric Gener-
ating Station to the City of Huntington Beach Ordinance Code,
was approved by the following roll call vote:
AYES: Commissioners: Bazil, Stang, Davis, Bardwell
NOES: Commissioners: None
NOT VOTING•: Commissioners: Presson,
ABSENT: Commissioners: Valentine, Schryer
Commissioner Valentine arrived at 7:35 o'clock P.M.
Commissioner Schryer arrived at 7:38 o'clock P.M.
The Secretary read application for Use Permit UV-881
Red Star referred to the Planning Commission by the Orange County
Oil Co. Planning Commission filed by the Red Star Oil Company for
Use Permit permission to drill an oil well near the intersection of
Indianapolis Street and Newland Avenue.
On motion by Stang seconded by Davis the Secretary
be instructed to inform the Orange County Planning Commis-
sion that the Planning Commission does not oppose the request
of the Red Star Oil Company, was approved.
The Secretary read application for Use Permit UV -
Steverson 2879 referred to the Planning Commission by the Orange County
Bros.- Planning Commission, filed by Steverson Bros. for permission
Use'Permit to enlarge the existing metal salvage yard and the business
of the -trucking of oil field mud and the reclaiming of oil
therefrom, and the addition of an oil field pipe storage and
sales yard in the R-4 Suburban Residential District. An

eight foot solid board fence will be erected along the front
property line in front of pipe ztorage area. An addi-
tional 8 ft. x 12 ft. !'V" type fence sign located ap-
proximately 200 feet f rom'the south property line.and
to the front property line with a minimum,10 ft. ground
clearznce will be erected.
On motion by Stang seconded by Davis the Sec-
retary be instructed to inform the Orange County Plan-
ning Commission that the Planning Commission is not op-
posed to the use variance request of Steverson Bros.
providing they erect an eight foot grape stake fence
and plant ivy in areas between fence line and Hamp-
shire Avenue right-of-way boundary,�was approved.
1956-57- The Planning Commission Budget Committee pre -
Budget sented and recommended the following budget request for the
fiscal year 1956-1957:
Consultant's Salary $1,500.00
Blueprints, Maps, Hearings, Etc. 500.00
Conferences, Convention Expense 500.00
Special -services for engineering,
zoning and annexation studies 2.500.00
5,000.00
On motion by Stang seconded by Schryer the
budget as submitted and recommended by the Budget Com-
mittee be recommended t6 the City Council for consideration
and approval, was approved.
Consultant Diggs'pointed out to the Com-
mission that where a'business or condition exists or
existed prior to zoning by which it becomes a non-
conforming use in the rezoning, that thinking has
been channeled into setting a time limit on the period
of operation based on a formula of amortizing of the
capital investment when an application for variance is
applied for and granted.
On motion.by Stang seconded by Presson the
adjourned meeting of the Planning Commission adjourned.
