Mayor Terry called the regular meeting of the City
Council to order at 7:30 o'clock P. M.
Councilmen present: Bryant, Lockett, Irby, Bartlett, Terry
Councilmen absent: None
On motion by Bartlett seconded by Irby the minutes
of the meetings of the City Council held on July 2nd, July 16th,
and the adjourned meeting on July 30th, 1956, as transcribed
and mailed by the City Clerk be accepted and ordered filed.
Motion carried.
The Clerk read the reports for the month of July,
1956, filed by the City Treasurer, City Clerk, City Collector,
City Engineer, Manager of the Municipal Trailer Park, Chief
of Police, Fire Chief, Chief Lifeguard, and Superintendent
of Recreation.
On motion by Bartlett seconded by Bryant the re -
ports for the month of July, 1956, submitted by the Depart-
ment Heads and as read by the City Clerk be received, ac-
cepted and ordered filed. Motion carried.
On motion by Irby seconded by Bartlett the appli-
cations for license to conduct business in the City of Hunt-
ington Beach and as approved by the Health Officer, Building
Inspector, Chief of Police, and Fire Chief, were granted as
follows:

the Huntington Beach Ordinance Code, and submitting a copy of the
sub -surface survey of the well. Motion carried.
Mayor Terry announced that a public hearing had been set
for 8:00 Ofclock P. M. on Monday the 6th day of August, 1956, and
asked the Clerk to read the notice of public hearing.
The Clerk read the notice of public hearing published in
the Huntington Beach News, July 26th, 1956, setting a public
hearing to be held by the City Council of the City of Huntington
Beach in the Council Chamber in the City Hall, Huntington Beach,
California, at the hour of 8:00 o'clock P. M. on Monday, the 6th
day of August, 1956, for the purpose of considering the request
for the termination and cancellation of drilling bond as provided
for in section 2427.4 of the Huntington Beach Ordinance Code on
producing well located on property described as follows:
Lots 1 and 3, Block 318, Huntington Beach Tract, 17th
Street Section, Book 4, Page 10, Miscellaneous Maps,
records of Orange County, California.
The Clerk read the affidavit of C. D. Howe, swearing
and deposing that he was drilling superintendent for the Gene
Reid Drilling Company and that in such capacity he supervised
the drilling of Calumet Gold Mines Well, known and officially
designated as C. & D. No. 4, (W.E. Nicolai Well No. 14),
located on Lots 1 and 3, Block 318, City of Huntington Beach,
California, and that every effort was made to keep said well
within the perpendicular boundaries of the property on which
drilled and to the best of his knowledge and belief the well
is entirely within the perpendicular boundaries of the property
on which drilled, and said affidavit sworn and described to before
a notary.
Mayor Terry asked if anyone present wished to make -a
statement for or against the request of W. E. Nicolai and Son
for cancellation of the Fireman's Fund Indemnity Company Drilling
Bond on the well located on the property, in accordance with
description in the legal notice as read by the City Clerk.
There being no verbal or written statements filed for or
against the request of W. E. Nicolai and Son for cancellation of
drilling bond, the Mayor declared the hearing closed.

The Clerk reported that the Planning Commission of the
City of Huntington Beach held a public hearing on Tuesday the
17th day of July, 1956, for the purpose of considering a petition
for conditional exception filed by the Shell Oil Company of Los
Angeles for permission to drill an oil well in the R-1 District
said location being on the Federal Oil Company property, located
on a portion of the Northeast Quarter of Section 19, Township 6
South, Range 10 West, S.B.B. & M., and that there were no verbal
or written protests filed for or against the request for var-
iance of the Shell Oil Company to drill a well on the property
of the Federal Oil Company, and after due discussion the
Planning Commission passed a motion recommending to the City
Council the conditional exception of the Shell Oil Company, be
granted•to drill a well in the R-1 Zone, said well to be located
on the Federal Oil Company property, subject to the following
conditions:
1. Such operations and construction shall be in
conformity with the Huntington Beach Ordinance
Code provisions.
2. Uses permitted shall not be construed as per-
mitting rotary mud dumps, sumps or disposal of
petroleum refining or processing or storage of
oil, gas in tanks exceeding a 1000 barrel ca-
pacity or storage in any tank exceeding 16 feet
in height from ground on surrounding land.
3. All service equipment such as top of well, pumps,
tanks, and like, shall be at least 100 feet from
the nearest portion of any public road, street
or State Highway, and shall also be at least 25
feet from any lot line which is not common with
a public road, street or State Highway line.
4. Sign shall be limited to two in number and each
have an area of not over twelve (12) square feet.
5. That the granting of the conditional exception to-
gether with the terms and conditions is an offer
which is accepted and said terms and conditions
agreed to if any of the privileges authorized are
used

Mayor Terry referred to the City Engineer for
further study and report, the bids received for the construction
of the Justice Court building.

The City Engineer reported to the City Council that the
bids in his opinion were too high and that the work can be done
much more economically by the City on force account, and recom-
mended that all the bids received be rejected.
Mayor Terry asked if anyone present cared to make a
statement regarding the bids received for the construction of the
Justice Court Building.
A representative of the Montgomery -Fisher, Inc., a bid-
der on the project stated that the problem of bidding on the job
•
was due greatly to the remodeling of the existing building, and
the class of the materials called for in the plans and specifi-
cations on a Class A building, required in the plans and specifi-
cations and special provisions.
Bidder Hanyak commented that in his -opinion the high bids
'were due to the remodeling of the existing building as provided in
the plans and specifications and in his opinion it would be cheaper
to have constructed an entirely new building.

of Huntington Beach relating to parking meter zones and amending
said Ordinance by adding two new sections, 6512.1 and 6512.3 to the
Huntington Beach Ordinance Code, its first reading.
The Clerk read memorandum of agreement for accumlation of
gas tax allocation to cities for major streets within the City
for the 1957 fiscal year in the City of Huntington Beach, between
the City of Huntington Beach and the Department of Public Works of
the State of California, in accordance with project statements
submitted by the City Engineer of the City of Huntington Beach.
The Clerk read Resolution No. 1283, a resolution of the City
Council of the City of Huntington Beach approving memorandum of
agreement for accumulation of the gas tax allocation to cities.

600 Block The Clerk read an open letter directed to the City
Hartford
St. to be Council of the City of Huntington Beach signed by fifteen
repaired
residents living in the vicinity of the 600 block on Hartford
Street, calling attention to the City Council of the horrible
condition of the street at present, and asked that some immed-
iate remedial action be taken.
On motion by Lockett seconded by Bryant the City Engi-
neer be instructed to proceed with the repairs of Hartford
Street in the 600 block, was approved. '
Hiram S. On motion by Bartlett seconded by Irby the request of

Minutes - August 6, 1956
On motion by Bryant seconded by Irby the Mayor and the
City Clerk be authorized to execute the deed on behalf of the
City deeding to Melvin M. Mann, all of grantors right, title and
interest in and to Lots 20 and 22, Block 518, Huntington Beach,
Seventeenth Street Section as shown on map recorded in Book 4,
Page 10, of Miscellaneous Maps, Records of Orange County, Calif-
ornia, was passed by the following roll call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry
NOES: Councilmen: None
ABSENT: Councilmen: None
On motion by Irby seconded by Bryant the City pur-
chasing Agent, in accordance with the request of D. G. Higgins,
Chief Lifeguard, be authorized to purchase one Motorola Mobile
Radio for the lifeguard department, and the purchase be charged
to the Special Fund for Capital Outlay, was approved by the
following roll call vote:
AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry
NOES: Councilmen: None
ABSENT: Councilmen: None
The Clerk read the annual report covering the Library
operations during the fiscal year ending June 30, 1956, as sub-
mitted by Lylyan Mossinger, Librarian.
On motion by Lockett seconded by Bryant the annual
report covering the operations of the Huntington Beach Public
Library be accepted and placed on file. Motion carried.
Councilman Lockett, Chairman of the Oil Committee,'
recommended to the City Council that a clean-up bond and a
drilling permit be required for any re -drilling operations
undertaken.
On motion by Lockett seconded by Bartlett the City
Attorney be instructed to draw up an amendment to the Hunt-
ington Beach Ordinance Code, Oil Division, provisions to pro-
vide requirements for a clean-up bond and drilling permit
covering all re -drilling operations. Motion carried.
Mayor Terry referred the request of the Offshore
constructors, for the use of the pier landing for taxi service,
to service drilling barges, t6 the Beach and Pier Committee for
study and report.
