M. Councilmen present: Bryant, Lockett, Irby Bartlett, Terry. Councilmen absent: None Business On motion by Bartlett seconded by Bryant the applications Licenses for license to conduct business in the City of Huntington Beach as approved by the Health Officer, Building Inspector, Chief of Police and Fire Chief, were granted as follows: Harry A. Stone, cement and concrete contractor. Bill Livermore,Construction Company, rig builder. T. C. Cavanough and Company, painting. Alteration Contractors, plumbing contractor. Alteration On motion by Irby seconded by Bryant the license bond of Contractors - Plumbing Aetna Insurance Company, for principal Gene Clark dba Alteration bond Contractors, and as approve for form by the City Attorney be accepted 'and ordered filed. Motion carried. Term. On motion by Lockett seconded by Bartlett the request of Cleanup bond - Warren L. Meeker for termination of Glens Falls Insurance Company Warren L. Meeker cleanup bonds No. 551722 and No. 551749 for Wells Little Four No. 1 and Pounds No. 1, located on Lot 20, Block 306, having complied with the requirements of the cleanup ordinance, and the operator and the bonding company be notified of the termination. Motion carried. Term. drlg. On motion by Bartlett seconded by Lockett the request of bond - Les -Cal Co. Les -Cal Company and J. W. Wood for termination of the Glens Falls Indemnity Company drilling bond No. 505534 and cleanup bond No. 505533, for the Davis No. 1 well, located on Lot 10, Block 205, Huntington Beach Tract, having complied with Section 2427.3 and Section 2448.1 of the Huntington Beach Ordinance Code, and the operator and the bonding company be notified of the termination. On motion by Bartlett seconded by Irby the request of the Huntington Beach Oil Company, formerly Hedges Oil Co., for termin- ation of the Travelers Indemnity Company cleanup bonds, and having complied with Section 2448.1 of the Huntington Beach Ordinance Code on the following wells, and the operator and the bonding company be notified of the termination: Motion carried. J. Baker Oil Company for termination of the Great American Indemnity Company drilling bond No. 661685 for well C.M.B. #1 located on Lots 10 and 12, Block 614, Huntington Beach Tract, having complied with Section 2427.3 of the Huntington Beach Ordinance Code and the operator and the bonding company be notified of the termination. Motion carried. On motion by Lockett seconded by Bartlett the request of Grable and Ervin for termination of the Continental Casualty Company drilling bond No. 1517499 for Bollman No. 1 well, located on Lot 6, Block 309, Huntington Beach Tract, having complied with Section 2427.3 of the Huntington Beach Ordinance Code, and the operator and the bonding company be notified of the termination. Motion carried. The Clerk read a communication received from Bruce E. Swartout advising the City Council that he was proceeding with plans to erect 10 triplexes on Lots 1 to 10, Block 203, Vista Del Mar Tract, and requested the City of Huntington Beach to provide the sewer line in the alley of Block 203, to permit the plumbing contractor to stub into the sewer. Mayor Terry referred the request of Bruce E. Swartout to the Streets and Parks Committee for study and report. 1• 612 • • Williams drlg. Young - request for barge lease Page #3 Minutes - Monday, November 19, 1956 On motion by Lockett seconded by Bryant the request of Williams Drilling Co., Inc. to break the curb in order to construct a nineteen foot driveway on 13th Street between Ocean and Walnut Streets, and said work to be done under the supervision and to the satisfaction of the City Engineer, be granted. Motion carried. On motion by Bryant seconded by Lockett that in accord- ance with the request of Brayton -Clock, the proposal to the City to lease tax title lots in Block 314 and Block 414, be rejected and the two deposit checks in the amount of $300.00 and $100.00, together with a file containing a gas and oil lease known as the Malloy Lease, be returned to Brayton -Clock. Motion carried. The Clerk read Resolution No. 1295, a resolution of intention to lease City owned property for oil and gas purposes. On motion by Lockett seconded by Bartlett Resolution No. 1295, was passed and adopted by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. On motion by Bartlett seconded by Irby the City Engineer be instructed to proceed with the plans and specifications for the proposed improvement of Main Street between 13th Street and Clay Street and acquiring of the necessary right of way for the re- alignment of the present street, in order to reduce traffic hazards involved at certain locations, for which gas tax monies have been allocated and project estimate approved by the State Division of Highways. Motion carried. On motion by Bartlett seconded by Bryant the request of Tim Talbert for permission to break the curb in order to install a new cement approach for a garage at 520 Alabama Street, and said work to be done under the supervision and inspection of the City Engineer. Motion carried. On motion by Bryant seconded by Lockett the request of Joe Irvine for permission to break the curb and install new cement approach to garage at the corner of Joliet and Highway #39, said work to be done under the supervision and to the satisfaction of the City Engineer. Motion carried. The Clerk read a communication received from Ernest A. Ingersoll and Jerry L. Young, requesting the City Council to ne- gotiate for a lease on operating a barge and Charter Boats from the Huntington Beach Municipal Pier. 1 • •a J • 673 1 C.F.Murphy resigns from Recr. Ingersoll and Jerry L. Young concerning a proposed lease to operate a barge and charter boats from the Huntington Beach Municipal Pier, to the Beach and Pier Committee for study and report. The Clerk read a communication received from Charles F. Murphy, Chairman of the Recreation Commission terminating his resignation as Chairman of the Huntington Beach Recreation Comm- i ssion. On motion by Bartlett seconded by Lockett the resignation of Charles F. Murphy, Chairman of the Recreation Commission, be accepted and the City Clerk be instructed to write a letter ex- pressing the City Council's appreciation for the fine service given to the Recreation Commission, and youth activities in the City for the City of Huntington Beach. Motion carried. On motion by Irby seconded by Bartlett in accordance with the request of the Street Superintendent the City Purchasing Agent be authorized to purchase one gasoline power driven chain saw, at an estimated cost of approximately $215.00. Motion carried by the following roll call vote: AYES: Councilmen: Bryant, Lockett, Irby, Bartlett, Terry. NOES: Councilmen: None. ABSENT: Councilmen: None. On motion by Irby seconded by Bryant the request of Wm. S. Lewis, Ass't City Engineer, for permission to take one week of his annual vacation starting on November 26, 1956 be granted. Motion carried. The Clerk read a communication from the City Engineer informing the City Council that the City is still providing port- able type septic tank toilet service for the Garrish Engineering, Inc., whose buildings were moved onto the City owned property north of the Edison project, and it would be advisable to construct a sanitary sewer line along the northerly line of the City owned property to serve the present buildings and would further enhance the value of the City property by having facilities available to interest the other business interests to locate on the remaining area available. On motion by Lockett seconded by Bartlett the City Engineer be instructed to draw up plans and specifications and estimated costs for the construction of a sanitary sewer line along the northerly line of the City owned property north of the Edison Page #5 Minutes - Monday, November 19, 1956 Company project and the City Engineer be instructed to continue present studies and to make further studies of similar problems for services required for other areas in the City of Huntington Beach not having such services available. On motion by Bartlett seconded by Lockett a resolution recommending the appointment of Mr. James B. Stoddard to the vacancy on the State Water Pollution Control Board, Region 8, be approved. Motion carried. Contract On motion by Irby seconded by Bartlett the Mayor and the Assignment from Pacific City Clerk be authorized to execute the acknowledgement wherin the Union Metal City of Huntington Beach acknowledges notice of and consent to the assignment dated October 31, 1956 from the Pacific Union Metal Company to The Dual Parking Company of any and all purchases, • contracts and parts and accessories therefor, made between Pacific Union Metal Company and the City of Huntington Beach, Motion carried. Ord. #653 The Clerk gave Ordinance No. 653, an ordinance of the lst reading. City of Huntington Beach, designating yeild right of way inter- sections and adding Sections 6241.11, 6241.21, 6243.11, 6243.21 and amending Section 6231 of the Huntington Beach Ordinance Code, its first reading. Study on Mayor Terry referred to the Police and Fire Committee and holidays Cityy salary ord. the Finance Committee the request of the Huntington BeachAmployees' Association for amendments to Section 1454 of the present salary ordinance to include certain holiday consideratidns for study and report. Motion carried. Civil Bud Higgins, Civil Defense Director, informed the City Defense exercise Council that there will be a Civil Defense exercise held between 6:00 P. M. and 10:00 P.
