HUNTINGTON BEACH PLANNING COMMISSION

Tuesday, November 20, 1956
Chairman Bardwell called the regular
meeting of the Planning Commission of the City
of Huntington Beach to order at 7:30 o'clock P.M.,
Commissioners present: Davis, Lyle, Bardwell, Stang.
Commissioners absent: Presson, Schryer, Bazil
Hickory Chairman Bardwell opened the continued
Homes hearing on the application for -petition for condit-
Variance ional exception filed by the Hickory Homes, request-
ing permission to erect a multiple dwelling on Lot
25, Block 606, Valley View Tract, Huntington Beach,
and said area lacked 325 square feet to comply with
the required area for a multiple dwelling in the
R-2 zone.
The Secretary reported that there had been
no verbal or written statements filed, for or against
the petition for conditional exception filed by
Hickory Homes.
Chairman Bardwell asked if anyone present
wished to make any statement in regards to the petition
for conditional exception filed by Hickory Homes.
There being no response from anyone present
and no verbal or written protests filed with the
Planning Commission of the City of Huntington Beach,
Chairman Bardwell declared the hearing closed.
On motion by Stang seconded by Lyle the
Planning Commission of the City of Huntington Beach
recommend to the City Council that the petition for
conditional exception of the Hickory Homes to erect
a multiple dwelling on Lot 25, Block 606, Valley
View Tract, Huntington Beach, in the R-2 zone, be
granted. Motion carried.
Superior Oil Chairman Bardwell opened the continued
Co. hearing on the application of the Superior Oil
Variance Company for permission to erect a 300 unit trailer
park on the roperty described as the south 30 acres
Of SE! 4 of SE of Section 11, Township 6, Range 11,
West, excepting therefrom all streets. Present
zoning R-5-0 and C-3-0.
The Secretary reported that no verbal or
written statements for or against the application
of Superior Oil Company to erect a 300 unit trailer
park on the property described in the petition for
conditional exception as read by the Secretary, had
been recieved.
Chairman Bardwell asked if anyone present
wished to make a statement for or against the appli-
cation of Superior Oil Company to erect a 300 unit
trailer park on the property described in the petit-
ion for conditional exception.

Mr. B. J. Roose, attorney for Superior Oil
Company appeared before the Planning Commission and
stated that at the proper time., upon the request of
the City, the Company will dedicate sufficient area
for street purposes to extend Delaware Avenue south
to Atlanta Street and to extend Detroit Avenue to the
east, and comply with any setbacks that are required
by present or future ordinances.
Harry A. Overmyer, project engineer for the
lessee of the property upon which the Trailer Park is
to be erected appeared before the Planning Commission
and presented plot plans of the trailer park area.
There being no verbal or written protests filed
with the Planning Commission on the application for
conditional exception filed by the Superior Oil Com-
pany to erect a 300 unit trailer park on the property
described in the petition, Chairman Bardwell declared
the hearing closed.
On motion by Stang seconded by Davis the Plan-
ning Commission of the City of Huntington Beach re-
commend to the City Council the petition for condit-
ional exception filed by the Superior Oil Company to
erect a 300 unit trailer park on the property described
as South 30 acres of SE4 of SE4 of Section 11, Town-
ship 6, Range 11 West, excepting therefrom all streets,
and the present zoning of R-5-0 and C-3-0, be granted
subject to the following conditions." —
1. That the property owner upon request of the
City will deed for street purposes the nec-
essary area required for the extension of
Delaware Avenue to Atlanta Avenue and
Detroit Street to the east, and the area
required by setback ordinance, present or
future, to the City of Huntington Beach.
2. That a water system be installed to supply
300 gallons per minute for fire purposes.
That all lines be gridded together. That
22't riser type hydrants be spaced not
greater than 600 foot intervals.
3. That a second exit road be installed far
removed from the main entrance. The exit
to have a gate and be.kept locked for the
owners convenience but be available in
extreme emergencies.
4. That should a swimming pool be installed
a fence shall surround the pool with a
locked gate when not in use.
Motion carried.
So.'Calif. Chairman Bardwell announced that this was the
Edison Co. time and date for the public hearing relative to pro -
re -zoning posed changes of use district boundary and classifi-
cation, as requested by the Southern California Edison
Company.
The Chairman asked the Secretary to read the
legal notice as published in the Huntington Beach News,
and the placard posted on the property, in accordance
with code requirements.

The Secretary -read the notice of public
hearing relative to proposed changes of use
district boundary and classification, published
in the Huntington Beach News on October 18, 1956,
changing the classification from the R-1 District
to the M-2-0 District, on the property described
as follows:
That portion of the fractional southwest
quarter of Section 13, in Township 6 South, Range
11 West, in the Rancho Las Bolsas, as shown on a
map thereof recorded in Book 51, Page 7, et seq.,
of Miscellaneous Maps, in the office of the County
Recorded of said County,- described as follows:
Beginning at the intersection of -the east line of
said fractional southwest quarter of Section 13
with the northeasterly line of the strip of land,
one hundred feet in width, described and designated
as "Second" in the deed to Pacific Electric Land
Company recorded December 20,_ 1905 in Book 123,
Page. 91, of Deeds, in the office of said County
Recorder; thence northwesterly along said north-
easterly line a distance of 665.00 feet; thence
northeasterly at right angles to said northeast-
erly line, a distance of 940.18 feet to said east
line of the fractional southwest- quarter of Section
13, thence southerly, along said -east line, 1151.59
feet to the point of beginning. Excepting there-
from that portion thereof included within the
boundary lines of Pacific Coast Highway, 90 feet
wide.
The Secretary also read the affidavit of
posting notices of use district hearing dated
November 9th, 1956, and executed by Wm. S. Lewis,
Street Superintendent-, and subscribed and sworn to
before the City Clerk of the -City of Huntington
Beach on the 9th day of November, 1956, and presen-
ted the Notice of Use District Hearing placard that
was posted on the property in accordance with statute
requirements of the Ordinance Code.
The Secretary reported that no verbal or
written statements have been received for or against
the proposed changes in use district boundary and
classification as requested by the Southern California
'Edison Company.
The Chairman asked if anyone present wished
to make any statements in regard to the proposed re-
classification of district boundaries from the R-1 to
the M-2-0 District on the area described in the legal
notice as read.by the Secretary.
Mr. N. G. Couch representing the Southern
California Edison Company appeared before•the Plan-
ning Commission and outlined the land use of the
proposed area requested for rezoning.
No other statements were forthcoming.
The Chairman declared the hearing closed.

The Secretary read Resolution No. 39, a resolu-
tion of the City Planning Commission, of the City of
Huntington Beach, California, as follows:
"WHEREAS, the City Council requested the City
Planning Commission to initiate proceedings to re-
classify certain -land as requested by the owner in fee
the Southern California Edison Company, as described
below, from the R-1 District to the M-2-0 District, and
WHEREAS, the Commission instituted such proceed-
ings and called a public hearing in the matter, the
results of which may be summarized as follows: - There
was no opposition; the proponent spoke in favor of the
proposal, and there was, no correspondence relating to
it; and
WHEREAS the Commission finds:
1. That under the present circumstances the
proposed re-classification may indirectly
be more benificial to the City's interest
than to leave the parcel of property in
the R-1 District.
2. The Applicant is the sole owner of the
parcel of land.
3. The Applicant desires to construct on the
property described a Steam Electric
Generating Station.
4. The area lends itself to heavy industry,
and is not suitable for R-1 single resi-
dence purposes.
5. That zoning for industrial purposes will
not be materially detrimental to the
public's welfare or injurious to the pro-
perty or improvements in the district in
which said property is located.
6. The property adjacent and to the north-
east of the Applicants property is at
present in the M-2-0 District.
NOW THEREFORE BE IT RESOLVED that the City
Planning Commission does hereby recommend that the area
described below be re-classified from the R-1 District
to the M-2-0, District, which will permit applicant to
construct a Steam Electric Generating Station and its
appurtenances:
That portion of the fractional southwest quarter
of Section 13, in Township 6 South, Range 11 West, in the
Rancho Las Bolsas, as shown on a map thereof recorded in
Book 51, Page 7, et seq., of Miscellaneous Maps, in the
office of the County Recorder of said county, described
as follows:

of said fractional southwest quarter of Section 13"with
the northeasterly line of the strip of land, one hundred
feet in width, described and designated as "Second" in

in the office of said County Recorder; thence north-
westerly along said northeasterly line a distance

quarter of Section 13; thence southerly, along said
east line, 1151.59 feet to the point of beginning.

On motion by Stang seconded by Davis Res-
olution No. 39, was passed and adopted by the fol-
lowing roll call vote:
AYES: Stang, Davis, Lyle, Bardwell.
NOES: None
ABSENT: Presson, Bazil, Schryer.
On motion by Stang seconded by Davis the
regular meeting of the Planning Commission of the City of
Huntington Beach adjourned.
