Chairman Bardwell called the regular meeting of the Plann-
ing Commission to order at 7:40 o'clock P.M.
Commissioners present: Stang, Bazil, Presson, Lyle, Bardwell.
Commissioners absent: Davis, Schryer,
Communication The Secretary read a communication received from Raymond M.
from Raymond M. Elliott, District Superintendent of the Huntington Beach Union High
Elliott School requesting the approval of the Commission of the contemplated
purchase of a parcel of land adjoining the present high school premises
for the purpose of enlarging the present high school campus and said
parcel of land situated at the southeast corner of Mansion Avenue and
Twenty-third Street and contains an area of 4.783 acres excepting an
area of 1.093 acres on which is located a Standard Oil Company well,
D_3.
The Commission instructed the Secretary to inform Raymond M.
Elliott, District Superintendent, that the land parcel as described is
zoned M_2_0 and by virtue of its present zoning a public institution may
be constructed thereon without any special permit from the City, merely
requires that a building permit be applied for with the City Building
department and said building plans and specifications conform to the
City and State of California Building Code requirements.
Annexation - The Secretary informed the Commissioners that at a regular
referred for adjourned meeting of the -City Council, held on December 11, 1956•
study & report certain proponents and others filed -a Petition -for Consent to the --
commencement of Annexation Proceedings of inhabited and contiguous
territory located northerly of the City -limits, -with a map attached -
to the petition -out -lining the area proposed for annexation, and that
the City Council on motion duly made and carried referred the petition
to the Planning Commission for study and report.
The Planning Commission members present deliberated the pros
and cons of annexing territory to the City and the problems to be met
by enlargement of the City such as the normal City services that must
be given, Capital improvements that will be demanded, assessed valuation
in relation to cost of services required, and what effect it will have
on the present City's tax structure.

The Secretary, read resolution No. 40, a Resolution of the
Planning Commission of the City of Huntington Beach recommending the
annexation to said City certain inhabited and contiguous territory
lying generally within the area described as: "Northerly of the north
City Limits, easterly of Edwards and Graham Streets as shown and
projected, westerly of Newland Street and Southerly of Smeltzer Avenue."
0� motion by Lyle seconded by Stang Resolution No, 40 was
passed and adopted by the following roll call vote:
AYES: Commissioners: Stang, Bazil, Presson, Lyle, Bardwell.
NOES: Commissioners: None.
ABSENT: Commissioners: Davis, Schryer.
On motion by Bazil seconded by Presson the minutes of the
meeting of November 20, 1956 as mailed by the Secretary be accepted,
approved and ordered filed. Motion carried.
